TREATY OF UNION
Between the Allied Republics and the Allied States

Agreed to on this day the Twelfth of August, Two Thousand and Fifteen by the Commissioners on behalf of The Allied States and The Allied Republics, that

Article 1 - General Provisions
Section 1. The Allied States shall herein be abbreviated "TAS" and The Allied Republics shall herein be abbreviated "TAR".The "TAR forum" shall refer to the forums currently maintained by the TAR government.
Section 2. The citizens of the TAS forum shall move to the TAR forum, and the government of TAS shall make all reasonable effort to encourage citizens to move forums.
Section 3. The residents of the TAR NationStates region shall move to the TAS NationStates region, and the government of TAR shall make all reasonable effort to encourage residents to move regions.
Section 4. The government of TAS and TAR shall merge into one unified government under a new Constitution, and the name of the region after the merge shall be "The Allied States". The flag, banner, and logo of the unified government may be designed by the legislature after the merge occurs.

Article 2 - Union of Forums
Section 1. The TAR forums shall be jointly administered by the admins of TAR and TAS.
Section 2. Citizens of TAS shall register on the TAR forums and be promptly granted citizenship.
Section 3. The government of TAS shall create an accurate list of citizens and businesses and the number of Allied Points the citizen or business has possession of. Thereafter, the administrators of the TAR Forums shall grant each TAS citizen 3 TAR Dollars for every 2 TAS points. This section shall remain in effect for at least three months after the merger to allow time for currently inactive citizens of TAS to transfer their funds.
Section 4. The administrators of the TAR forums shall edit the post count of accounts created by TAS citizens to reflect the sum of number of posts that the TAS citizen has made in both regions.

Article 3 - Union of Governments
Section 1. A Constitutional Convention shall be held which shall draft a Constitution for the unified government of TAS and TAR.
Section 2. The current TAR Constitution shall provisionally remain in effect until the new Constitution is adopted. The laws of TAR not superseded by the new Constitution shall provisionally remain in effect for sixty days after the adoption of the new Constitution, and the first Government elected under the new Constitution shall merge the current laws of TAR and TAS.
Section 3. The unified Government shall provide for the creation of at least three state governments, which may be defined as states within a unified country or countries within a larger country or regional alliance as the new Government may provide for.

Article 4- Execution of this Treaty
Section 1. Upon the agreement of this Treaty by both current regional governments, a Constitutional Convention shall be held on the TAR forums and/or TAS region, which shall be open to citizens of both TAS and TAR and shall draft a Constitution for the unified government within 21 days. If the Constitutional Convention fails to agree to a new Constitution, then the provisions of this Treaty may be terminated.
Section 2. The residents of the TAR region shall begin to move to the TAS NationStates region within 5 days of the agreement of this Treaty and shall complete movement by the date that the new Constitution is ratified.
Section 3. The government of TAS shall encourage all citizens of TAS to create accounts on the TAR region within 5 days of the agreement of this Treaty.
Section 4. The three state governments of TAS shall move to the TAR forums within 5 days of the agreement of this Treaty and shall be provisionally named "The Northeast", "The South", and "The West". Citizens of either region may join any state and rename and draft any laws for their State as they deem fit.
Section 5. On the date that the first elections under the new Constitution have concluded, the unified government of TAS will take effect and current the TAS Forum shall be archived.


The Senate has voted to hold a referendum on ratification of the Treaty of Union. The results of the referendum will be binding unless the margin is less than ten percent. I will now open debate and discussion about this treaty for 24 hours. I'd like everyone who will vote in the referendum to read the treaty, debate this matter, voice your concerns, and ask any questions you may have about the plan.

OUTLINE OF THE TREATY
- TAS will move to the TAR forums
- TAR will move to the TAS NS Region and the name of the region after the merger will be The Allied States
- The TAR forums will be jointly administered by TAR and TAS admins, and when TAS citizens create an account on the TAR forums, the post count will be edited to reflect the number of posts you've made here
- The regions will jointly hold a constitutional convention open to citizens of both region to decide the structure of the new government
- All money will be converted to TAR's currency at a 3:2 exchange rate
- The three state governments will be preserved in TAR and TAR's citizens will join the states

Approve it and we will become quite a badass region.
We will give anyone a run for their money, but it can only happen if we are united and able to sustain a high level of activity.
This keeps what's nice about TAR and what's nice about TAS.
Frankly I have seen other merger negotiations and this was by far the best one. I am very optimistic about what lies ahead if we pass this.

I support this idea strongly because it will strengthen us as a region. We will have just as much as a say in all discussions partaining to our new constitution. If this is a sucess it gives us a better chance to become a bigger influence and hey, we get to meet some pretty cool new people.

Oh and CDland maybe bold the outline of the treaty part to make it more visible.

MR. NEWMAN strode to the podium and recited the following address in favor of the Treaty of Union to the crowd:

My fellow citizens, I am here today to ask for your support of the Treaty of Union. You all know the basic details of the treaty: TAS merges with the TAR forums, TAR merges with the TAS region. Today I want to make clear a few things:

First, this Treaty in no way removes TAS as a region. The Treaty we have negotiated is very fair to both TAS and TAR. All of the elements of TAS that make TAS what it is will be kept after the merger: the states system, the political simulation, and the national/states roleplay. The political RP will be integrated into the new government, just like it is here. And the national/states roleplay will be operated by me personally as well as all of the participants as a private RP until/unless the new government takes it over. And in return for us moving to the TAR forums, the TAR region will come to TAS and the name of the region after the merger will be TAS.

That being said, what are the benefits of this treaty? First and foremost, it will make both regions more populous, more robust, more resistant to periods of inactivity, and more interesting. The number of forum members will at least double. The number of nations in the Allied States region will skyrocket to at least 200, probably 250. We will have more people to participate in the government RP, the military RP, and in regional government. We will be able to revitalize our economy with more participants. And we will have the opportunity to participate in TAR's roleplay as well.

I admit that it would be easy to say "no" and leave things the way they are now. Heck, I probably have more right than most people here to resist this move because I pretty much co-founded this region and co-created this forum and I've been on this forum since the beginning. But I will vote "yes" on the referendum, for one, because TAS isn't going away. But also, I want to ensure that our region remains strong, active, and fun. Honestly, for the past few weeks, the activity here has been rather stale, rarely hitting over 100 posts per day. Here we have the perfect opportunity to be bold and to reinvigorate the region.

I,GamezUnited fully support this treaty,as always "2 is better than 1" and this merger will help strengthen both our regions but just like CDLand,TAS gave me my start in Government and hopefully TAS and TAR last for the years to come
