In order to create a document that defines the government and that promotes democracy, amity, and good will throughout The Democratic Union of Allied Nations, its people hereby adopt and establish this statute as a document outlining governance.
Article I: The Senate
Section I: The Senate, the upper house, shall be one of two houses in which the legislators of the region shall carry out legislative duties and powers.
Section II: The Senate shall consist of three citizens that have been elected in a fair election every January, March, May, July, September, and November 15th.
Section III: The head of the Senate shall be called the Speaker of the Senate. This Speaker shall be elected by the members of the Senate at the beginning of every new session.
Section IV: The Speaker of the Senate shall organize the Senate agenda and debates, but his decisions may be overruled by a majority of the Senate.
Section V: The Senate may pass any proposals that are fair and necessary, as stipulated by the Compact of Governance. For a proposal to pass the Senate, a majority of votes within the Senate must approve of a proposal.
Section VI: For an amendment to this statute originating in the Senate to be placed into effect, two thirds of votes within the House of Commons within a voting period must approve of an amendment.

Section I: The House of Commons, the lower house, shall be one of two houses in which the legislators of the region shall carry out legislative duties and powers.
Section II: The House of Commons shall consist of all citizens that have applied to join except for the Senior and Junior Administrators and Senators. All of the citizens within the House of Commons may vote on any proposal or amendment to the compact.
Section III: The head of the House of Commons shall be called the Speaker of the House. This Speaker shall be elected in a free and fair election every January, April, July, and October 15th, in which all members of the House of Commons may vote.
Section IV: The Speaker of the House shall organize the house agenda and debates, but his decisions may be overruled by a majority of voters within the House of Commons within a voting period. The Speaker of the House of Commons shall pass all passed legislation to the Senate.
Section V: The House of Commons may pass any proposals that are fair and necessary, as stipulated by the Compact of Governance. For a proposal to pass the House of Commons, a majority of votes within the House of Commons within a voting period must approve of a proposal.
Section VI: A voting period shall be defined as a period of 36 hours in which any member of the House of Commons may vote on a proposal or an amendment to the compact.
Article II: The Administrative Council
Section I: The Administrative Council of the government shall carry out the administrative duties of the region.
Section II: The Council of Administrators shall consist of the Senior Administrator, the Junior Administrator, and any secretaries they choose to appoint. Any citizen that is not a member of the Senate or the Regional Assembly may serve as the Senior or Junior Administrators.
Section III: Each member of the Council of Administrators shall be nominated by the Speaker of the Senate, and a majority of votes within the Senate within a voting period must approve of the nominee.
Section IV: Each member of the Council of Administrators shall be placed up for re-approval within the Senate every January and June 5th.
Section V: The Council of Administrators in general shall be tasked with carrying out properly approved legislation, minor administrative tasks such as organizing the regional forums and threads within, and by recommending changes to the House of Commons or Senate that would make regional affairs neater and/or more efficient after discussing the changes within the council and agreeing on a proposal.
Section VI: The Senior Administrator shall ensure an efficient and fair transition between any changes in government, which include, but are not limited to, the replacement of incumbent officials, changes in this statute, and the enactment, repeal, or amendment of other passed legislation.
Section VII: An individual on the Council of Administrators may be removed from office by a majority of votes within the Senate two thirds of votes within the House of Commons within a voting period.
Section VIII: Should a regional emergency arise, the House of Commons may, with two thirds of votes within the House of Commons within a voting period, give temporary emergency powers to the Council of Administrators.
Section IX: The Council of Administrators may strike down a law, proposal, or amendment to the compact with a unanimous vote that they believe that is performing one or more of the following:
- Restricts freedom of speech;
- Restricts freedom of religion;
- Restricts freedom of press;
- Restricts the voluntary gathering of citizens;
- Mandates a citizen or group of citizens join a regional or inter-regional organization;
- Restricts how an individual nation governs itself;
- Discriminates based off perceived or known religion, sex, race, socioeconomic status, age, or sexual orientation;
- Or is a bill of attainder or ex post facto law.
