Amendments to the Constitution
The following shall be added to Article VI: Section VIII of the constitution:

''Reasonable causes for impeachments are failing to fulfill Presidential duties, violating regional law or the constitution, and abuse of power.''

- All instances of ''Congress'' or ''Congressional'' shall be replaced with ''Senate'' and ''Senatorial'', respectively.

Article III: Section III shall now state:

''The Senate shall have jurisdiction in the following areas: the power to pass laws in regards to the regional military, the power to approve of or reject treaties, the power to overturn the veto of the President, the power to manage the WFE and the Forum, and the power to pass laws in order to improve the general welfare of the region, as long as they are within the restrictions of the Constitution.''

Article IV: Section III of the constitution shall be replaced with the following

''Every citizen shall have the right to participate in the National Constituent Assembly. The National Constituent Assembly shall have the power to send legislation to the Senate if a majority of citizens vote in favor. The Senate must approve of all laws passed by the National Constituent Assembly, but the National Constituent Assembly cannot reject laws passed by the Senate. The National Constituent Assembly is only available to those who are not Presidents or Senators.''

Article IV: Section V shall be added and will state:

''The people of the region shall convene in People's Courts to put accused citizens on trial for their alleged crimes. The People's Court may only convene after the Supreme Court has ruled the charges valid. The trial shall be a vote of at least five citizens, and if a majority vote in favor, the accused citizen shall be exiled for the time prescribed by the code of law.''

Article VII: Section II shall now state:

''The Supreme Court shall hold a preliminary trial for all people accused by the Executive Branch of breaking a law. The defendant may argue in his own defense, or have a citizen do it for him. A representative from the Executive Branch must argue to the court why they feel that citizen has broken a law. After reviewing the debate, the justices must decide on the validity of the allegations towards that citizen. If a majority of justices approve of the charges, then the citizen shall go to trial. If a majority of justices reject the charges, then they shall not go to trial.''

-Article II: Section II shall now state:

''The Judicial Branch shall have jurisdiction in the following areas: the ability to rule a law unconstitutional by a plurality of justices, the ability to arbitrate conflicts between citizens of the region, and the ability to rule on the validity of charges against a citizen.''

I also believe that Part 2, Article 1, Section 5 needs a little bit of work. What happens if the Senate doesn't propose three bills?

Edit: Actually, I just would like to know if the person of the month thing is really necessary? I'm not opposing it, because it will do no harm, but what good would it do?

Also, I'm a little bit worried about the idea of a Civil Court. What if they bend the rules just because the suspect is massively unpopular? With as little people as we have, it could be possible that every senatorial member would end up on the court.

It means that if they miss three votes, they're up for recall. It doesn't require them to vote on three proposals, it just means they can't miss three proposals. If the Senate hasn't proposed three bills, they're not penalized.

If the Secretary of Citizenship denies the citizenship application, they must inform Congress of it, and Congress may vote to overturn the denial if they wish.

Section V: The party list shall be updated every two weeks.

Article II

Section I: The Citizenship Registry shall be a list of every registered citizen in the region. This list shall include the medals that citizen has earned, the amount of regional currency that they posses, their political affiliation, and their criminal record.

Section II: If a citizen leaves the region or CTE, they shall be cleared from the registry in thirty days. All allocates must be earned again if they do not return in that time period.

Section III: The Citizenship Registry shall be operated by the Secretary of Citizenship.

Article III

Section I: No citizen shall register with a proxy program or submit more than one application using different accounts. This shall result in the citizen losing their status as a citizen and having to re-apply in conformity with the rules.

I think this should include the power to repeal previously passed legislation.

I'm guessing you meant to exclude the Justices and Vice President from the last Sentence?

Plus, you should define what the "true" population is.

I think it's an assumed right of the Senate to repeal legislation. The U.S. constitution actually doesn't have anything about repealing bills, and bills get repealed all the time. It's just one of things that are banal and don't need to be addressed.

The principle is that Senate terms that result in a decline for our region will result in those Senators not being allowed to run for the next term. Why would we let the people who started the problem run for Senate again? It doesn't seem conducive for the health of our region.

I think the Senate has a major role in regional growth. After all, who was it that created the recruitment board in the first place? Besides, it's actually not that hard of a goal. All it means is that the true population has to stay at at least 0% growth. They can literally get by with 0% growth for their term. It's only when we have negative growth that they're in trouble.

As for defining true population, that's a fair point.

I don't know what you mean when you say ''ineligible to vote''. A Senator can be recalled, but when they're up for an early election, they can still vote before they're either voted out or win. When a Senator is on vacation, they're not going to be voting anyways, so the ''must abstain on the next three votes'' clause won't really harm anything. That's just there to prevent somebody from claiming vacation when they're really not.

There's a lot of measures I made to prevent the mob from wielding justice unfairly. This is how somebody is exiled:

1: The Executive Branch reports to the Supreme Court that a citizen has broken the law.

2: The Supreme Court analyses the charges and approves or rejects their validity.

3: The people vote on guilt or innocence.

So, as you can see, there's a lot stopping the people from abusing this.

The Senate may help promote recruitment and make the region more attractive, but most of the people on the Senate are not recruiters (as far as I know) and thus don't play a direct role in attracting new people. This would be almost the same thing as removing a President (in RL) if the economy was worse off than when he started - he has power to make the nation more attractive to businesses, but it's not directly in his control, it's the business owners/entrepreneurs/investors/etc.

Plus, even the recruiters might not even be successful: there are bad recruiting days/weeks and good recruiting days/weeks.

It just seems to be pinning the blame on the wrong people.

I think it's mitigated. Sometimes the board might screw up and bring the Senate down. Sometimes the Senate might screw up and bring the board down. It's a teeter-totter that can swing any way.

It's not that huge of a responsibility, if you ask me. I'm running for the Senate, and when I win, I'll hopefully be in office. I'm going to have to abide by these rules too. The entire is ''leave things better than when you found them''. It's meant to prevent the region from tanking.

It's something of a last resort. If all of our recruitment boards can't get the regional population out of the red, then it's supposed to make the Senate recruit hard to be eligible for re-election.

Can you answer me this? If the Senate can't keep the region at 0% growth, should we really let them run the region anymore?

Also, perhaps this bill should include an amendment to Defining Citizenship, so that puppets (multiple nations could sign up with the same forum account) do not count as citizens and people that leave the region are not counted as citizens any longer, but immediately regain their citizenship upon reentering the region?
1: Do it if you want. I don't see any reason for it, but I don't care if it's included.

2: This law operates in existence with current law regarding citizenship, so just amend that if you want. The whole point is to create a registry of citizens we have and information about them, not so much actually deciding how one becomes a citizen.

And obviously, I'm against having people lose citizenship for leaving the region.
