The difference is, my proposal puts the option forward for vote instead of imposing it upon the people. They may want a legislative body and I certainly am not against it but I think it is appropriate to make it optional.

I feel that this is a non optional feature of regional life, without it we have little enforcement of laws and no one to follow up on punishment.

Legislative bodies don't enforce laws, they make them. Technically, we are collectively a legislative body with each nation representing it's own. Nothing has warranted punishment. If everyone wants it then it would pass. If no one wants it then it will be put to rest.

That is fine in principle but part of the legislative system I am suggesting would mean that a although everyone would get a say and a vote, elected officials would have more power to influence a change than an individual.

Taking power away from people? This isn't that big of a region and again, that doesn't constitute the legislative branch holding executive authority.
