Given the ratification of the CRAFT Constitution, elections shall be held for all government positions on May 1, 2012. CRAFT Constitution -We the nations of CRAFT, in order to form a union of states, secure for ourselves the principles of prosperity, and provide for the common defense of all nations herein; hereby form the CRAFT Constitution. This Constitution shall be the guiding principle for all government actions and ensure the growth and continued prosperity for all CRAFT nations. Article One: General Layout of Regional Government -Section 1) Hereby forms the CRAFT Congressional Union which shall be abbreviated to CCU. The CCU shall exist for the stated purpose of providing for the common good and defense for all member nations. -Section 2) The CCU shall consist of three branches, the Legislative, the Executive, and the Founder. Each Branch shall have no power to make laws restricting how each nation is governed within its own borders and each branch will be be restrained by a series of checks and balances. The union shall make no law showing favoritism to a particular nation or ideology and shall remain fully separate from the affairs of said nations. -Section 3) The CCU shall have a High Council with representation from each branch. All matters of constitutional impact will be debated within the council's halls. 2/3 of the seats will be held by elected vote (President and Speaker) with the third being held by a permanent member (founder). Each member shall have 1 vote with 2/3 being required for the adoption of a policy or Constitutional Amendment. The High Council shall be the supreme law of the region unless overturned by a 7/7 vote by the Legislature. Article Two: Legislative Branch -Section 1) The Legislature shall be comprised of 7 elected seats for which a nation serves for a 4-month term. There are no term limits. -Section 2) The 7 elected seats shall appoint a Speaker to head the Legislature. The speaker will be appointed by a majority of seated legislators, an absolute majority is not required. The Speaker can not be a World Assembly member. -Section 3) The Speaker serves as the voting member of the Legislature in the High Council and will be selected immediately after the scheduled Legislative elections. -Section 4) The Legislature shall have all powers vested to it in Article 2, Section 5. -Section 5) Impeach the President through a vote of No confidence (5/7vote forces the Presidents Resignation), The power to declare acts of the President or Founder unconstitutional by a 5/7 vote thus sending the issue to a final vote in the High Council, Create and Administer a CRAFT regional bank, regulate regional currency, oversee inter regional trade relations between nations within CRAFT, overturn a double veto in the High Council with a 7/7 vote, Power to create an Army, Power to disband an army, levy sanctions on nations failing to comply to the Constitution, request an ejection and banning of a nation to the High Council after a 5/7 vote, approve or disprove of Presidential appointees by a majority vote (these include all minister positions and the Vice President), sole power to pass a law (only passed laws appear in the High Council for final vote), and the power to call up the founder on charges of misconduct. -Section 6) Amendments to this Constitution may be proposed by a 5/7 majority vote in the legislature then a 2/3 majority in the High Council with final ratification in the Legislature by a 4/7 vote. Article Three: The Executive Branch -Section 1) The Executive Branch shall consist of the office of the President and Vice President with Ministerial positions. -Section 2) The President shall be elected by popular vote and serve 4 month terms with no term limits. The President must be a World Assembly member and will serve as the regions delegate to the World Assembly. -Section 3) The President shall have all powers stated herein; the power to appoint the Vice President and Minister positions with Legislative majority, serve as chief executive of the region with shared access to administration controls with the founder, the power to vote for or against World Assembly Resolutions how they see fit, be the executive representation to the High Council with one vote, serve as a diplomat for the region of CRAFT to expand CRAFT interests, serve as Commander in Chief of the Army when the army is in existence, request a ejection and banning of a nation to the High Council, request a trial of the Legislature if the President deems they are acting unconstitutionally (vote is then sent to High Council for decision and if the President is found in favor 4/7 of the Legislature must run for reelection immediately), and power to fire the vice president and ministers at anytime. -Section 4) The President and Vice President must be World Assembly members with the Vice President assuming the office of President in times of impeachment. -Section 5) The executive branch shall make no law infringing on the rights of the other branches and must abide by all High Council and Legislative Rulings. Article Four: The Founder -Section 1) Cracsing shall make no law infringing on the right of other branches and shall abide by all High Court Rulings. -Section 2) Cracsing shall have a permanent seat on the High Court with one vote. -Section 3) Cracsing may suspend the Constitution in times of emergency to secure the protection and future prosperity of CRAFT but shall be held accountable during all times of martial law by the legislature, if deemed that Cracsing over stepped its reach the Founder Branch will be completely disbanded and all powers herein vested will be granted to the Legislature. -Section 4) All rights in this section are granted to Cracsing, update of the world fact book, Chief Diplomat of the region with full power over embassies and international relations, access to administration controls, right to hold elected office so long as it is not the President or Speaker, power to request the impeachment of the President to the Legislature, Power to deem acts of Legislature harmful to CRAFT thus sending the issue to the High Council where a 2/3vote calls for new legislative elections immediately, Article Five: The High Council -Section 1) The High Council shall consist of 3 seats with 2 being held by elected officials. The President, Speaker, and Founder hold seats and each have one vote on all issues. -Section 2) For amendments to the Constitution 2/3 vote is required, if 2/3 is not met the Legislature can overturn High Council vote with 7/7 vote AFTER High Council rulings. -Section 3) The High Council is subject to all 7/7 legislative rulings. -Section 4) The Council shall be the final law of the region unless otherwise noted by previously stated procedures. Article Six: Rights of Nations -Section 1) Every nation will have two days to appeal a vote of ejection or banning. -Section 2) Each nation shall have one vote in elections; excluding technical reasons for government structure, no nation can be barred from running for elected office. -Section 3) All nations have the right to self governance and the CCU shall have no interference in national governmental affairs. -Section 4) All nations have the right of free speech on the CRAFT message board and a right to contact any or all nations they wish. -Section 5) All nations have the right to leave the union if it is necessary for the explicit survival of the nation. Article Seven: Rights of World Assembly Members -Section 1) All members may endorse any nation of their choosing so long as the elected President retains a majority and the chosen Vice President a 2nd place standing. -Section 2) In terms of general elections for the Legislative seats and President, WA members will have a 1.25 vote for their contribution to CRAFT Security. -Section 3) World Assembly members have the right to resign from the WA if national security is at stake. -Section 4) The WA nations may hold any elected office aside from the Speaker. Article Seven; any law not stated within this constitution is reserved for the individual nations of CRAFT unless deemed otherwise by the explicit wording of an amendment. May the region of CRAFT prosper and grow and may this Constitution protect all that reside within it. |
