Considering the dramatic changes in population the New United Kingdom has undergone in recent times, much discussion has taken place on how the regional government ought to be adapted to fit these trends. Where the Prime Minister's initial efforts to pass Constitutional Amendments were rebuffed in Parliament, the situation that has now developed is one that calls for even further action. On the 28th of September, His Majesty King Edward X announced to the region that a Constitutional Convention would be held, in order to consider changes to the existing Imperial Britannic Constitution, or even a full replacement. In addition, The King announced that the current Fourth Session of Parliament is being extended for the duration of the Convention, resulting in the indefinite postponement of elections while citizens discuss together what kind of Government they want to serve them. (Elections are to be held immediately after the conclusion of the Convention.)
So far, the Convention has addressed three subjects, with more to come. The first of these, and currently the most controversial, is the role of The Monarchy, where debate centres on whether the Monarch should be primarily ceremonial, or should be mostly unchecked in their power over the region. The second is the Bill of Rights, which has generally seen a fairly tame debate, as this portion of the constitution was only added in the Second Session of Parliament. The third subject of debate has been the Legislature, where discussion has focused on whether a unicameral or a bicameral legislature would better suit the region's needs. Debate over the Executive, the Judiciary, and the Amendment process are all expected to commence soon.
Royal Pains
The past two weeks have seen some high-stakes discourse on the New United Kingdom's onsite Regional Message Board. A couple of NUK nations that refrain from participating on the offsite forums took issue with the fact that HM The King's nation onsite had Ceased To Exist for five days, before being promptly being moved back into the New United Kingdom. This immediately set off a discussion about the legal implications- some said this was grounds for the Monarch's removal, while others noted that there are no laws stating that a nation in the NUK is required to be Monarch, only that it's required to be a citizen. But does the Monarch have to be a citizen? And was the King active on the forums during the time that his nation had CTE'd onsite? If so, does this mean that the forums were viewed as more important than the onsite NationStates page?
In the end, the Prime Minister submitted a legal question to the King's Bench asking for clarification on the situation, which found that the Crown had not been vacated, and that there was therefore no basis upon which to expect a change in Monarch. However, the Court did find that Parliament ought to pass legislation making clear that in the future, failure to meet citizenship conditions will mean removal from all positions in the New United Kingdom. I would first like to apologise for my absence from the Regional Message Board. It is both my hope and desire to win back your confidence and restore my activity on the Regional Message Board.
At the present moment, I have called a Constitutional Convention where we are discussing the future of the region. What type of Government we want, what type of democracy we want to share. New WA Delegate
Congratulations to The Sprawling Green Empire of Harmony Cafe, who was nominated to be the next regional World Assembly Delegate by the Prime Minister. The nomination now will be relayed to HM The King, who is expected to approve the appointment and confirm our new WA Delegate. Harmony Cafe has served twice as Acting WA Delegate in between resignations of other predecessors, and is one of the most active members of the onsite New United Kingdom. Therefore, HM Government expects that Harmony Cafe's tenure as WA Delegate will be quite a successful one, and trusts that this faith is well-placed.
