Anything written can be labeled a book if long enough. Doesn't matter if it has more pictures than words, it is still a book.

Just think of all those children's books that turned into novels; if someone didn't feel a book could have pictures, those wouldn't even exist.

Or how about all the things people create and put together with nothing but a description or a small bit of history behind them... same idea applies.
