I know I didn't get elected, but that doesn't mean I can't still propose bills right?

(This may need Revising but:)

Article I:

Section 1: The School Tuitions will now be paid for by the Treasury, instead of the students.

Section 2: The Government will pay 500 AD for each student.

Mr. President, I propose the creation of a "Senate Lobby" where non - Senators can opine on Senate business while restricting comments in Debate and Voting to Senators and invited guests.
