The only difference is that shin said "might not settle for a planet or two" meaning there lies possibility he wont destroy the whole universe for sheer delight of destroying it even more for entertainment in the near future or whatever personal reason it may be that he decides not to destroy everything.
Whereas for what Goku said to buu, there was no possibility of refrain meaning kid Buu will just go and destroy the universe putting aside the possibility of a few planets.
Other than that they both practically mean the same thing

Kid Boo's insentience combined with his endless stamina would basically mean if someone stronger than him doesn't come along, he'd destroy the universe. With Beerus, he possibly has the power to make that happen in the short span of time he is actually awake, I suppose.

It would make sense if they did.

Beerus is a god of destruction, after all. Having the ability to destroy the universe makes this an even bigger problem.

I already imagined that Beerus possessed the power to destroy an entire universe back when Battle of Gods first came out, so this doesn't bother me at all.
