Paper Fallout 4.79 Character Creation Topic; to be ported over to NW

BASICS (STILL IMPORTANT TO READ, THESE ARE UPDATED):
-As before, there are nine playable species: Toad, Koopa, Yoshi, Bandit, Goomba, Shy Guy, Clubba, Ninji, and Pianta. Creeps are not available for this version of the game as there are only two known Creeps that insist, and neither of them are in Vault 9...
-Which species you choose will determine both your starting stats and your trait.
-The game is about a group of Vault Dwellers from Vault 9, who have been sent out into the hellish Wasteland to find replacement parts to save their Vault, and eventually... rebuild society. Only fifty years have passed since the Great War.
-You still gain a perk only every two levels.
-However, you will start out with one SPECIAL perk, either Strength, Perception, Endurance, Charisma, Intelligence, or Luck to truly make your Vault Dweller unique!
-Likewise, you will start with two choosable Skill perks. After all, if your character isn't good at something... you'll hardly be able to help out the rest of the group!
-The three sats of the game are HP, FP, and BP. With each level up , you can choose between the following: boost HP, boost FP, or boost BP. Additionally, there are extra perks that will allow you to enhance these stats further if you so wish, but they can only be selected so many times.
-Characters still only start out with VATs for their badge.
-However, there will be a pool of items your group will be allowed to take from to aid you on your journey. After all, the wasteland is a harsh place! The amount and volume of the items you are allowed to take are limited on the amount of characters in your group (each character can only take so many things from the selection of starting items, Vault 9's stockpiles can't go empty after all!).
-Those that are chose to go on the expedition will be outfitted with a Armored Vault 9 Jumpsuit, in addition to the starting supplies Vault 9 is allowing the group to choose from.
-If you're outside or in the middle of traveling, pay attention to the weather! Atomic bombs did quite a number on it! You'll be lucky to find any sunshine these days... if only someone had a magical weather machine... but of course, such a nonsensical thing doesn't exist and never did.



RULE ALTERATIONS (PROVIDED BY THE BEEF MAN HIMSELF)
The rules of this version will be mostly the same, except for the following...

Combat- Combat will now be done in shorter updates to allow for more player input.

Update Cycles- Day and night cycles will be only two or so updates in length this time, as for part of the time, cloud cover and inclement will make what time period you're in undetermined. You can still find out by looking at the Pep Boy clock.

When traveling, separate from the encounter/RE RNG will be an inclement weather RNG that determines the odds of the environment lashing out against you as you travel.

The weather RNG is as follows: 1-10 is clear skies; 11-45 is dark cloud cover; 46-60 is radiation storm; 61-75 black rain; 76-90 ion storm; 91-100 is sand storm.

Clear skies will have better visibility and no negative effects; dark cloud cover will have normal visibility; radiation storms sharply increase radiation and make it harder to see; black rain will sometimes jam your guns, lower visibility, and gives passive radiation slowly; ion storms will cause lightning strikes and jam electronics; and sand storms heavily decrease visibility, slow movement speed, and sometimes can cause random encounters to first strike the group.

Rogueport had never been the best place to live, even back before the world was devastated by atomic fire. But it had usually remained independent and out of the middle of the conflicts between the Kingdom of Bowser and the Mushroom Kingdom. Even when the Mario Bros died and the conflicts worsened, Rogueport remained a neutral party... though, they themselves began to build and prepare for war, just in case either the Toadstools or Bowser turned their eye towards them.

Another neutral party, a peculiar organization that would ultimately become quite infamous in the days that would follow the war arose... Vault-Tec. The company provided a valuable service to the three regions, who were well aware that eventually, war would break out. Vaults were built, to serve as underground shelters to preserve and protect life beyond the atomic war that would inevitably ruin the world. The Vaults would allow the chance for a new generation to survive the atomic war and rebuild society and try for a better ending. Or at least, that was what Vault-Tec promised.

Some would go on to say that the Vaults were never intended to save anyone. And for quite a few of the Vaults, this would prove correct.

You all were born in one such Vault. Vault 9, secretly built underneath of a pre-war bowling alley in the lands between the three regions that would eventually be known to all as the Wasteland. It was here you all were born. But it wasn't here where you all would die. While it had not been Rogueport's signature Vault built by Vault-Tec, Vault 9 had largely been populated with Rogueport citizens. Most other numbered Vaults allowed residents of all three regions to apply (though, at least in the early years of their stay in the Vault, residents from different regions bared grudges towards each other, sometimes leading to fights). The mission of Vault 9 was to eventually send Vault Dwellers out into the wastelands above to attempt and build a new society now that all others were thought to have been burned away.

But eventually, problems arose with some of Vault 9's life support systems. The Overseer was forced to seek a solution, and thus, the decision to send a group of Vault dwellers was reached. That group of Vault dwellers being you. The Overseer did not make this decision lightly. It has only been fifty years since the Great War. Radiation likely is still present in several areas, perhaps even at deadly levels. There are even several varieties of irradiated storms that occur every so often. Civilization is rare on the surface, as murderous raiders roam the land and kill or capture any they come across. Monstrous wildlife, mutants, and creatures given life from the radiation are present as well. Every one of you who has picked to be part of this group are already thought dead by your friends and loved ones.

The original mission of your group was going to be trying to find a suitable spot to deploy Vault 9's Garden of Eden Creation Kit, to form a new civilization. But now, before the Overseer will give it to you, you must find replacement parts for Vault 9. If you don't, the Vault is surely doomed. When the safety of your friends and family in Vault 9 is assured and when you have found both a suitable and secure location, the Overseer will supply you with the GECK. The area must be suitable of sustaining life, and must not be in a hazardous location or full of hostile inhabitants.

You may find that you wish to go traveling on your own, and separate from the original group that your Overseer has assigned using appropriate and fairly democratic means. You should speak to the leader, or rather, the guide of your group (also assigned by the Overseer), who will explain to you why it is a huge danger to separate from the group. If you ignore his or her warnings and have no qualms on abandoning your friends and/or loved ones to their fate, then you can go as you may wish, but the chances of you surviving the incredibly harsh lands that await you will decrease quite a good deal if you're on your own. Remember, after all, your fellow Vault Dwellers are counting on you!




The Overseer sat at his desk, which was covered in stacks of files and paperwork. During all of his time as Overseer of Vault 9, this was going to be the hardest thing to decide. He was well aware that the chances that this emergency expedition would end in failure. That, at the end of the day, he was essentially sending an entire group of Vault dwellers to their deaths. Chances were, the Vault dwellers he assigned to this group weren't going to come back. He would also have to assign one of the more senior and experienced Vault dwellers to guide them. They wouldn't be the leader of their group, things ought to be democratic within the group. After all, if they didn't cooperate, they would be doomed.

He began to sift through the many files of the Vault dwellers he had thought would be suitable to be a part of this group. He also pulled close the stack of files of those that he thought could be potentially useful guides. He'd of course be able to send only one guide... now... whose lives should he ruin?

*The character apps that are posted will be the group assigned by the Overseer to go out into the Wasteland along with whichever guide that is chosen by the players*

Vault Boy's Character Creation for Dummies:
1) Copy the template.
2) Pick your species.
3) Copy and paste the stats and trait for your species from the second spoiler's spoilers into the appropriate places in the template.
4) Fill out the other stuff in the template.
5) Check to see if your character is a "TFE" character.
6) If the answer is no, then go ahead and post. If the answer is yes, then delete and try again.

Secret fifth reservation post (this part will be deleted when actually ported over)

So. Yeah. This was probably not what you expected. But it's happening, man. There's actually several reasons why this is a thing but I think the most important is that prequels are always great and can never ever be terrible ever and any evidence of the contrary is just lies. Any questions of why we made a Paper Fallout prequel rather than start up the main Paper Fallout will be answered by me and/or Berfer as to be honest I'm probably going to take a nap almost immediately after posting this. This whole crazy mess originated from a TGG idea born out of sleep deprivation (was originally trying to write a Paper Fallout side stories thing and instead I ended up writing the prologue for this instead, explained the basis of the idea to Berfer and asked if he was down and then he said he was down and then I asked if you guys were down but I used the phrasing "a Paper Fallout" several times). I think most of everything else is either in the prologue or the other stuff but if you have general questions ask those too

so yeah
