FOTFP LEAGUE RULES (New rules shown in GOLD):

OWNERSHIP:
1. There is no fee to pay to participate in the FOTFP League. PARTICIPATE FREE OF CHARGE!
2. However, all GMs are required to own the DMB Game, so they can update their manager profiles (rosters, rotations, lineups, depth charts, and other settings) by sending statistics export files.
3. General Managers (GMs) are only allowed to run one team. Anybody suspected of running more than one team under false pretenses will be expelled from the league.
4. GMs must show active involvement in the league by responding to e-mails from the Acting Commish and other GMs.
5. GMs are encouraged to play a more active role by initiating and participating in messageboard discussions, creating team websites, and contributing ideas for improvements.
6. A roll call request will be sent out by e-mail at least once a month. The e-mail will ask you to simply reply to confirm that you are still active in the league. If you fail to reply to the roll call e-mail within 10 days, you will forfeit your franchise.

INJURIES:
The injuries will be determined by the DMB Sim engine as follows:
1. The DMB "injury rule" will be set at "random".
2. Injuries will be determined by the sim and will be listed in the daily boxscores.

3. New injuries will also be listed by the Acting Commish in the e-mail sent out with each day’s results.
4. Any injured players who are now ready to return will also be listed in the e-mail with each day's results.
5. It will always be the responsibility of each GM to decide whether or not to send an injured player to the DL. It will also be each GM’s responsibility to determine when a player is ready to be removed from the DL and activated. Don't assume that the Acting Commish will manage your team's DL transactions for you!

ACTIVE ROSTERS:
1. Each team can carry a maximum of 50 players in its system, but only 40 players can be assigned to the team's "protected roster".
2. The Active Roster consists of a maximum of 25 players. The total protected roster size cannot exceed 40 at any time. The only exception is when you have a player who will be injured for more than 60 days. That player can be designated for your 60-Day DL, and you can replace him with another player who plays the same position.
3. Players not included on the DMB projection disk are never allowed on the Active 25-man Roster.
4. Also, players on the projection disk who have retired, are unsigned, or have signed to play in another country (Japan, Korea, Mexico, etc.) in real life are not allowed on the Active 25-man Roster.
5. GMs must keep at least 25 eligible players (on the DMB disk and still a member of a MLB organization) on the Active Roster at all times, and at least two of those players must be rated as catchers.
6. The Active Roster limit can be expanded to as many as 40 players on September 1st through the end of the regular season.
7. If a player is not on the 25-man roster on or before September 1st, then he would not be postseason eligible. This means that players signed AFTER September 1st are not eligible for the postseason.

SALARIES, CONTRACTS AND FREE AGENCY:
1. Player contracts and salaries will match actual MLB contracts and salaries as listed on the Cots Baseball Contacts website (http://mlbcontracts.blogspot.com/). Signing bonuses will be distributed evenly across years of the base contract (not including option years). All players on the Active 25-man roster must be paid at a salary at or above the MLB minimum. Players on the Protected 40-man roster who are not on the Active Roster must be paid at a Minor League minimum of $200K if they do not yet have a known MLB salary.
2. Player salaries for the current season will be entered in the league database. In addition, player contracts will be updated in a league worksheet that the Acting Commish will distribute periodically to all GMs.
3. [Effective at the start of the 2009 season] When a player contract expires and he becomes a free agent in MLB, the GM has the option of letting the player become an FOTFP free agent or choosing to re-sign the player with whatever contract terms are determined through the MLB free agent signing process. If the GM chooses to let the player become a free agent, he will receive an appropriate compensation pick in the FOTFP Amateur draft if the player is signed by another team and is classified as an MLB Type A or Type B free agent.
4. [Effective at the start of the 2009 season] When a player contract enters an option year, the GM has the option of buying out the player's contract (letting him become a free agent) or keeping the player and paying his salary according to the terms of the option clause in the contract.
5. [Effective at the start of the 2009 season] When a player becomes eligible for arbitration, the GM has the option of offering or declining arbitration. If the GM declines arbitration, the player is released and becomes a free agent. If the GM offers arbitration, then the player is signed at whatever salary is determined by the MLB arbitration or free agent signing process.
6. [Effective at the start of the 2009 season] A player under contract who is not in an option year cannot be released without penalty. If a GM wishes to release such a player, he must pay 20% of the player's salary for that season. The player then becomes a free agent.


TEAM SALARY LIMIT:
1. The Team Salary Limit for 2009 will be set at $120M. All salaries for players on the protected 40-man roster must be counted as part of the Team Salary.
2. Each GM must stay under the Team Salary Limit at all times by trading or releasing players as needed.
3. Any player with an MLB salary of $1M or more must be carried on the 40-man Protected Roster or must be released.
4. Any player with an MLB salary of $2M or more must be carried on the 25-man Active Roster or must be released.


FREE AGENT DRAFT [Effective in 2010]:
1. The FOTFP Free Agent Draft will be held every year in February. The order of the FA Draft will be determined by the reverse order of team W-L records in the previous season.
2. Players become eligible for the FOTFP Free Agent Draft when GMs choose (1) not to offer abritration, (2) not to exercise a contract option, or (3) not to re-sign when the current contract expires.
3. Players may also become eligible for the FOTFP Free Agent Draft when they are released during the off-season.


AMATEUR DRAFT:
1. The FOTFP Amateur Draft will be held every year in March. The order of the Amateur Draft will be determined by the reverse order of team W-L records in the previous season.
2. Compensation picks for Type A or B players lost to free agency will be allocated according to the same rules used in MLB.

3. Players selected in the previous year's MLB rookie draft (June of the current year) would be eligible for the Annual FOTFP Amateur Draft.
4. Any international players who have entered the MLB through direct signings with MLB teams after the previous FOTFP Amateur Draft would also be eligible for the draft. This would include Japanese players, Cuban defectors, or any other foreign player coming to an MLB team after the previous FOTFP Amatueur Draft. In other words, any new foreign player who comes to the US must be drafted during an amateur draft (now that we have completed the initial FOTFP Draft).

LINEUPS AND MANAGER PROFILES:
1. Lineups and Manager Preferences must be submitted by attaching a completed DMB manager profile to an email, and sending it to the Acting Commish.
2. GMs must own the DMB software so they can submit their information by entering it in the most recent copy of the League database, exporting it as a Stats Export file, and sending that file attached to an e-mail to the Acting Commish.
3. Once trades or claims are made, GMs are expected to submit updated lineups within a short period of time. If not done in a reasonable time period, the DMB program will be used to generate a lineup for your team.
4. Roster moves, lineup changes, and MP changes will be processed as quickly as possible.

TRADES (See separate postings of more detailed rules for Trades on the messageboard):
1. All proposed trades should be e-mailed to the Acting Commish (david.vanvoorhees@verizon.net).
2. When a trade is agreed upon, BOTH GM's must e-mail their approval.
3. Once both GM's have submitted their confirmation of a given trade, that trade cannot be withdrawn unless BOTH GM's agree to rework or revoke the trade completely.
4. Players must be dropped to free agency in order to make space in lop-sided (2 for 1, 3 for 2) trades so as not to exceed the 40-player roster maximum.
5. Trade deadline is July 31st (in the Sim).
6. Trades will be reviewed and approved/rejected in a timely manner, but one should not expect a trade to be processed sooner than three days after it is submitted.
7. As in MLB, injured players may not be traded without permission of the Commissioner. In general, trading of players on the DL will be allowed in most cases, but players put on the 60-Day DL must be out for 60 days and counted toward a team's 40-man roster before they can be traded.

WAIVERS, CLAIMS, SIGNINGS, AND RELEASES (see separate posting of more detailed rules for these types of transactions on the messageboard):
1. Anyone who would like to add and/or drop a player must post who they want to drop and/or add in the "Player Claims and Releases" Forum on the messageboard.
2. As each requested addition and/or drop is accepted, the Committee Chair will post approval on the messageboard.
3. The player being dropped will go on waivers until midnight (EDT) of the 2nd day after release, meaning that any team may request to be able to add him by directly emailing the Committee Chair (mhr4237@gmail.com) or by e-mailing him through the messageboard.
4. If multiple teams want the dropped player, the team with the worst record will get him.
5. The Waiver Wire will be updated periodically, based on record. The order will go from worst team record to best. (See details forthcoming on waiver claims to start the 2008 season.)
6. Claims and drops will be processed in a timely manner, but don't expect roster changes to be processed sooner than three days after they are submitted.

LEAGUE OFFICE SCHEDULE:
1. The Acting Commish will sim games daily, send boxscores via e-mail, and/or post them on the FOTFP Messageboard. The designated time for sending out and/or posting boxes will vary, so be on the lookout for boxes throughout the day.
2. Stats will be updated weekly on the website, most likely on Sundays. However, all GMS will have the DMB softwareand will be able to upload the updated league database and check out stats via the program.

FOTFP PLAYOFFS:
1. Playoffs will follow the same format as in the MLB and use the same rules for qualifying. Division champs, and AL/NL Wild Cards are playoff eligible.
2. Players signed after August 31 to a team will not be eligible for the playoffs. Also, any player who is not on your roster before September 1 cannot be active for the playoffs. So if you want an important player for the playoffs, get him on your roster before September 1st.

I have a real problem with this language as it radically changes the whole element of using the projection disc. This language requires that a player be in the Major Leagues and that is not how we originally agreed to do things in the league. I propose the following instead:

GMs must keep at least 25 eligible players (on the DMB disk and still a member of a MLB organization) on the active roster at all times, and at least two of those players must be have defensive ratings as a catcher.


This language allows the continued use of minor league players on our FOTFP teams ...

Thoughts?

Yes, I meant that guys on the disk who have retired or moved to Japan would not be considered eligible. I like your suggested change in wording, and I will make that change.

On the projection disk, all players have an injury rating of "Normal". We could come up with some system for rating players for injury probability, but I was just assuming that most would prefer to keep the injury probabilities equal for all players. I'm open to other suggestions.

Must be a different league that DMB actually gives each player an injury rating. Guys like Griffey/Harden etc get a prone while the Ripkens of the world get an iron rating. I apologize for any confusion. But do think it would be better if there were injury ratings even if we came up with them on our own. Just so guys like CC dont go on the 60 day DL while guys like Griffey never touch the DL. Just my opinion though so I could stand alone.

I'll have to look it up, but I was thinking the compensation picks would be sandwiched in between the 1st and 2nd rounds of the Am. Draft.

We're not doing any sort of free agent draft or bidding. Players will remain on whatever team they are on now if or when their contracts run up.

Yes, I am proposing that we would start the free agency and Free Agent Draft next offseason. Read closely, because I am proposing that GMs will have the option of retaining guys who become MLB free agents. However, GMs would also have the options of letting guys go when their contracts expire, buying guys out in an option year, denying to offer guys arbitration, or buying out guys still under contract (for a penalty). Those moves would result in players becoming free agents.

I'm willing to let GMs release and sign guys as we set up for the start of the new rules, so we will probably not have a Free Agent Draft this offseason unless you guys want to start this sooner.
