a. States shall not impose an exit tax or penalty on citizens who which to leave.

You won't get a lot of support from the West ;)

EDIT: Perhaps we have to see it this way: The current members of the west are fiercely devoted to that region and therefore want to do anything to uphold the strength of that region. It would be fair if new members are being warned for the tax and leave it to them to decide to join or not join the west?

Perhaps we have to see it this way: The current members of the west are fiercely devoted to that region and therefore want to do anything to uphold the strength of that region. It would be fair if new members are being warned for the tax and leave it to them to decide to join or not join the west?
Remember that currently their are members in the region that are not apart of the party who joined before and want to leave. It's not fair for them to be taxed for leaving especially if they never voted for the bill.

As long as they inform all current members and give them time to decide whether or not to leave.
