RIGHT TO PURCHASE ACT
Section 1.
State Governments may not take away the right to purchase items from sellers in other states.

Section 2.
State Governments may not place a tariff in excess of 10 percent on purchasing or selling goods or services from other states.

How about they're also prohibited from levying a tariff over 10%? (Because otherwise they might put a fee on interstate commerce rather than an outright ban)
