Discussion of Government Structure

So I know a lot of you guys want to set up a regional government, of sorts. I really like this idea and encourage you to try and shape our government as you see fit. However, I must place a few limitations on what we can do:

First, the regional military is central to our function to fight against the World Assembly and - sometimes - raiders and invaders. Any government we set up should maintain a focus on that goal. I am willing to let our government handle things like citizenship, citizen's rights, regional security, diplomacy, recruitment and general rules about the region. But as I have emphasized, our military endeavors against the World Assembly cannot be controlled by a government.

Second, the military should maintain some decision-making powers over diplomacy and recruitment, but military leaders should not be elected by popular vote of any kind. Who we choose work with as a region is of military importance, and the military should be able to decide how it works with regions in militarily significant ways. What I propose is that we have two types of embassies: the first type will be more of a social/general embassy, and the second type will be a sort of military agreement between our region and theirs. Perhaps a third type of embassy could be one where both the military and the government want or accept an embassy with another region.

Recruitment is also and important factor. The military is dependent upon recruitment for whatever numbers it has. Although the military will have full control over the regulations regarding who can join, they should have some say in how often we recruit and what we say in our recruitment messages.

Again, the military should not be made a democracy. Democratically elected leaders are good at keeping their constituents happy, but they often lack experience. Our military should be loyal to our principals, experienced and able. I personally think it is a good idea for much of our government to be democratically elected, but at the very least positions such as General of the Army should be appointed, and only from those who have served long enough to reach high ranks - obviously at the start of our military no one will have experience or rank, so until there is a need to replace me, I will be the general.

My final concern in all of this is where I, personally, will fit in. I am the founder of the region, and founders are given basically absolute power over the region. I also control all power on these forums. Founders tend to grant the will of the people in their region, but there is nothing keeping them from turning the region into a monarchy of sorts. If you don't, in fact, want a very democratic system I am fine with it - NationStates is not the best place for democracy, but real life is.

So whatever kind of government you want to see, throw it out on the table for us to discuss. We need organization. We need leaders.
