Budget Speech – 15th/16th REC (tax season II) Budget Speech – 15th/16th REC House of Nobles – The Commonwealth of Crowns Minister of Finance – Mr Kornelis Roodbeen, The Kingdom of Torvalyn *Mr Roodbeen enters, straightens his bowtie and his glasses, he removes his papers from his suitcase and takes his place to deliver the speech.* ![]() Honorable Nobles, Ministers and members of the REC, I present to you: the 2nd Budget of the Commonwealth of Crowns Ministry of Finance. I’d like to start off by highlighting the mess I got left with. Despite the fact that this post had been previously occupied by two other ministers in past term the budget is only just being unveiled. One of the ministers failed to completely tally up the tax collections from tax season II and the other didn’t actually seem to do anything at all. Our tax seasons have now been set off course; this Ministry has been put back by a whole term because of the chaos left by the previous Finance Ministers. Nevertheless, I have without fail allocated our regional spending. For reasons unbeknown to me one of the previous Finance Ministers set the CRS’s goal for tax collection at C$ 1 billion. I don’t know where on earth this figure came from especially seeing as the maximum deposit is C$10 million per nation. So rather predictably we are ‘off target’ by C$ 900,825,000, though I’m hardly surprised by this and nor I should think are you my honorable friends. But enough of this sort of stuff, let’s get down to the budget. Along with allocating expenditure I have come up a few little ideas of my own, mostly these are changes to the law governing the CoC’s finances. These changes shall be put before the House in bill form and shall aim at accomplishing the following: 1) repealing the law which refuses CDMA assistance to those who do not contribute during the tax seasons and 2) lifting recommendations for donations to give nations the freedom to invest as they please. So my first point: I think it’s quite absurd that we deny help to those who have not contributed taxes. Many poorer nations may find themselves unable to contribute taxes; they may also be the nations who are most vulnerable to nation disasters. Keeping this law in place means that poorer nations will be denied help at the times when they need it most. Now point two: letting nations donate what they want. Away with these recommended donation amounts and let nations freely invest in our system. It will mean that richer nations can chuck in more money and poorer nations can put in less whilst still contributing. If an underdeveloped country wants to contribute C$ 2 million then let them. If a wealthy nation wants to put in C$20 million then let them! Instead we will have a minimum donation of C$1 million and leave it at that. Now, let’s take a look at the actual budget then: ![]() Now for the budget expenditure, as I have previously announced my main focus for this budget is the foreign ministry. A total of C$25 million has been allocated to the Ministry of Foreign Affairs and C$14 million has been given to the cause if interregional development. So why has the Ministry of Foreign Affairs been my priority? As a region we are in an era of interregional cooperation, we are now gaining more allies by the week and working closely with the United Regions to ensure the peace and security of regions. Now compared to the last budget funding is dispersed rather more equally. This is mainly because we are now funding two new departments: The Department of Cartography and The Regional Executive Council. It is also down to the fact that we received slightly less in the last tax season than we did in the first one. Despite this I’ve tried to keep spending cuts to a minimum but unfortunately cutbacks have been made to the defense and CDMA budget. The cuts to defense may disturb some however I assure you that I’ve made them in all the right places and the funding has been made even more efficient. Cuts have also been made to the Interior Ministry (though the CDMA’s funding remains the same). The Judiciary & the Culture Ministry have both seen a rise in their funding, the Judiciary I feel needs this in the coming weeks as they take on the job of reforming our penal code and Culture Ministry deserves a boost to keep up regional spirits. Now should I become Finance Minister for the next REC I shall ensure that some funding goes to Crowns University and I hope to work alongside the Culture Ministry to ensure this institution has a revamp.
