Concerns With No Control

Hello,

I've been using Minecraftedu for a couple of years, and found it really good. We've had Minecraft for Education since it came out last year, and it took quite a while to figure out how to use. However, my biggest concern now is the fact that students can create their own servers while they're at school, which means there's no teacher overview of how they're playing or treating each other online and I find that to be a real worry. We could be held accountable for online bullying here.
Is there any way to stop them creating their own servers like there was with the old version of Minecraft?
Is there any way to block or restrict students who misbehave on a server?
We're about to pay for a year's subscription, and I'm not really sure that I want to at the moment.

Any help will be apprecited.

I didn't find the right solution from the Internet.
