The Royal Eastern Edenic Charter

TO ESTABLISH A government with powerful convictions in the freedom of the individual, in the freedom of speech and expression, and in the freedom of mind, body, and spirit, the monarchs of the land East of Eden hereby surrender its power to the limits established in this charter. The government formed by this constitution will hereby be elected and its sole purpose is to serve as a vehicle and patron for the people's free will.
ARTICLE I: LEGISLATIVE
ARTICLE I HENCEFORTH establishes an elected legislature, the Parliament of East of Eden, which will deliberate, reform, and pass legislation in accordance to the free will of the people of East of Eden.

Section I: COMPOSURE AND ELECTION
[1] Parliament will be composed of (3) members who are elected the seventh through ninth day of every other month. [2] If a member of Parliament dies or resigns while holding office, Parliament will establish the date for a Special Election in which the vacant seat will be contested. Members of Parliament may hold their office for an indefinite number of terms.

Section II: POWERS OF PARLIAMENT
[1] Members of Parliament will deliberate and pass legislation, amend existing laws, and enhance this charter; all decisions will be reached through majority vote. [2] Parliament also retains the power to hold impeachment trials of members of the Governing Body and the High Tribunal.

Section III: THE SPEAKER OF THE PARLIAMENT
[1] To facilitate Parliament's efficiency and organization, Parliament will elect a Speaker every election. [2] The Speaker will be responsible for moderating the Parliament forum, proof-reading and spellchecking passed articles of legislation, and keeping records of all Parliament's actions. [3] The Speaker may hold his/her office for an indefinite number of terms.

Section IV: LEGISLATIVE PROCESSES
[1] Legislation can be proposed by a citizen who has the support of (3) other signatures, a member of the executive, and the members of Parliament in the "Debate" Forum of Parliament. [2] After adequate deliberation, a member of Parliament will make a motion which, once seconded, will allow the proposal to advance to the "Floor of Parliament", where members of Parliament will cast their votes. The proposal will be passed or rejected through majority vote. [3] The High Tribunal may rule a passed law as unconstitutional and can veto the legislation. The High Tribunal may only veto legislation if it is unconstitutional.

Section V: RESTRICTIONS OF PARLIAMENT
[1] Members of Parliament may not serve in the judiciary or in the executive branches of government during his or her term. [2] Parliament may not pass legislation or enhancements to the constitution that curtails personal freedoms guaranteed in Article IV or that eliminates a whole government branch. [3] Parliament may not dissolve a government branch, eliminate the position of Monarch, or dissolve this charter without the Monarch's consent. [4] Parliament may not overturn the High Tribunal's veto for unconstitutionality.
ARTICLE II: EXECUTIVE
ARTICLE II HENCEFORTH establishes the executive branch of government, the Governing Body, which will lead the region, enforce legislation, and provide for the defense and well-being of the Eastern Edenic populace.

Section I: COMPOSURE OF THE GOVERNING BODY
[1] The Governing Body will be composed of (5) ministers, 4 of whom are elected on the fourth through sixth day of every other month. [2] If a member of the Governing Body resigns or dies during their term, the Body shall establish the date of a Special Election in which the vacant seat will be contested. [3] The Governing Body shall consist of a Minister of Finance, a Minister of Foreign Affairs, a Minister of Domestic Affairs, and a Minister of Justice. [4] The final member of the Body shall be the Monarch, who will preside over the Body, serve in the capacity of Minister of Defense, and will not be elected.

Section II: GENERAL POWERS OF THE GOVERNING BODY
[1] All decisions of the Governing Body shall be made by majority vote. [2] The Body shall lead the region, enforce legislation, and provide for the defense and well-being of the Eastern Edenic populace. [3] The Body may pass emergency laws unanimously which may take effect immediately. However, these Emergency Orders will need to be verified by Parliament immediately after their passage. [4] Members of the Governing Body may submit legislation to Parliament. [5] The Body may pass Ejection or Ban-Ejection Orders. However, the Monarch may Eject or Ban-Eject a nation at will. The validity of these expulsions will need to be determined by the Governing Body, which can revoke the expulsion. [6] The Governing Body may pass and issue Ultimatums to other regions or nations.

Section III: GENERAL LIMITS OF THE GOVERNING BODY
[1] All members of the Governing Body must adhere to laws passed by Parliament. If not, they can be impeached by Parliament. [2] All members of the Governing Body may not be a member of the legislature during their term. [3] Ministers may only serve 3 consecutive terms. After their third term, they must resign for 1 tenure in the Body but may return after their repose. [4] The Governing Body may not Declare War or Peace or make Treaties or Agreements without approval from Parliament.

Section IV: THE MINISTER OF FINANCE
[1] The Minister of Finance shall be an elected member of the Governing Body in charge of the finances of the region. [2] The Minister of Finance shall maintain a registry of all privately owned businesses in the region, moderate the "Market" section of the forum, manage the Regional Money System, and propose the regional government budget to Parliament. [3] The Minister of Finance may appoint a Secretary as an aid.

Section V: THE MINISTER OF FOREIGN AFFAIRS
[1] The Minister of Foreign Affairs shall be an elected member of the Governing Body who shall oversee and attend relations with other regions. [2] The Minister of Foreign Affairs shall also serve in the capacity of Regional Delegate and will vote on all World Assembly Resolutions on behalf of the region. [3] As Regional Delegate, the Minister of Foreign Affairs: may receive access to Regional Control at Parliament's discretion; may not close the borders of East of Eden or change the regional flag; may approve of, vote on, and draft or co-author World Assembly resolutions on behalf of the region; may establish an endorsement cap on other WA member nations; may edit the World Factbook entry and tags; and may propose embassies and accept embassy construction requests with other regions. [4] The Minister of Foreign Affairs may draft treaties or agreements with other regions and appoint ambassadors to other regions. He/She shall moderate the "Office of Ambassadors & Embassies" forum where forum embassies will be placed and where ambassadors will receive their instructions. [5] The Minister of Foreign Affairs may appoint a Secretary as an aid.

Section VI: THE MINISTER OF DOMESTIC AFFAIRS
[1] The Minister of Domestic Affairs shall be an elected member of the Governing Body who shall oversee governance matters within East of Eden. [2] The Minister of Domestic Affairs shall be in charge of announcing election dates and campaigning periods, opening the ballot on election dates, and assuring elections are fair and open. [3] The Minister of Domestic Affairs shall also be responsible for evaluating and approving citizenship applications and enforcing immigration policies. He/She shall moderate the "East of Eden Immigration & Customs Office" forum. [4] The Minister of Domestic Affairs shall be responsible for recruitment and enforcing recruitment policies. [5] The Minister of Domestic Affairs may appoint a Secretary as an aid.

Section VII: THE MINISTER OF JUSTICE
[1] The Minister of Justice shall be an elected member of the Governing Body who shall be the main legal advisor for the government, be responsible for law enforcement, and will be responsible for public prosecutions. He/She shall also maintain a record of all laws passed or repealed or amended. [2] The Minister of Justice will be responsible for appointing the Magistrates and the Chief Magistrate to the Edenic High Tribunal. These appointments will be approved by Parliament. [3] In criminal trials, the Minister of Justice shall represent the government and will prosecute. [4] The Office of the Ministry of Justice shall receive court case applications and may approve them for the High Tribunal's consideration if he deems them appropriate. [5] The Minister of Justice and the Chief Magistrate will jointly form court procedures and may change them with the expressed approval of the High Tribunal. [6] The Minister of Justice may appoint a Secretary as an aid.
ARTICLE III: THE MONARCH
THE MONARCH IS the constitutional monarch and founder of East of Eden. He consents to all terms listed in this constitution and is obligated to act in accordance to the people's free will. The Monarch's duty is to protect the region and ensure its prosperity and security.

Section I: RESPONSIBILITIES & POWERS
[1] The Monarch shall be the direct protector of East of Eden and its Head of State. [2] The Monarch shall take an active role in the governance of East of Eden. He shall retain a permanent seat and vote in the Governing Body and will serve in the capacity of Minister of Defense. If the Monarch chooses to do so, he may put his seat in the Governing Body up for election. He may only re-assume his position 3 election cycles later. [3] The Monarch may choose to close the borders of East of Eden at any given moment. [4] The Monarch is responsible for ejecting and banning nations from the East of Eden at the High Tribunal's judgement. [5] He may also eject and ban any new arrival deemed a threat to the region at his discretion. However, the High Tribunal shall review the validity of these ejections soon thereafter.
