Congressional Debate and Deliberation Act

The Congress of The Democratic Union of Allied Nations,

Realizing that all legislation being considered by Congress should be pondered and discussed,

Affirming that senators may have differing opinions, and that all points of view on a law deserve to be heard,

Hereby enacts this law:
Section A: Proposals and the Forum

All potential laws to be presented to Congress shall be proposed within the Congressional Debate/Proposal Creation Forum on the regional forums.

Any potential law placed within the Congressional Debate/Proposal Creation Forum shall remain there for at least twenty-four (24) hours before being moved to the Congressional Floor.

Section B: Advertising of Proposals

Any potential law that has been placed in the Congressional Debate/Proposal Creation Forum, in accordance with Section A of this law, shall be advertised on the World Factbook Entry and at the top of the regional forums for at least 6 hours.

Section C: Waivers of this Law

All clauses of this law shall be waived if a motion to do so is approved by a 4/5 majority of Congress within the proposal thread. The motion to waive these clauses may be proposed by the author of the proposal or another Representative.

Section D: Applications of this Law

No clause within this law shall be made applicable to any Presidential nomination considered by Congress.

Perhaps the word legislation instead of laws would be better?

I disagree here, I think that treaties should be deliberated. Pres. nominations are fine though, I think.

Yeah definitely, some other parts of the constitution needed to be amended, too.

And alright, if I see anything later (I'm in a rush), I'll post here.

See, this is exactly what I have been fighting for. I want more, but I guess this will do. I am just glad something like this is finally being proposed. I think you should consider the idea of the committees that I suggested.
