-- MA: Western Mass News (Regional) – Video: City of Westfield shuts down third well for contaminants – By Samara Abramson and Erin Fitzsimonds

Westfield continues to struggle with its water supply as the city is relying on just one well and a reservoir. There are four wells in Westfield. Two of them have been shut off for the past couple of years because of high contaminant levels. Now, the city shut off a third one because of new federal standards. The city of Westfield has shut off well 2 because its levels of PFOA contaminants exceed the U.S. Environmental Protection Agency's new lifetime health advisory level... Most recently, in March, the city of Westfield filed a lawsuit against three manufacturers, tracing the water contamination back to firefighting foam used at Barnes Air National Guard Base back in the 1980s.

-- UT: The Drive (National) – U.S. Special Ops and Lithuanian Reservists Practiced Waging Guerrilla War Against Russia – By Joseph Trevithick

After years of fighting limited conflicts, the U.S. military is reorienting itself to be better prepared for a potential traditional high-end conflict against a nation state adversary with renewed investments in heavy equipment, including armored vehicles and artillery. At the same time, a recent training exercise highlights the fact that any such future fight in Europe, where the most likely opponent would be an increasingly aggressive Russia, will still require a broad mix of capabilities, including special operations forces working together with local forces to harass enemy troops and prevent hostile commandos from infiltrating into friendly areas... They show Special Forces soldiers from the U.S. Army National Guard’s 19th Special Forces Group (Airborne) working together with members of the Lithuanian National Defense Volunteer Forces, also known as the Krašto Apsaugos Savanorių Pajėgos or KASP.

With another storm expected to douse Santa Barbara County beginning Tuesday morning, emergency officials issued mandatory evacuation orders for some communities below recent wildfire burn areas. The mandatory orders — affecting some 2,100 residences — went into effect at 8 p.m. Monday for areas the county has identified as being at “extreme high risk” for dangerous debris flows, shown in red on the county risk map... The only outside resources will be coming from the California National Guard, which is dispatching 10 high-water vehicles, Taylor said.

-- MI: Michigan Live (Regional) – DEQ ignored crucial warning on Wolverine dump plume – By Garret Ellision

Worrall, a state geologist, told his superiors at the Michigan Department of Environmental Quality in April 2017 that drinking water in homes southeast of Wolverine World Wide's now-infamous House Street sludge dump should be tested for toxic chemicals. Instead of heeding the expert advice, emails obtained by MLive show DEQ supervisors did not act on the warning until a coincidence forced investigators to accelerate a slow-moving investigation into groundwater contaminated by Wolverine waste... On May 31, the Michigan National Guard sent Kent County test results showing elevated PFAS levels in the Belmont Armory well.

-- PA: Washington Times (National) – National Guardsman sentenced for threatening to kill Vice President Pence – By Andrew Blake

A National Guardsman has been sentenced in federal court for threatening to kill Vice President Mike Pence prior to his appearance last fall at a September 11 memorial service in Shanksville, Pennsylvania. U.S. District Judge Kim Gibson on Friday sentenced William Dunbar, 23, to six months in prison to be followed by six months of home confinement and three years of federal probation, according to court reporters. Dunbar already spent six months behind bars awaiting sentencing and was released Friday to finish the home confinement segment with his family, Somerset County’s Daily American reported.

-- DC: Vertical Magazine (National) – U.S. Army signs for new Lakota helicopters following legal battle – By Elan Head

The U.S. Department of Defense announced on March 8 that Airbus has been awarded a firm-fixed-price contract valued at approximately $273 million for the procurement of 35 Lakota aircraft. According to Airbus, the procurement will include two configurations: 17 Lakotas for the initial entry rotary-wing training mission at Fort Rucker, Alabama, and 18 Lakotas for the observer/controller mission at the Army’s Combat Training Centers. In addition to the aircraft, the contract encompasses program management, and technical and flight operator manuals... The decision to use Lakotas as trainers was one of several changes associated with the Army’s controversial Aviation Restructure Initiative (ARI), first announced in 2013. Among other things, ARI also divested the Army of its Bell OH-58 Kiowa Warrior helicopters, replacing them with a combination of unmanned systems and Boeing AH-64 Apaches, some of those transferred from the National Guard.

A small central Arkansas town called in the National Guard to help manage flooding after recent rainfall caused a levee to break, county officials said Friday.

More than 100 National Guard soldiers are in West Michigan this weekend training for the possibility of a catastrophic event.

Starting Sunday, National Guard aviation units will conduct an annual emergency-response training with Bay Area law enforcement agencies in Dublin that will last two weeks.

Convoys of New York State National Guard members powered into Rockland on Friday to assist with clearing of fallen trees entangled in power lines and opening blocked roads.

-- AK: Anchorage Daily News (Regional) – The National Guard scandal has ended in silence, casting doubt on all involved – By Charles Wohlforth

Criminal investigations continued at least until last summer in an Alaska National Guard scandal that exploded in 2014 with allegations of sexual assault, drugs, theft and fraud.

Week of March 11, 2018 - March 17, 2018:

1968 (50 years ago) Mar. 15 - The 66th Annual Conference of the National Guard Officers Association of Florida convened at the Hotel Robert Meyer in Jacksonville with Colonel Kennedy C. Bullard, President, presiding. Three hundred and fifty-seven officers registered, and 607 individuals attended the banquet. Florida's 125th Fighter Group provided the Color Guard and an invocation was presented by Chaplain (Maj) Henry K. Hill. Other presenters included Hans G. Tanzler, Jr., Mayor of Jacksonville; Maj. Gen. James F. Cantwell, President, National Guard Association of the United States; and Lt. Gen. (Ret) Sumter L. Lowry, former commander 51st Infantry Division.

1972 (46 years ago) Mar. 12 - The annual Taliaferro Trophy Match for rifle marksmanship was held on this date at Camp Blanding. The first-place team was the 153rd Engineer Company from Lake City with a score of 2158 out of a possible 3000. Company C, 20th Special Forces Group and Company C, 1st Battalion, 124th Infantry were awarded second and third places, respectively. The individual winner of the rifle championship was Staff Sergeant Morris V. Lindsey of Company C, 20th Special Forces Group. Sergeant Lindsey fired a score of 502 out of a possible 600 with 4 Vs.

1993 (25 years ago) Mar. 13 - April 19 - A no-name hurricane popularly called the "Storm of the Century" struck Florida's gulf coast with 90-mile-per-hour winds, tornadoes and a deadly storm surge. Florida Air National Guard's 202nd RED HORSE Civil Engineering Squadron provided assistance to property owners in Cedar Key by removing tons of rubble. The Task Force Command was located at the 53rd Infantry Brigade Headquarters in Tampa. And a total of 367 Soldiers and Airmen worked with civil authorities to provide relief to victims of the storm for "Operation Gulf Wind."

1994 (24 years ago) Mar. 8 -14 - "Operation Gainesville Search" activated members of Florida's Aviation battalion who provided two OH-58 "Kiowa" helicopters with Forward Looking Infrared Radar capability to assist state and local law enforcement searches for an escaped felon.
