The arms become extra arms for the user to utilize, which they can do with some practice. Any human or being who is part human or once was human (such as a demon who was originally a human) who is struck by the scales is put into a vision showing the evils and atrocities they've committed, offering them a way to fix that part of them. Extraordinarily powerful individuals are incapable of being absolved by the scales and are immune to the effect, or if their entire being is evil energy. And this is where the sword comes in. The sword is unable to cut those who have no evil in them; the just and the pure are immune to it's effect. However, the more evil an individual is the sharper the sword becomes.
