Legislative Branch: The Legislative Branch is made up of two parts: The Senate and The Council of Ministers. The Senate is made up of representatives from each state. Each state is allocated a certain number of Senators based on population. Members are elected at-large in their states for four year terms. The Council of Ministers is what was once the cabinet. It is made up of nationally-elected individuals in special fields such as Education, Energy, Agriculture, etc. The Council of Ministers are experts in multiple fields and sit down at a round table and come up with new tactics, legislation, and the budget. Everything they propose must be approved by the Senate. This is not vice versa. The Council does not have to approve any Senate bill for it to reach the President. Executive Branch: The Executive Branch has officially lost the general cabinet offices, but has reorganized itself. The President and Vice President remain in the Executive Branch. There is still a Presidential Cabinet, but it has different members. The Secretaries of State, Treasury and Defense remain with the cabinet. New members to join it are the National Security Adviser, Director of the Office of Management and Budget, and the Chief of Staff. Judicial Branch: It remains the same. The Budget Process: The Budget Process is interesting. It begins with the President. The President puts together a budget and then proposes it to the Council of Ministers If the President wishes, he/she can get input from the Ministers on the budget before proposing it. Either way, the Council of Ministers then will provide the Senate with both the Presidential Budget the Recommended Budget. The Senate can then choose to adopt either budget to make changes to. Once it is passed, it is sent to the President for a signature. If the President vetoes the budget, it returns to the Senate. Party Leadership: President, Vice President, Speaker of the Senate, Chairman, Senate Leader, Senate Whip, etc. Note: The Vice President is a non-voting member of the Council of Ministers. He represents the administration's position on the Council. |
