It's the bar in rabanastre, called the sandsea. You can port just outside it by moogle or just go north past migelo's item shop to get there. It's on a notice board in there. You can take as many are up at the time though you should check after completion because more can appear.
More difficult ones are locked until later so it won't give you any that are completely impossible for that time of the game.

Are you aware by the way that you can open the menu during battles? Changing whos in your team mid-fight is one of the key tactical elements to boss fights.

Do you know about quickenings, the limit breaks in this as well?

There's 18 quickening slots on the license board, they differ from other squares though in that when one character learns them they vanish for everyone. Everyone can learn up to 3 each so there's enough for everyone and they're generally at the edges so take a bit of time to reach. When you get one you can use it during battle but only with full MP and it consumes all your MP using it, you can chain them together with others who have them and if you have level 2 or level 3 they're obviously more powerful.

A good tactical use is learning them on characters not in your team for boss fights so you can swap them in at the start, blow their qucikenings and sub them out (they'll have zero MP) so that your main team won't be draining their resources.

That was actually a challenge. Spent half of the fight with one party member, didnt know you actually had to add people, thought they'd be added automatically.

Nah that'd be annoying if you want to revive them. Wraith is very easy if you equip a mage masher to silence him.

Bit of a tricky place when they start pouring out of everywhere. Good place to level up the team though. Really annoying siren.

Not that tricky but his damage gets a bit much to deal with towards the end.
