THE MONSTER OF EALING
Last night, several people reported the sighting of a "screaming red monster" in a quiet neighbourhood of Ealing. After a power shortage in the area, a building caught fire. It was then when, what was described as a "man shaped, footless creature" emerged from the flames, leaping, running, and screaming. One woman has told our reporters that the man had "teeth like a wolf, and the face of the devil". Police officers are still trying to get to the bottom of this; neither the power shortage nor the fire have still been explained. A spokesperson from Scotland Yard has stated that the "so called monster" might be a wounded person, escaping the fire.

TRAGEDY IN TOOLEY STREET
The police has found the bodies of three TFL workers in the construction site at Tooley Street. One of their colleagues raised the alarms last week, when the three workers didn't attend their shifts. The bodies of the men have been found in a deep hole, uncovered by the refurbishment works that are taking place in the area. According to the Police, the bodies were horribly mutilated, which has led to the wildest speculations. The names of the three workers are being kept anonymous, following the wishes of their families.

Subject: Report on Third Night Terrorist Attack at the Muse

Arriving at the Muse around 11 PM, I was confronted with what looked like a defensive perimeter that was currently dealing with a group of people that had scattered throughout the entrance floor. As I was later being made aware, it was dealing with the remainder of an attack. I did my best to contribute to the apprehension of the suspects and preserving of the masquerade, but the initial force to deal with the proceedings had been sufficiently prepared and handled the situation with remarkable efficiency and eye to detail, so I looked into the situation, assumed authority and coordinated further proceedings after checking on the Keeper and the actual processes being carried out.

I then oversaw the apprehensions and questionings of the people that had been apprehended earlier. The questionings themselves were carried out by Mr Dardenne, Ms Marlow-Diaz and Mr Flint. Apparently, a group of tourists had entered the Muse with intent to frequent it when one of their number, a Mr Li Gui Ying, proceeded to attack the Keeper and other kindred that had been on site to provide a defensive perimeter with a dart gun hidden on his person. A note that was retrieved from between the IDs handed to the keeper heavily implies this was Mr Blackwoods doing. The suspect had no recollection about meeting Mr Blackwood, being employed by him or being put into possession of the gun he was later witnessed using to attack the Keeper and others present. This implies that his memories may have been altered. Keeper Mancini was injured during the attack and quarantined herself off the rest of the persons in attendance due to the unknown properties of the vector and substance used in the attack. Those properties are currently being investigated into.

Under the disguise of a police action and with the threat of processing them according to standards similar to those experienced by those who are deemed to be terrorists or a danger to the State at large by the articles of British law, the witnesses were then compelled to full cooperation and complete secrecy about what had happened. Mr Ying, as an unwitting pawn, was subjected to the same treatment after making sure his version of events matched the version of his consorts. Their names, contact details, passport specifics and other information to get into touch with them have been acquired and are currently being stored in case further use is deemed necessary. The danger they currently pose to the Masquerade or current affairs has been rated as low.

Furthermore, Mr Flint was able to apprehend Jean Blackman outside of Muse. Mr Blackman complied with the invitation to Muse and supported the investigation into the Blackwood case willingly by surrendering information that he deemed relevant to the case and also by asking to be allowed to help with further study of the samples that have been found on the scene to work out a way to neutralize the threat. He has been placed into confined custody at the Tremere chantry where he will conduct his research closely monitored by the Harpy. The deputies have been granted access to him to check on him regularly.

According to the information Mr Blackman provided, he had been taken from his workplace against his will and forced to work on a modification for his current research. The result was a blood-borne agent that was supposed to be used on humans to attack the food supply of this city's kindred. According to his testimony, he fled from the laboratory where he had been held and destroyed the research data, leaving Mr. Blackwood with the samples that existed by then. Those will deteriorate beyond usability in a time span of two weeks. Mr Blackman also believably assured that he went to Muse to see if an attack was impending and to warn the endangered people if there was. He issued us the address to the laboratory he fled from and steps are currently being taken as to how to take it out and further cripple Mr Blackwoods conflict effort and perhaps obtaining more information on how to apprehend him.

Additionally, Mr Moshe Klein also played a role in denying a greater success to the attack. He has been questioned as for the extent of his involvement, a transcript will be sent to you as well as soon as it has been compiled.

Due to the way that matters at Muse have been handled, I would like to commend the following kindred:

Keeper L. Mancini for exceeding the expectations laid out for her by the statutes of her office and putting her own well-being onto the line to minimize the damage potential of the attack in the face of potentially lethal danger to her person and well-being.

Deputy J. Marlow-Diaz for lending substantial assistance to the containment of the attack and handling the proceedings with remarkable oversight, efficiency and competence as well as retrieving important information and evidence to the current state of affairs of the Blackwood threat in the face of potentially lethal danger to her person and well-being.

Deputy T. Subject: Report on Third Night Terrorist Attack at the Muse


[Transcribed from the perspective of Deputy Marlow]

At 10:34 PM I received warning that some kind of Blackwood-related attack was being planned against the Muse, the Citadel and the Blythe house. I contacted the managers of the respective establishments and warned them appropriately.

Following the warning, Deputy Flint and I arrived at the Muse to support Keeper Mancini in setting up a defensive perimeter. We were assisted by Mister Christophe Pierre Dardenne and Mister Tavin DuFour, who were respectively attending and working at the establishment.

Keeper Mancini secured the other customers in one of the bars and assigned Mister DuFour to entertain and contain them. The rest of us stationed ourselves by the front entrance. Despite the threat to her safety, Keeper Mancini was adament about remaining visible in the Muse both so that she could contribute to its security, and in the hopes that we would be able to intercept and apprehend any attacker, and thereby gather more concrete information about this threat.

At about 12:10 PM a group of eight Chinese tourists entered. They were all human and acted naturally until handing over their passports to Keeper Mancini. While searching through the passports, she discovered a threatening note. [[Transcription attached]]

Leo reading the note was apparently a Dominate implanted trigger in one of the tourists, a man named Li Gui Ying, who drew a gun a dart gun and fired at Keeper Mancini, hitting her in the neck. He continued to attack other vampires in the room, including Mister Dardenne and myself, until subdued.

While this attack was happening, Jean Blackman appeared in the street outside. Blackman was the mortal virologist mentioned in my earlier reports. He is still mortal, was kidnapped by Blackwood, and was apparently not responsible for or directly associated with the execution of this attack, but had recently escaped from Blackwood's custody and was familiar enough with his plans to rush to the Muse to try and warn us. When he discovered the attack already in progress, he attempted to run.

Due to forewarning [[Please see attached memo for details]] we were able to identify Blackman, and Deputy Flint was able to give chase and bring him into custody.

I, Mister Dardenne, and Seneschal Henderson, who arrived at the Muse around now, controlled the situation with the tourists in the Muse, staging a police action in order to calm and control them and persuade them that this situation was being handled. Keeper Mancini voluntarily quarantined herself in her office, deciding not to engage in direct contact with anyone else until we determined what had been in the dart.

The shooter and Blackman were detained for questioning. The other tourists were persuaded, by myself and Dardenne, that this was a matter of national security, being handled by the British government, and that if they shared information about these events with anyone else they would be subject to severe penalties. Dardenne in particular was extremely persuasive in this respect, and due in large part to his efforts, I believe that they now pose no threat to the Masquerade or the security of the Muse. We have their names, addresses, contact information, and Deputy Flint and I will be monitoring them until they return to their home country.

The Shooter

Li Gui Ying is a twenty seven year old man with an athletic build who is in England on a business trip to discuss the Nintendo Corporation's sales interests in the UK. He has no memory of ever interacting with a man named Blackwood, and no idea where he acquired the weapons he was armed with, and no idea why he attacked Leo. After examining him, Grand Harpy Wilke confirmed that he was under the effect of an elaborate mesmerism. She has agreed to adjust his memories to the point where they are consistent with the other tourists and he can re-enter society.

While his obscured memories do represent another link to Blackwood, we have elected not to pursue it due to the far more promising avenue that Blackman's apprehension has opened to us.

We recovered the dart gun from Ying and four remaining darts. He also had on his person needles apparently dipped in the same substance.


Jean Blackman

Jean Blackman was distressed, but extremely cooperative. By his own testimony, he had been taken from his labs against his will and relocated to a different laboratory. He recalled meeting a person that called himself Mark Blackwood, but could not remember Blackwood's face (his relation of the events implied further use of Dominate).

He had been forced to modify his research into new uses for virus-borne RNA modification on bacteria by using bacteriophages. Grand Harpy Wilke informs me that the adjustments he made are consistent with those we could in the sabotaged flu vaccinations late last year.

He also apparently developed a blood-borne agent that was tested on human and Kindred subjects. Based on his testimony, we have reason to believe that Blackwood's test subjects may have escaped or been released into London.

Blackman was aware of Blackwood's plans and had escaped and in the process destroyed his research papers so that Blackwood would be unable to recreate his studies. He decided to go to the Muse to see if Blackwood was enacting his plan, and to warn people.

Based on his knowledge of the blood-borne agent and experiences with he former test subjects, Blackman could assure us that whatever condition the agent might inflict on Keeper Mancini would not be transmittable by anything other than blood-to-blood contact. However, he was unsure as to the symptoms she might develop, or any way of helping her.

Blackwood's last samples of the blood-borne agent will deteriorate in two weeks, according to Blackman. He has given us the address of the research lab in which he was being held.

Next Steps

In the interest in learning more about the pathogen, Blackman has been given over to the custody of Grand Harpy Wilke to take advantage of the research fascilities in the Tremere chantry. He has been given a sample of Keeper Mancini's blood and the liquid from one of the remaining darts. He is analyzing them and working to give us information on what to expect and how to help Keeper Mancini.

Deputy Flint and I are discussing how to mount an offensive against the research lab. We believe it should happen as soon as possible so that Blackwood has no window to use the remaining samples for anything. We will need help from as many professional, competent, combat oriented people as are willing to assist.

Attached Memo

I did not mention the below details on the night of the attack, because I was concerned they would cause confusion and interfere with a prompt and effective response to the imminent threat.

Moshe Klein was the individual who received the vision about the attacks, and related them to me so that I could communicate them to the endangered individuals. I confirmed that his information was genuine before relating it and I believe the events of the night are in line with their validity.

After relating this essential information, Mister Klein proceeded to accompany me to the Muse, and act as a lookout outside the building. He was the one who initially spotted and warned us about Blackman. As the situation grew increasingly complex and difficult, he came inside to lend a hand with the cover up.

Without his assistance in this matter we would not have had forewarning about the attacks on the Muse and Blythe house, and potential attack on the Citadel. Yourself and Primogen Kane would have been vulnerable to attack, and the Muse could very potentially have become an uncontrolled vector of panic. Because of his contribution, the situation at the Muse was controlled and any altercation at the Citadel was avoided.

The reason Mister Klein was privy to such a vivid and accurate vision is that he had been forcibly Embraced by an Anarch Malkavian who was also the one who kidnapped him. The Anarch identified himself only as 'Kenny'. This was the individual who has been stalking Mister Klein for some time and who coerced Mister Klein to come with him by threatening the life of the Nosferatu ghoul Mister Kenny Cooper.

I have interviewed Mister Klein about these circumstances, and consulted with some older members of my clan, and I believe I can offer your further insight explaining Mister Klein's actions. In an earlier interview with Mister Klein, I was made aware the Mister Klein has been having dreams of a smiling man matching the Cheshire Man's description for years prior to his introduction into vampire society, becoming more vivid only lately.

There is a great deal of history and precedent surrounding future-sensitive individuals foreseeing their own death. In particular, when their deaths result in becoming members of clan Malkavian. I have attached five separate accounts of Malkavians who have out-of-clan verified proof of having foreseen their own Embrace. Two of them report sensations of "inevitability" and being compelled "against their will by a higher force" towards actions that led to their Sires. Three of them only report taking extreme actions that they rationalized as having other motives.

I can personally verify that, when I encounter situations I have foreseen, I have immense difficulty, and am usually entire unable, to act to change them. While I have never, to my knowledge, been compelled to take action by a prophesy, I am given to understand the foreseeing-your-own-death situation is unusual and potent.

I believe this is relevant to Mister Klein's 'voluntary' departure with Kenny. I believe the 'initiative' he took in trading his life for that of Mister Cooper's was actually a compulsion, similar to those described in the attached dossiers, propelling him towards his fated future. While this compulsion might have been resistible, Mister Klein and I have differing opinions as to the changeability of foreseen future, it would likely have been immensely difficult. I would not feel uncomfortable comparing it to a Dominate command.

My Sire and the other Malkavians I briefly consulted in compiling this report expressed extreme interest in his ability and great concern that the development of his skills be managed in the correct environment so that they might be maximally useful. I've chosen to postpone further consultation and research in that avenue to attend to more pressing concerns, but it remains available.

I feel the need to stress finally, that Mister Klein returned to Central London to warn us despite the fact he believed if he were discovered in Camarilla territory, he would be sentenced to death by yourself due to his unwilling Embrace without permission. He effectively risked death in order to communicate essential information to the Camarilla that ended up saving lives.

We currently know Mister Klein's whereabouts. He has agreed to come in and discuss the situation on the condition that the Deputy Sheriffs and Seneschal remain with him throughout the process.

Sirs and Madam,

Having consulted your reports on the 'Third Night' terrorist attack on the Muse (for which I am duly grateful), I would consider the matter of the fledgling Moshe Klein more closely. Given the circumstances, his Embrace does not technically violate the Traditions, and capital punishment can thus be avoided.

Deputy Sheriff Marlow-Diaz should arrange for a meeting at Blythe House which will have Mr. Klein, the Deputy Sheriffs, the Seneschal and myself all present. Together we may then decide what the best course for the young man's future is, and how the crime of property theft committed by his wayward sire can best be avenged.

Safe passage into Camarilla territory will be granted to Mr. Klein for the purpose of the encounter.
