It’s great to be here with you all in Ohio! Ohio is the state where I proudly live. The Buckeye State is known for its vast economic and historical achievements. We had the first citizen on the moon, Neil Armstrong. We have produced more Presidents than any other state in America. Under Governor John Kasich, we’re enjoying one of the most vibrant economies in the United States of America thanks to low taxation, small and smart spending, and common sense conservative reforms. On Capitol Hill, we Republicans have led the charge in proposing tax cuts. During my time in Congress, I’ve proposed the “Bring Jobs to America Act”. I also proposed the “Expanded Business Opportunities Act” that was unjustly scrutinized by liberal Democrats for a simple typo error. Don Bailey, Elizabeth Rhodes, Peter Lucas, Sophia Johnson, and so many others in our Party have proposed bill after bill reducing the size of government and increasing the availability of well-paying jobs. Democrats pass bills to help their polls. We Republicans pass bills to help hardworking Americans. One of our finest is here tonight. I give to you my friend, Congresswoman Andrea Martinez! Second Speaker: RNC Chairwoman & Congresswoman Andrea Martinez (R-FL) ![]() “Good afternoon, everyone, and thank you all for joining us here today on the campus of Case Western Reserve University. I also want to say a special word of thanks to Paul Roberts for that introduction. I've gotten to know Paul over the last year, and he is a leader of the first order. With leaders the caliber of Paul Roberts, I believe we will be in good hands for many years to come. Ladies and gentlemen, we are on the campus of one of the great institutions here in Ohio and the Midwest that is offering the kind of innovative engineering education that is available to students who have come to institutions just like this one. Institutions like the one we are on have looked at a proposal put forward by the Leeds Administration and their supporters in Congress. They have looked at the Leeds Plan only to be disappointed. They have been disappointed because they have found themselves left out in the cold. Instead of creating a system that rewards institutions like this one, our friends in the other party have singled out six schools they believe are worthy of a share of a grant program they would seek to create. My friends, we don't believe the dictates of Washington should leave institutions like the one or the students who attend them out in the cold. That is why I'm pleased to be here and to announce the introduction of the Manufacturing Innovation Grant Act. Our legislation offers a series of grants designed to institutions that demonstrate outstanding achievement for students in manufacturing, engineering, math and science as well as liberal arts. The grants created by this bill would not only offer a greater investment in all institutions that are serving and advancing in these areas, but they include a greater focus on fostering innovation and technological advancement. This bill represents a fundamentally better approach through a basic recognition that fostering this kind of innovation will result in more jobs, higher wages and better benefits for a newly empowered workforce all across America. Our approach does these things while guaranteeing that not one additional dime of taxpayer dollars will be spent on these projects. Friends, it is now time for us to have an honest discussion about the role of the Federal government in working to create economic growth and a renewed vitality to our manufacturing sector. Do we believe that Washington should be empowered to decide which institutions should benefit from grants that will aid manufacturing job growth? We do not believe that those sort of decisions should be made in Washington. Instead, we should be looking at how to create the kind of system that benefits universities across America, one which does not leave institutions like this one, to say nothing of community colleges across America, out in the cold. Not only is ours a far more effective solution, but it will benefit a far greater number of institutions and communities which those institutions serve. With all that having been said, ladies and gentlemen, please help me welcome someone I've gotten to know very well in the House, a leader I am proud to work with, Congresswoman Mila Clarke of West Virginia.” Keynote Speaker: Congresswoman Mila Clarke (R-WV) Hello and thank you! Thank you! Thank you all so very much! I am so pleased to be here today at Case Western Reserve University in the wonderful state of Ohio. I want to thank the wonderful Chairwoman of our Republican Party, Dr. Andrea Martinez. She has been an amazing person to work with and I am so honored to be introduced by her here today. I want to get right into, so let's do it. Case Western is one of the top schools in Ohio and is also one of the finest in engineering; however, the Democratic Party doesn't seem to agree. Recently the party proposed the Manufacturing Grant University Act. This piece of paper contains the names of the President, Vice President, and many other prominent Democrats. Unfortunately this paper does no good for our country or the unemployment rate in our country. Right now, our country is struggling with a high unemployment rate. Recent college graduates are finding it quite hard to get a job coming out of college. This had been the case under President Obama and has continued under President Leeds. The Democratic Party has used this bill to claim that it will improve manufacturing job opportunities here in America. That is simply not the case. Instead, this disaster of legislation gives only a hand picked select few schools grant money. It should be no surprise that Case Western didn't make the list. Not only that, but requirements to ever receive the grant many years down the road when other schools can finally apply for it, are so stringent that community colleges and smaller universities cannot even apply for it. This is not only unfair to millions of college students, but also an injustice that does not improve the job outlook of our country. This happens to be the reason I am before you today. Republicans like myself have made it no secret that the Democratic Bill proposed is wrong for America. The only thing Democrats seem to say though is, where is the Republicans idea? Well, it just so happens, that is why we are here today. Today, we am unveiling a Republican Alternative to this disaster they call opportunity. The Republican Party has a proposal that brings real opportunities to millions of college students across the country each year. When I wrote this bill, I knew I would leave a few things out. I went to the leaders of our party, and together we established a final draft for this bill. I want to give a special thanks to Chairwoman Martinez for her astounding help with the drafting of this creative bill. I also want to thank the several Republicans who asked to part of this ground breaking legislation that provides opportunities to many millionsof Americans. We are excited to present a Republican Proposal for Job Opportunities and success here in America. This legislation is called the Manufacturing Innovation Grant Act. This act create four separate grant categories for 30 schools in each category. That is 120 different grants, worth a total of 2.85 billion dollars yearly. Unlike the Democratic proposal every school falls under the opportunity to receive one of these grants, if not more.Grants focus on every aspect of colleges. Mathematics & Sciences, Liberal Arts, Manufacturing, and Engineering. Every major at a university has the opportunity to be involved in the manufacturing industry in some form. For this reason, we felt that it was important to make the grants inclusive to all programs. These grants will help universities begin new programs, build adequate facilities for programs, provide students with the learning experience and skills to work in the industries of our country, and to increase the overall job prospects and performance rates here in America. The Republican Party has proposed real reform. We have proposed a real opportunity for all Americans. I am sick of seeing a select few chosen over others because certain politicians think they are entitled to receive more than anyone else. This country is one of equal opportunity and that includes grant opportunities. All colleges and all college students will get an equal opportunity with the help of the GOP. We are excited to see this legislation hit the hopper and we look forward to debating and winning the debate on this bill. America, we are going to get opportunities back. The Republican Party is advocating and fighting for you! We believe in passion and innovation and giving the students the resources needed to maximize the innovation, thinking, and ideas of our best and brightest, which attend all sorts of post secondary institutions.
