Mutation: Electricity-based. He can call down a storm's worth of lightning onto one target, or a group of targets. Lightning tends not to want to stay in one place, so it can arc easily, especially when he uses his stronger abilities. He can focus electricity into bolts or balls to use as weapons, ranging from static electricity-level zaps where he uses only feelers to super-lightning-level single-bolts (these drain him much faster). He can hover by using the electricity to create currents beneath him, but he cannot actually fly (though he can ride a bolt, and this makes travel much faster. By creating a small field of electricity around him, he prevents himself from lighting on fire from the friction doing this). Because he's electric-based, he can't swim. Water will leach off his electricity very quickly, and eventually kill him. His body does not create enough electricity for him to use it, so he does have to drain electricity from outside sources. However, he can hold the charge of a small power plant. This means he can do battle, but he will eventually have to retreat to gather more energy.

A strong-looking man stands confident, emerald green eyes peering out almost sternly at the world around him. On his right brow is a spot free of hair from a scar that reached his cheek slightly. Another scar line travels from just above his lips to the left cheek. Yet another near his hairline on the left side. His medium brown hair was shaved down to a length akin to peach-fuzz, and his appearance was well-kept. However, his rough hands gave him away as someone who often worked with his hands. Over his muscular form rests a white and blue short sleeved shirt, dark jeans, and black shoes. A 'fallen star' with Captain America's shield tattoo is on his right upper arm. On the left are the initials B.R. And on his back are a pair of tribal phoenix wings. His body is covered in scars from his early days of vigilantism.

Personality: Stern, but friendly. Loves to joke around, but can be overly serious, especially during battle.

History: Unlike most mutants, Cedric was born completely active. His brth generated enough electricity that it literally fried his poor mother. The father gave him up for adoption (rather than kill him on the spot). Because his powers were active already, his first few years were extremely hard. He was deemed un-adoptable, and the place they put him was unkind to mutants. He grew up abused, so when he was six, he ran away.

Cedric very nearly died on the streets, learning how to get by without using his powers in front of 'normal people.' An old boxer took him under his wing, taught him how to survive and how to fight, then simply left him. He spent a few more years learning fighting styles anywhere he could.

When he was ten, he joined up with a youth gang who called themselves the American Ninjas (not a flattering name). He learned parkour from them, and dove into a life of crime. He did everything from thievery to arson, until his gang decided to rob a bank when he was thirteen. Things went south when the security guard hit the alarm. Chaos ensued, and Cedric shot the guard. It was never pinned on him (Anyone in the gang could have done it, so none of them went down for murder- only manslaughter).

He spent some time in a youth prison, being forced into a rehabilitation program done by retired police. It was here, he met Bobby Renner.

Renner took him under his wing, the father-figure he desperately needed. He taught Cedric a code of honor, and turned his life around. When Cedric was eighteen, Bobby was called in on a particularly difficult hostage situation. Despite being retired, he had the best record, so he went. He was shot and killed in action, and Cedric was alone once more.

Cedric, who was good at fighting, spent most of the remainder of his time as an underground pit fighter. However, after he earned enough money to eat and bathe (sponge-baths are all he can manage), he went out in his ninja-style outfit, and became a vigilante. He didn't want to see another Bobby, and spent his free time training or fighting bad guys (never killing). He doesn't want to spend his life in an illegal fighting circuit. He wants to be a hero like Captain America.

Possible Future: Not sure- I'm really more the type to RP all this out and just see how it plays out on its own. You should know this. xP

Faction: You know he'll be Charles'.

Extra: Maybe stick him as a powers and/or physical trainer. He's a fighter, but he's also a pretty good coach.

Yes... yes... and more YES! Having a lovely lightning user in my household would be lovely!

On that note, I approve of him being so evenly balanced, and well thought out. He already seems to have a bit of Character Development going on for him, which I feel adds to the thought process.

So, I give my thumbs up!

This power does have a lot of potential for many different things! If you think about it, it is one of the more powerful abilities, really. What, on a molecular level, DOESNT have electricity? :P But you added very good limitations, and I think we have seen your play style enough to know you will do really well with this.

I approve, too.
