The Thin Blue Line: the Velo City Police Department![]() note....where it says Los Angeles above, substitute Velo City One of the constants in most of my stories is the presence of the thin blue line, otherwise known as the Velo City Police Department. Modeled after the Los Angeles Police Department, the VCPD represents one of the "powers that be" in the city of Velocity............ VCPD Rank Structure ~~~Officer I, II, III notes on VCPD ranks....... * Police Officer I & II have no insignia of rank * Police Officer IIIs outside of advanced pay grades wear two silver chevrons * Police Officer IIIs, who are in advanced pay grades (including Police Office III+I/Senior Lead Officer) have two silver chevrons above a silver star. * Detective I has two silver chevrons above a silver lozenge * Detective II has three silver chevrons above a silver lozenge * Detective III has three silver chevrons above a silver arc, with a silver lozenge in between(Detective III rank is equivalent to the rank of Sergeant) * Sergeant I has three silver chevrons * Sergeant II has three silver chevrons above a silver arc * Both Lieutenant ranks(Lt. I & Lt. II) wear one silver bar note: personnel in the ranks of Detective III, Sergeant I or II and Lieutenant I or II are considered supervisory personnel and not command staff --Command Staff *All three Captain ranks(Capt. I, II and III) wear two silver bars --Senior Command Staff *All Commanders wear one silver star(equivalent to a Brigadier General or Rear Admiral[Lower Grade] in the U.S. military) *All Deputy Chiefs wear two silver stars(equivalent to a Major General or Rear Admiral[Upper Grade] in the U.S. military) *All Assistant Chiefs(the highest Civil Service rank within the Department) wear three silver stars(equivalent to a Lieutenant General or Vice Admiral in the U.S. military) *The Velo City Chief of Police, who serves at the pleasure of the Mayor of Velo City and serves at present no more than 2 five-year terms, wears four silver stars(equivalent to a General or Admiral in the U.S. military) Recent Velo City Police Chiefs(c.1950-present) ---William H. --Office of the Chief of Police, VCPD 100 West First Street Suite 1072 Velo City, CA 90012 The Chief of Police (COP) is the highest-ranking officer in the Police Department. The COP is appointed by the Mayor, is subject to the approval of the Police Commission and the City Council, and can serve a maximum of two five-year terms. As a general manager of the Police Department, the COP is responsible for the planning, efficient administration and operation of the Police Department under the authority of the Board of Police Commissioners. Kimrey Reinhardt is currently Chief of Police for the Velo City Police Department. Responsibilities of the Chief of Police --The Chief of Police (COP) directs, plans, and coordinates the enforcement of the penal divisions of the City Charter, the ordinances of the City, and the laws of the state and nation for the purpose of protecting persons and property and for the preservation of the peace of the community. The COP is responsible for testifying before the City Council, the state and national legislative bodies on law enforcement matters of importance to the City of Velo, as well as proposing new or amending existing legislation which could have an impact on law enforcement. --The COP attends the Police Commission meetings to keep commission members informed about any issue related to the Department’s operations, and to respond to citizens’ complaints or concerns. The COP acts on all matters related to disciplinary issues and recommends awards for exemplary conduct of the Department’s sworn and civilian employees. The COP also makes presentations to private citizens’ community groups, churches, schools, and the business and industrial community to promote the goals and missions of the Police Department and to solicit their input in making the City of Velo a safe place in which to live, visit and conduct business. --During a state of emergency such as civil disturbance in the City, the COP assumes a leadership role in planning, coordinating and directing all activities aimed at restoring peace in the City or otherwise returning conditions to normal. --The COP has jurisdiction within the City of Velo and line command authority over 10,354 sworn and 3,640 civilian employees. The official duties of the COP are described in City Charter Sections 80, 87, 200, and 201. --The Velo City Police Department (VCPD) is an organization of approximately 14,000 women and men who are responsible for maintaining a safe, crime-free environment. The Chief of Police/General Manager administers an annual budget of $1.189 billion and has over 10,354 sworn officers under his jurisdiction. The Chief of Police reports to the Police Commission and interacts with the City Council and Mayor. The Chief is responsible for the conduct of operations, the efficient and effective utilization of the Department's financial and human resources and is ultimately accountable to the City of Velo and its' citizens. |

Within the purview of Operations are various units whose responsibilities are to oversee the department's uniformed personnel city-wide. The other major responsibility of the Operations Bureau is, along with the department's Bureau of Detectives, is coordinating the Department's anti-crime initiatives to maximize effectiveness in dealing with crime and social disorder. In addition, overall responsibility for the operations within the Department's Metropolitan & Air Support Divisions fall under the watch of the Operations Bureau. --Office of Administrative Services 100 West First Street Suite 1029 Velo City CA, 90012 --Assistant Chief Danielle Akers is the Commander of the Bureau of Administrative Services within the Velo City Police Department. Within Administrative Services are various division whose main function is ensuring the smooth operation of the Department through administrative, logistics, transport and personnel support. --Office of the Bureau of Detectives 100 West First Street Room 637 Velo City, CA 90012 --Assistant Chief Rachel Homan is the Commander of the Bureau of Detectives within the Velo City Police Department. Within the Detective Bureau's area of operations include both the department's area detective units and the department's city-wide detective units. Along with the Commander, Operations Bureau, the other major area of responsibility is coordinating the Department's anti-crime initiatives to maximize effectiveness in dealing with crime and social disorder. --Office of Support Services 100 West First Street Room 787 Velo City, Ca. 90012 --Assistant Chief Donald Taliaferro is the Commander of the Office of Support Services within the Velo City Police Department. Within this bureau are specialized units whose primary function is to assist and support the department's Operations & Detective Bureaus.
