Ah, that explains it. I knew about the song (and subsequent film) Convoy, plus the whole smokey and the bandit thing, but the avoiding authority origins make sense.

Incidentally, there is a British version of McCall's Convoy:

Perhaps emphasising why we never had such a culture over here...

I've seen some make the case for The Clapping Song being the first.

If nothing else, the song's notable for inspiring one of Tom Waits's finest.
