Regional Government; What will it be?

Okay! We need to decide a few things related to the regional government. I also want to keep the momentum we've attained so far going, because once we lose that momentum we're going to start stagnating.

First questions: Should we set up a provisional government while we work on a Constitutional Convention, or should we just remain governmentless until the Convention is finished?

2. When should we start the Constitutional Convention? Should we start it now, wait for a few more people to show up, etc.?

3. How should we hold the Convention? Multiple meetings over IRC? Just on the forums? A mix of both?

4. Who will preside over it? I nominate and second myself. I also opened and closed the voting, so I already have the position. (P.S., this is why Zdenka won't let me have admin permissions. :P )

And, finally, what do you want the government of Barrayar to be like? Are there any things you want us to avoid? We're, obviously, going to be some kind of democratic state (Republic, Direct Democracy, Anarchy, etc.), but it would be nice to know what specifics you had in mind.

(Note: I believe that all the threads in "Suggestions and improvements" would look great in the "regional Reform" subforum instead. Just sayin'...)

1. We should remain governmentless until we set one up.
2. Start it ASAP. We're the founding nations. Other nations can help ratify?
3. I say we do a mix of both. Debate on IRC and conclusion on forum maybe. What IRC will we use?
4. So Andro feels better about a nominating himself I propose Andro to be the President of the region. Anyone second? Other than Andro, please.
5. What does the Westphalian Government have to do with us? Was it a typo? I would like to avoid a monarcy/dictatorship for Barrayar.

4. Esper/Mibbit, probably. It's the only one I have experience with, though we might use Chatzy. :P

5. Typo. Fixed. Sorry, when you spend 8 months in a region, it's hard to change. :P

Probably Mibbit, and I think we're a bit before the planning stages now. I also think we need to wait for some other people to get on and discuss this stuff, we don't want to get too ahead without them. But they're taking too long. >_>

1. Governmentless until the convention is finished.

2. Wait until we hit a certain amount of nations? 25? 30? 50?

3. A mix of both, but IRC needs to be well documented.

4. I think we just figured it out :P

5. I am unsure, that will have to be determined over the convention, right?

Of course, we'll always recruit! Every hour of every say until ever. :P

I'm serious. There's plenty of us here who know how to recruit, it shouldn't be hard. I recruit 2-4 hours a day, you recruit an average of 1 hour per day, Naybra, Keita and Zdenka do some recruiting... we'll be off the ground in no time. :)

Personally, I don't really mind what kind of government we have as long as it's not a monarchy. Also, we need to make it clear that the Admin positions are not and absolutely never should be a political position. Those of us who have Admin access shouldn't also be judges or be in a position to veto whatever legislation we intruduce. Those who have Admin should be there mainly to maintain the forum and generally keep things civil through a specific...Zdenka had such a beutiful way of putting it yesterday, but I now forget exactly how she put it...a code of conduct sort of thing? Moderation of the forum should also not be a political thing, because as we saw in Westphalia, the second politics get involved in those positions, power gets abused. I'd rather avoid that here by having us Admins adhere to a certain code.

I think we should remain governmentless for now until such time as we have a constitutionm bill of rights and code of conduct in place. Also, until such time as we actually have people here to govern. :P I also see no reason why we can't make a start on hammering out a constitution and the like.

RE Admin/Politcal Power.

This is why when I have founded regions and then the forums. Admin accounts are setup separately to playing accounts. For example. Root admin is Root. You can then also make sure that the Root Admin account is able to be passed on should the root admin ever leave.

Personally, I'd like an Single Executive Branch (President) who gives speeches, makes appointments, and vetos laws. S/he has a cabinet (Foreign Affairs, Citizenship, Justice, WA, etc.) There is also a one house Senate who writes and submits laws, approves appointments. The Supreme Court is made of of 3 or 5 nations that are appointed by the president. Similar to the US government.

Why even set up a regional government if they can do nothing? Who would run?
