The heart of the Allied States forum, as in many regions, is the legislature. The legislature makes laws that regulate the activity of the region and creates policy for the political simulation. The legislature is the AS Congress and it's divided into the House and the Senate. The House is made up of all citizens of the region except for Senators and the President while the Senators are elected by the region: 3 are elected by their states and 2 are elected at large. How does the AS House work? Well first, bills tend to go through committee. A bill is introduced in one of four Joint Congressional Committees: the Committee on Finance, the Committee on Foreign and Governmental Affairs, the Committee on the Judiciary, Interior Design, Energy, Environment, and Social Services, and the Committee on Regional Events. The Governmental Affairs Committee is the most active committee and it's the one where the most bills are introduced. The committee debates and edits a bill and once it passes it out of committee, the House debates and votes on the bill. The rules of the House are listed in Title 3 of the Allied States Code (see the Library of Congress for the most up to date version of the rules). Basically, when a bill passes committee, the Speaker makes a thread linking to the bill in the Voting forum of the House, unless there are already 3 bills being debated or voted upon, then it goes in the Queue forum. The Speaker opens debate for 24 hours then, after 24 hours, closes debate and moves it to Voting. First a 24 hour vote is conducted on any and all amendments introduced during the Debate phase, then a 24 hour vote is conducted on final passage of the bill. When the Senate has also passed the bill, the Speaker or the Senate President will move the original bill to the President's Desk for signature. What Kind of Bills can Congress pass? Generally speaking there are 2 types of bills: regional administration and government roleplay (GRP) bills. Regional admin bills have to do with the administration of the forums and should amend the Allied States Code while government roleplay bills can have anything to do with the political simulation (ie minimum wage, immigration reform, etc.) Congress can also pass bills regulating the forum economy and the other roleplays of TAS.
