Defining Citizenship; A proposal to define citizenship within DUAN.

Defining Citizenship
 
Written and Proposed by Speaker of the House Birkinghamia

In accordance with Article VI, Section VII of the constitution, I hereby propose the following legislation in order to define citizenship:


Quote:
 
A citizen shall be defined as:
  • A nation that has resided within the region for 48 hours;
  • A person who has signed up to the forums with a single account.

Recommends Congress to pass this legislation because of the need to define citizenship, which must not remain undefined;

Expresses the belief that the benefits of the regulations stated in this legislation are to encourage regional participation and general knowledge of regional events;

Acknowledges that citizenship must be defined in order for votes to legally count;

Urges Congress to pass this legislation.


Note: This is my old proposal, with some edits.
Also note: This is NOT the official vote. I just would like for opinions on the proposal, if possible.

I disagree, because it kind of sets a guideline for how citizens should conduct themselves. Do you know what I mean?
