The Constitution as Originally Enacted Constitution I of the Imperial Republic of AinurWe, the Citizens of Ainur in order to establish justice, ensure domestic tranquility, provide for the common defense, promote the overall welfare of The Imperial Republic, and to secure peace and prosperity for Ainur, do affirm and establish this the Constitution, the fundamental law for the Imperial Republic of Ainur; Article I - The LegislatureSection I: The Chancellor of the Senate- The Chancellor of the Senate shall be the leader of the Senate and shall be elected by his fellow Senators.
- Any Senator may stand to be eletced as Chancellor, and may present his ideas for leadership during the 48 hour nomination period before elections.
- The Chancellor shall be responsible for ensuring the order and good conduct of members, the speedy transaction of business, and the overall activity of the Senate.
- The Chancellor may motion to remove a Senator for any reason, and may also motion to question either Consul or his deputies at any time.
- The Chancellor may be removed at any time by a simple majority vote of the Senate.
- The Chancellor may dissolve the Senate and announce elections for a new Senate after a period of 4 weeks since the beginning of the current term.
- The Chancellor shall serve a six week term. Elections for a new Chancellor shall take place after a new Senatorial term.
- The Chancellor of the Senate may not serve as a Consul, but may be Chief of Staff or another deputy to the Consuls.
Section II: The Senate- The Senate shall be the unicameral legislature of the Republic of Ainur.
- The Senate shall be made up of a certain number of Senators, the precise number of which shall be established by the Founder, and they shall be elected by the citizenry for a period of six weeks.
- The Senate shall pass all legislation by majority vote, unless this Constitution or another law provides a reason to the contrary.
- The Senate, at the commencement of each term, shall be responsible for creating a process in which bills will be discussed and voted upon.
- The Senate shall ensure that all Bills are in accordance with this Constitution.
- The Senate shall hold the executive government to account and advise it on matters of policy.
- The Senate shall be able to remove either Consul from power and hold elections for the position with a three-fourths majority vote.
- The Senate shall be responsible for confirming all primary position nominations made by either or both Consuls. A nominee for Chief of Staff or a Ministerial position must gain at least one half of the Senate's approval.
- The Senate may vote to remove one of it's members for any reason, the removal requires at least a two-thirds majority approval.
- In the event of a Senator's resignation or removal there shall be a by-election open to all citizens and have a 72 hour period for standing and campaigning and 48 hours for voting.
- Senators may serve as Consul, Chief of Staff or any Deputy Consul position.
Article II - The ExecutiveSection I - The Consuls- There shall be two Consuls, both elected by popular vote of the all Citizens of the Imperial Republic. Both Consuls shall be put into office on the same day, and they shall serve for a period of six weeks.
- The First Consul, titled as the State Consul, shall manage the external affairs and the armed forces of Ainur, and the Second Consul, titled as the Domestic Consul, shall manage the Imperial Republics' internal affairs.
- The Consuls shall jointly be the Heads of Government of Ainur. Where a matter touches on both internal and foreign affairs, the agreement of both Consuls is required in order to act.
- The Consuls may not interfere with their opposite's department, duties or tasks that need to be fulfilled.
- The Consuls may appoint a maximum of three direct deputies titled "Ministers" that must be confirmed by the Senate.
Section II: The Chief of Staff- The Consuls shall, by consensus, Chief of Staff may recommend that the Consuls remove a Minister from office. A Minister may also be removed by a simple majority vote of the Senate.
- The Chief of Staff shall be in charge of managing deputies under each Consul and checking their activity as well as ensuring their dilligent work.
- The Chief of Staff shall also be subject to managing the Bureaucratic Employment Centre and all other duties the Consuls bestow upon him.
- The Chief of Staff's term shall end with the Consular general elections.
- The Chief of Staff may be removed by consensus of the Consuls.
Section III: Ministers- The Ministers shall be appointed by their respective Consul and shall work directly under and report to their respective Consul.
- All Ministers shall be subject to any duties or tasks that their respective Consul bestows upon them.
- The Ministers shall be allowed to appoint a Deputy with approval from their respective Consul and the Chief of Staff.
- The Ministers may be removed by the Senate or by their respective Consul.
Article III - The Judiciary- The Supreme Court shall be the highest court in Ainur.
- The Chief Justice of Ainur shall preside over the Supreme Court and shall serve until resignation. The Chancellor may appoint any Citizen in good legal standing to Chief Justice, with approval from the rest of the Senate.
- The Supreme Court shall be made up of all Current Senators and the Chief Justice.
- The Senate shall conduct all trials and hearings. The Senate and Chief Justice shall confer on the guilt of the accused and make a binding decision.
- The Chief Justice shall alsp be responsible for determining sentencing.
- The Supreme Court shall hear all cases as a panel. The opinion which is supported by the Chief Justice and the Senate shall be considered as the Opinion of the Court. This shall in no way prevent other justices issuing a Dissenting Opinion.
- The Chief Justice shall be responsible with making all decisions on issues of Constutional Legality and may strike down any act or action which conflicts with this Constitution.
- The Chief Justice may be removed from office by a two-thirds Senatorial vote, provided the Justice has been deemed inactive or has demonstrated gross misconduct.
Article IV - The Founder- The Founder, Apollo Augustus Somerset-Anumia, may not be removed from this position by any person, body, or institution whatsoever.
- The Founder shall have sole authority over the root administrator account of the board.
- The Founder may post anywhere on the Forums of Ainur, including the Senate of Ainur, and have the power to speak in all discussions.
- The Founder shall manage elections.
- The Founder may delegate his responsibilities as he sees fit.
Article V - Amendments-
- An amendment to the Constitution of the Imperial Republic of Ainur shall be hereby seen as a formal change of the text contained within the body of text of this constitution.
- Amendments to the Constitution of Ainur shall be made by a three-fourths majority vote of the Senate.
- In all other respects, amendments shall follow the same procedures as other bills that are voted through the Senate, including minimum debate and vote times.
Article VI - Ratification-
- A two-thirds majority vote of the current Citizen's Assembly of Ainur shall be sufficient for the establishment of this Constitution, and the simultaneous repeal of the current Constitution and all laws and legislation passed in regards to the repealed Constitution.
- Upon ratification, an election period must be declared open for all elected positions mentioned within this Constitution by the Founder.

Section 3 - Ministers
- [Each Consul may nominate up to three Ministers of State, who shall be under his direction.]

- [A Minister of State may appoint a Deputy Minister of State, who shall be under the Minister of State's direction, with the approval of the Minister of State's nominating Consul.]
- [A Minister of State] may be removed by [a two-thirds majority vote of the] the Senate or by [his nominating Consul].
Article III - The Judiciary Section 1 - The Supreme Court
- The Supreme Court shall be the highest court in Ainur.
- The Chief Justice of Ainur shall preside over the Supreme Court and shall serve until resignation. [The Chief Justice shall be nominated by the Chancellor of the Senate from amongst all citizens of good standing and sound legal knowledge, and shall be confirmed by a simple majority of the Senate.]
- The Supreme Court shall be made up of [the Chief Justice, and any number of Associate Justices (not exceeding two) as may be established by Resolution of the Senate of Ainur. The Associate Justices shall be appointed in the same way as the Chief Justice.]
- [The Supreme Court shall hear all cases as a panel. The Opinion that is supported by a majority of the members of the Court shall be considered the Opinion of the Court. This shall not in any way preclude other members of the court from issuing Dissenting Opinions.]

- [The Supreme Court may set aside any act or action which conflicts with this Constitution.]
- [A member of the Supreme Court who fails to fulfil his duties, or acts in a way which, in the opinion of the Senate, constitutes misconduct, may be removed from office by a two-thirds vote of the Senate.]
Article IV - The Founder Section 1 - Rights and Duties
- The Founder, Apollo Augustus Somerset-Anumia, may not be removed from this position by any person, body, or institution whatsoever.
- The Founder shall have sole authority over the root administrator account of the board.

- Upon ratification, an election period must be declared open for all elected positions mentioned within this Constitution by the Founder.
[Article VII - The Bill of Rights Section 1 - The Rights of Citizens
- Freedom of speech shall be guaranteed, except where such speech entails a danger to the security of Ainur or its citizens, or where it is libellous or defamatory.
- The confidentiality of private messages sent on the forums of Ainur shall not be infringed by any government official without a warrant from a judge.
- No person shall be compelled to testify against, or in any other way incriminate, himself in a criminal trial.
- Every person charged with a criminal offence has the right to be informed of all charges against him as soon as they are brought.
- Every person charged with a criminal offence has the right to a speedy trial before a fair and impartial tribunal.
- Every person charged with a criminal offence shall be presumed innocent until it is proven, beyond reasonable doubt, that he is guilty of the offence as charged.
- Every citizen of Ainur shall have the right to stand and vote in elections, unless disqualified by law.
- No person shall suffer any punishment brought about by a bill of attainder. Nor shall he be punished for any action which did not entail criminal liability at the time he did the act.]
