With the Speaker's declared absence, we are left with a dilemma. As it stands, our procedural rules lack the proper mechanism to transfer the Speaker's powers to another member, which I fear, could severely complicate an already 'difficult' situation in the Senate.

In lieu of this, I submit before this honorable chamber an amendment to our Procedural Rules, specifically Section 2: The Duties of the Speaker and the Bill Process. Two new paragraphs (Paragraphs 2 & 3), detailing delegation and succession of the Speakership, shall be added and included before the Bill Process paragraphs.

Subsequently, the Bill Process paragraphs (Paragraphs 4-8), shall be separated from Section 2 and shall comprise a new Section. This new section shall be subscribed as Section 3: The Bill Process.

Section 2: The Speaker of the Senate
 
1. In accordance with the Constitution, it shall be the duty of the Speaker to lead the Senate. Elections for Speaker shall be facilitated by the Sovereign or, in his absence, the Crown Prince/ss. Nominations shall commence immediately upon the beginning of a new Senate term and shall remain open for two days, after which senators shall immediately proceed to vote for Speaker. Voting shall remain open for exactly two days or until every senator has cast a vote, whichever comes first, at the end of which the new Speaker shall immediately take office.

2. The Speaker shall name a Senator who shall serve as his/her Deputy. The Deputy Speaker shall act as Speaker of the Senate, upon receipt of the latter's Leave of Absence, and until the latter's return.

3. Should the Speaker be absent for more than five (5) consecutive days without prior announcement of absence, the Deputy Speaker shall immediately become Speaker.

Section 3: The Bill Process
 
1. Any senator is free to submit a bill for discussion without the approval of the Speaker. Senators are free to discuss a bill and suggest or make revisions.

2. Before a bill shall proceed to vote, the Speaker must proclaim it finished. Any senator may challenge this and proclaim the bill unfinished and in need of further revision. If this challenge is seconded and then thirded within one day of the initial challenge, the Speaker is required to give senators three more days to continue discussion. This extension can only be given once for each bill. At the end of these three days, or if no senator challenges the Speaker's initial proclamation of finished within one day's time, discussion on the bill shall be closed and the Speaker shall open voting. If a bill is deemed ready for vote but the Speaker has not given his proclamation, senators can force the bill to vote if a motion is made to open voting and then seconded and thirded.

3. A passed bill that originates in the Senate shall be immediately delivered by the Speaker to the Office of the General Secretary for consideration by the Assembly, while a passed bill that ends in the Senate shall be immediately delivered by the Speaker to the Office of the Emperor for his signature.

4. Upon receipt of nominee(s) for confirmation, the Senate shall conduct a hearing to question the nominee(s) and to discuss the nomination(s). Confirmation hearings shall generally last for two days, but any senator may make a motion to either close or extend a hearing. If a motion to close is seconded and then thirded the hearing shall be closed and senators shall proceed to vote on the nominee(s). If a motion to extend is seconded and then thirded that hearing shall be extended for no more than two additional days before senators shall proceed to vote on the nominee(s).

5. Voting on any bill shall remain open for exactly two days or until every senator has cast a vote, whichever comes first, at the end of which voting shall end and the results shall be revealed. A bill that has been passed shall come into effect according to the provisions of Article IV, Section 4 of the Constitution or, in the case of internal Senate matters, immediately after passage.


The previous Section 3 shall then henceforth be subscribed as Section 4: Committees.

Actually, that was me saying I WAS absent, but now I'm back, though I won't be nearly as active. But I agree, we need this bill. I don't think we need further questioning, so I'll proclaim this finished. If any Senator disagrees, speak up within the next 24 hours
