Reigned over by the goddess Ishtar and built over the ruins of Tokyo, New Babylon is the largest of the city-states and has the most diversity. However, New Babylon is most famous for the fact that it has a working power grid. Many night-time travelers speak of how the glow of New Babylon's neon lights have guided them in their travels. Both the Order of Messiah and the Cult of Gaea have footholds in New Babylon, and are in a sort of ideological war with each other as they try to convert the usually Neutral-aligned citizens of New Babylon.

While New Babylon glows with neon light, the city-state of Enoch is claimed to shine with the radiance of God himself. The gleaming, luminescent silver Heaven's Tower, from which the angelic governor of Enoch Uriel rules looms over the city, sitting at the exact center of Enoch. There is no Gaean presence in Enoch- the whole city is the headquarters of the Order of Messiah. As a result, a majority of Enoch's residents are 'Law' aligned.

While New Babylon glows with neon light and Enoch shines with the radiance of Heaven's Tower and both cities light up come nightfall, Relictus sits in an oppressive darkness once the sunsets. Many night travelers enter Relictus without realizing it's there...and by then, it's likely too late. A city of vice, kept only afloat by its casinos and brothels, this city of filth is ruled over by its apathetic mayor Baal, who doesn't care how lawless his city has become. Some citizens of the sprawling slum city will seek to leave, employing adventurers to escort them to safety. While New Babylon opens these immigrants with open arms, Enoch refuses to let people from Relictus move in.
