Convening of The Royal Council

The first meeting of the Royal Council began today, as called by High King Leoric, who also serves as monarch of Khanduras. The Council is comprised of Khanduras's Leoric, Emperor Hakan II of Kehjistan, Sultan Jerhyn of Aranoch, King Nathanius of Westmarch, King Bul-Kathos of Arreat, King Arthos of Scosglen, and Queen Auriel of Entsteig.

Leoric announced the opening of the meeting in a grand public ceremony in Tristram, in which each of the monarchs were welcomed into Throne Hall hailed by their royal anthems. At about 2:00 pm local time, the meeting in earnest began...

King Leoric: It is good to see you all once more, but this time under more serious circumstances. Arreat has been stricken, the markets in Caldeum and Lut Gholein are suffering, and the recent harvests in Scosglen and Entsteig somehow fell below their normal yields. We are in a bit of trouble, my friends, and it is up to us to solve these crises.

Emperor Hakan II: Indeed. But, Leoric, remember that even our combined powers cannot control everything.

King Leoric: I'm well aware of that fact, Hakan, you need not remind me.

King Arthos: There may be a way that we can circumvent the recent bad harvests, fellow monarchs. Remember last year that our trade with most of your kingdoms fell sharply due to the uncertainty created by the negotiations of the Seven Kingdoms Pact. I think if we still have a sizable amount of those crops left in storage vaults throughout Scosglen and Entsteig, I have already given my approval, and negotiated with Auriel about it, we will open those vaults and use them in place of the lost crops.

King Bul-Kathos: Arthos, Scosglen alone is short several hundred thousand bushels. I seriously doubt that you or Auriel have enough in your vaults to cover the difference of Scosglen alone.

Sultan Jerhyn: Not to mention that you both have likely lost much of those crops over the year. I don't see where wheat and corn and the like can survive a full year's cycle without spoiling.

King Leoric: Unfortunately, Arthos, Jerhyn and Bul-Kathos make good points. The difference is too great. It seems to me that our only main hope as far as grain is concerned is that yields in Khanduras and Westmarch are higher than normal. Those numbers I nor Nathanius have yet.

King Nathanius: Leoric, I hate to say this, but I seriously doubt Westmarch will produce a higher than normal yield. I think our only main course of action is to import grain from overseas.

Queen Auriel: But Nathanius, who and where will we go? Caldera is in a state of crisis over Kandora, Horreyah is undergoing a revolution, Rhomais is dealing with violent protesters in their streets... who else is there?

King Leoric: Goldecia and Chevneskia. When I met with the Goldecian ambassador a couple of weeks ago, she left a good impression on me, although it did seem to me that she was almost wanting to get straight to the point. Plus she had ideas that I was completely unsure whether I could act unilaterally on. But that is for later. Goldecia I'm sure would open their markets to us. Chevneskia too seems like they would be willing to trade with us. In fact, once we adjourn here, I plan on going to Chevneskia to summit with their President.

King Nathanius: Are you sure we can really trust either one of them, Leoric? I mean... we know so little of not only them but everyone else on this world still.

King Leoric: No, not entirely, but what choice do we really have?

Goldecia had heard about the food shortage and encouraged farmers to set up trades with the Sanctuary at favourable prices. They had a bigger than normal wheat harvest this year but had higher potatoe harvests and knew they had some more to sell so decided to sell it cheaper to garuntee sale.The minister wanted to slowly open the markets more up between their nations.Agriculture is a big sector for Goldecia with the growing of food crops and also fllowers and production of dairy.

President Gidamo of Chevneskia, following in the Goldecian government's footsteps, has encouraged farmers throughout the nation to establish links with both the government of Sanctuary and companies in the nation. He has attempted to persuade many of the nation's prime growers to lower their prices for this occasion only (due to the circumstances in Sanctuary). Some religious Kibbutzim have pledged to donate at least 10% (some have pledged even higher) of their produce to the affected areas.

The Caldesar receives reports of poor crop yields in the Sanctuary kingdoms, and considers them a critical ally. He convenes with their own Assembly of Monarchs

Caldesar Tiberius I: We have a prime opportunity to cement our friendship with the Sanctuary kingdoms. Our nations are so similar it would be foolish to ignore it.

King William III of Sibullia: Have you forgotten about the Kandorian rebels?

Caldesar Tiberius I: No, I have not, however the fighting only took place in the Sibullian strait. Aside from the loss of life and ships, most of Caldera was unaffected.

Queen Liliana V of Asula: That may be true, however do you recall that we are in a period of isolation? Even if we wanted to we can not help them.

King George II of Faranda: True, but recall we can remove that policy at any time, and the best time is now!

Queen Hannah II of Onosotia: Well, then let's get down to it first before we discuss the specific issue with Sanctuary.

Caldesar Tiberius I: Very well, the motion has been levied, all in favor of ending the Isolation Policy...

The Result is as follows

  • King William III of Sibullia: No
  • King George II of Faranda: Yes
  • Queen Liliana V of Asula: No
  • Queen Hannah II of Onosotia: Yes
  • King Francis X of Allemania: No
  • King Edward IV of Aloran: Yes


Caldesar Tiberius I: After tallying the votes it has come to a tie, therefore according to procedures, in the event of a tie the Caldesar shall render a vote to break said tie, and thus I vote in favor of bringing an end to the Isolation Policy. With that settled, now let's discuss specifically how to help Sanctuary in a way that will show them that we are far more trustworthy than the Goldecians or Chevneskians.

King George II of Faranda: They have a shortage of grain. We do not produce much grains in our agricultural sector. However our main production is rice and corn, but we also have good stocks of fish and fruit as well, so perhaps we can send an assortment of these things because if we send them grain, it might lower domestic interest and continue to result in low yields, but if we send them undeniably Calderan products, it will tide them over but it will still encourage their farmers to continue to improve their grain yields.

King Francis X of Allemania: That is all well in good, but what of our own people? Why must they suffer to feed some foreigners?

King Edward IV of Aloran: Our own people would not suffer, you know very well, Francis that each kingdom requires to keep a stockpile of surplus crops, and our stockpiles are over-flowing.

Queen Hannah II of Onosotia: He's right, there is enough surplus. We give half of the surplus to them now, and should they need more we can give them the rest, from what i see from the reports, the first half should be enough to feed them until their crop yields return to normal.

Caldesar Tiberius I: Very well, all in favor of exporting half of our surpluses in rice, corn and fish to Sanctuary....

The results of the vote were as follows:

  • King William III of Sibullia: No
  • King George II of Faranda: Yes
  • Queen Liliana V of Asula: Yes
  • Queen Hannah II of Onosotia: Yes
  • King Francis X of Allemania: No
  • King Edward IV of Aloran: Yes


As the business of that day was concluded, trucks and train cars were filled with half of the estimated surplus of food, these trucks and train cars had the seal of the Calderan Empire brightly displayed along their sides. The shipment of food is estimated to reach Sanctuarian borders in three to five days.

DAY 2 of the Royal Council

King Leoric: Good morning, fellow monarchs. I trust we all slept well?

The other monarchs nodded in agreement.

King Leoric: After we adjourned for the day yesterday, I had been looking over my pages and had found that we may have another market to look into, actually two.

Queen Auriel: And what would they be?

King Leoric: Svunbrink and Nihon. The former was reinforced earlier this afternoon I was told by my chief advisor, the Archbishop Lazarus. I also received word that the Goldecian and Chevneskian governments have taken steps within our private sectors to...

Emperor Hakan II: Wait a minute! You mean to say that they're interfering in our economies?

King Leoric gave Hakan II a very wide glare.

King Leoric: If you hadn't interrupted me I would have finished my sentence. I was about to say that they are selling more goods to us in the private sector, at lower prices so that our economy doesn't tank more than it has.

King Nathanius: This won't last long, I'm sure of it.

King Leoric: No, probably not. But it will at least alleviate our problem at least for this year. Now, on to other matters. The next topic of discussion is the recent eruption of Mount Arreat and its effect on not only Arreat, but indeed the rest of us. Bul-Kathos, you have seen the devastation, what can you tell us?

Just then, a messenger comes in and passes a note to Leoric.

King Leoric: Caldera has just ended their isolation policy and their council of monarchs has voted to send us rice, corn, fish that they have in surplus to us. The trucks will be arriving at the northern borders, namely Arreat and Scosglen, in three days or so.

Queen Auriel: Our economy is going to suffer...

Leoric gave Auriel an inquisitive look, to which she continued:

Queen Auriel: The fact that we have imports coming in is great. We should all be thankful to the Calderans, the Goldecians and whoever else, for their generosity. But we cannot ignore the fact that this will discourage our own farmers from continuing to grow crops at the pace they had been for years and years. They will see our kingdoms relying more and more on imports, they won't grow crops, our agricultural sectors will shut down, and then Scosglen, Entsteig and a large chunk of Arreat will be thrown into poverty!

Emperor Hakan II: Oh, Auriel, stop it, you're being over dramatic for no reason. This is a one time deal. After this year, I'm sure we won't need to rely on foreign aid in this regard.

Leoric nods his head in approval, as does Nathanius and Bul-Kathos.

King Leoric: Well, with that settled I'm sure, Bul-Kathos, your report, my good friend?

King Bul-Kathos: Friends, Mount Arreat has caused significant destruction across the northern and western slopes of our kingdom. Thousands have been lost, and the great city of Harrogath now lies in ruin. Though Arreat militias did what they could do to evacuate who they could, we still lost many good souls in the wake of this nightmare. We now believe that Mount Arreat's sudden eruption was several hundred years in the making, and that much of Arreat was ill-prepared for this disaster. I have petitioned the parliament to release governmentt emergency disaster funds to assist us, as well as to embark on a possibility of a large internal emergency disaster trust encompassing all kingdoms if they need it.

King Nathanius: A sound idea. How much are you thinking this will cost you?

King Bul-Kathos: Not just me, or Arreat for example. It will cost us all.

King Leoric: Jerhyn, you're awfully quiet over there...

Sultan Jerhyn: There is little I have to add, Leoric.

King Leoric: Sure there is! Bul-Kathos, I have arranged for you and I to meet in two weeks in Sescheron to discuss further government aid for Arreat's people.

As for you, Jerhyn, you have recently returned from an excursion in Caldera, what was it like there?

Queen Auriel: He went to Caldera? Why was this not told to the rest of us?

King Leoric: It was. I specifically informed all kingdoms that Jerhyn was going to Caldera to be a part of their Diplomat's Court. Did you read your e-mails? I think not. Let the man speak.

Sultan Jerhyn: The Calderans are a prideful people. I had expected to be greeted very cautiously, which in fact I was greeted very inquisitively. When I stood up to speak to the Caldesar, that's their name for their leader, he stated that he did not even know of our kingdoms' very existence, which I found odd. But he did say that I was very respectful, and that he hadn't seen that in sometime, leading me to think that Caldera's reputation around the world is not the greatest by any stretch of the imagination.

King Leoric: What of the proposals we agreed upon?

Sultan Jerhyn: He could nothing until their legislature or their assembly, I forget what it was called, but it was a body he had to consult before he could act. That, and, well up until just now, they were in isolation, so they didn't want to publicly violate their own policy and seem like hypocrites.

Nathanius and Bul-Kathos chuckled a little. Jerhyn continued.

Sultan Jerhyn: As to our proposals, he was open to them and was willing to discuss them, either by you, Leoric, going north to Caldera or the Caldesar himself coming here to Tristram, or to Caldeum if Hakan would permit it.

King Leoric: That is excellent news. Let us adjourn for dinner before retiring. Meet here again at 9 a.m. tomorrow?

Everyone nodded or said a muffled "Yes" and left. King Leoric remained for a moment, looking out of the window at the city of Tristram.

Climatologists from the Calderan Imperial Academy of Sciences (CIAS) release a report on the effects of Mount Arreat on the climate, the report reads:

The CIAS has conducted a preliminary projection study on the climate effects as a result of the eruption of Mount Arreat. With the amount of ash and dust ejected into the atmosphere, it is believed that temperatures will drop lower, this will be most pronounced in the upcoming winter season. There will be an expected increase in ice and snow precipitation throughout the northern hemisphere, perhaps resulting in blizzard conditions in the most northern latitudes. Nations would be advised to take steps to counteract any potential problem, such as power outages, in the coming winter months. There is no estimate yet on any prolonged effect, however the CIAS Climatology department is certain of the aforementioned effects in the immediate future.

She thought she would get on the phone with King Leoric himself in order to ascertain the facts and negotiate an arrangement to see if Svunbrink can do anything to help. Thus she got a line patched through to King Leoric’s Office.*

The Caldesar reads the CIAS report, "well I hope that shipment to Sanctuary is enough" he says to himself as he sits in his office. He laws the report down on his desk, and he continues with his outspoken thoughts, "Because we will need the rest of our surplus to feed our own people."

Today Goldecia announced most farmers had agreed a reduced price for potatoes , tomatoes ,barley and the dairy products for export to the Sanctuary. This was funded by the foreign department covering the gap with a subsidy. The country also announced it was preparing for any effects from the volcano and stockpiling with concerns agriculture will drop with the temperature drop.The farmers have asked for support should harvests drop. The agrarian freedom party has supported this in cabinet. No Avatar
