UNDERSTANDING THAT:

Available land is becoming scarce.
We Can't fit very many more people onto one planet.
If we keep going, the only land available will be barren and empty plots that have no use whatsoever besides trio movement.

Article 1:
Section 1: A Map is to be reared representing the moon, with only 32 territories due to the moon's small size.
Section 2: Due to a lack of knowledge of what resources are on the moon, resource placement will be random.
Section 3: The resources on the moon will NOT include fossil fuels such as Oil or Coal.
Section 4: Troop movement to and from the moon will require spacecraft.

Answering a question: The whole point of that bill is to promote businesses selling resources. Anyone can open a business selling those, as licences will be provided to eveery business who wishes to sell

But in the end, the very source of all those resources will be in the hands of those lucky enough to have land with them. And there's less resource land available by the day.

No, these resources do not require land, the whole map resource thing is moot. Literally if you come up with a business selling resources and apply, I will give you a licence.

So you don't need land to extract resources, you can just go to the Resource office and purchase some wether you have land or not?
