Ok this is too easy, After you have made your avatar,sig...etc. follow these steps

1) On top of all layers create a new one.
2) Take out your paint bucket tool and fill the layer with white.
3) Highlight the layer if its not already highlighted, right click on it > Blending Options.
4) Set the blend mode to Darken and click OK.
5) Now Choose Edit on top and select stroke, set the px size to 3 and the color to black.
6) Repeat step 5 but set the px size to 2 and color to white.
7) Repeat step 5 but set the px size to 1 and color to black.
8) Enjoy !  :P
