Committee Floor Protection Act written by Keventle Article I Section I All citizens must abide by the committee regulation and procedures All members of their committee are excluded from the regulations of this bill. Any citizen that wishes to speak on the floor (Thread of the bill) of the committee must be approved by the procedures of that committee An open discussion thread shall be made for each committee, separate from the bills. Section II -Any user who speaks on a bill's thread that was not invited to do so will be treated accordingly: -first offense: A warning -Second offense: a $10 penalty that is paid to the treasury -Third offense: A 48 hour ban from viewing that committee Fourth Offense: A permeant ban from viewing the committee Section III - All repercussions issued can be repealed under the Supreme Court -The committee can un-ban a user with a simple majority - A permeate ban is revealed when the user joins that committee - The convected user can repeal to the Supreme Court once a week if under a permeant ban |

Mr. President, I move that the Senate consider this amendment before voting on the whole bill. It basically just adds the clause Keventle wanted to add: Committee Floor Protection Act written by Keventle Article I Section I All citizens must abide by the committee regulation and procedures All members of their committee are excluded from the regulations of this bill. Any citizen that wishes to speak on the floor (Thread of the bill) of the committee must be approved by the procedures of that committee An open discussion thread shall be made for each committee, separate from the bills. The writer of a bill under consideration has instant authorization to talk on the bill's page, unless prohibited by the chairman or simple majority of the committee. Section II -Any user who speaks on a bill's thread that was not invited to do so will be treated accordingly: -first offense: A warning -Second offense: a $10 penalty that is paid to the treasury -Third offense: A 48 hour ban from viewing that committee Fourth Offense: A permeant ban from viewing the committee Section III - All repercussions issued can be repealed under the Supreme Court -The committee can un-ban a user with a simple majority - A permeate ban is revealed when the user joins that committee - The convicted user can repeal to the Supreme Court once a week if under a permanent ban |

I still think that we should have open discussion about a topic even with the committees. By influence for the public we known that the committees can make the best decision |

The Senate should not even be considering this bill. The Author of this bill is not a Senate member. Therefore this discussion should be taking place within the House of Representatives. |

I'll go ahead and sponsor it so it receives debate here (though I'm still not sure which way I'll vote). Eventually it would also have to be passed in the House since the committees are a joint venture but why waste time?

ILTrains, what would you think about this scheme: Committees can decide for themselves whether to adopt a closed or open rule (although they must all keep an open debate thread). If they choose a closed rule, then this bill applies, if not then these rules don't apply. |
