Formation of the Government

Okay, so here are the suggested ideas: (I did a little tweaking to mine).


The Misterio Plan:

The Parties:
Birmans- Being very peaceful and intelligent, these cats are primarily highly left-winged.
The Abyssinians- Being very royal cats, they hold right-winged votes when it is needed, but is mostly a Center party.
The Siamese- A cat with much grace, wisdom, and being much like a dog, these people vote Right-winged, generally.

Each of these parties will have two or three counselors, which will be voted at the same time, with each voter voting for one in each party. The person in each party with second most votes is the other consul member.

The executive branch should work like so- The Emperor is above the WA delegate in many ways, but in several ways, they are equal. Below them, are the consul members, who, without the looking on of the Emperor or WA delegate resolve simple, everyday matters.

The Charax Plan:

Democratically Elected Chancellor (Ruler of the Region)
Democratically Elected Delegate
The Mafdet (Founder) is entitled to permanent administration rights until he announces his successor.
The Bastet (Root Admin) shall remain an Administrator until he announces his successor.
The law making body shall be comprised of all housecats.

The Cubestan Plan:

We would have an Arch-King. The king would preside over the entire region, as well as taking responsibility for the actions preformed by the region as a whole. The Arch-King would rule until it retires, then an election would be held by the Council of Sub-Kings. The Arch-King must be elected by two-thirds majority. If the mandated majority is not reached, then the candidate with the least number of votes is removed from the ballot, and a second election is held, until the winner is chosen. There will be three candidates, all are chosen involuntarily by the Council of Sub-Kings.

The Sub-Kings would be a council of three of the highest ranking officials in the Confederation. It would be their duty to elect a new Arch-King, as well as having the final say in political disputes such as criminal judgement, the lawfulness of a bill, and stuff like that. The Three Sub-Kings would be elected from the three parties (described below). The Sub-Kings would also vote on the next candidate for the Arch-King. The World Assembly Delegate is automatically admitted to this council, and fills the chair of their represented political beliefs. An election is held every five weeks for the Sub-King council.

The Chamber of Lords is comprised of three people: The Lord of International Affairs, the Lord of Domestic Affairs, and the Lord of Intelligence. They are chosen by the people by at least one-half majority. The decision of the people must be approved by the Council of Sub-Kings. If not, then it goes back to the people, and must be approved by at least two-thirds majority. If the Council is overruled, then the candidate goes to the Arch-King. If the Arch-King disapproves, then the people can overrule him by at least three-fourths majority. The Council of Lords is not representative of the political parties. The election is held every three months.
The Lord of International Affairs is responsible for going on diplomatic missions to other regions, as well as suggesting embassies to the Arch-King.
The Lord of Domestic Affairs is responsible for maintaining regional stability, and preventing anything that might creating something civil war-ish.
The Lord of Intelligence is responsible for creating reports on all the nations within the region, as well as regions that we have embassies with, are under consideration, or regions or nations that pose a threat to regional stability. All reports must be sent to the rest of the Council, as well as the Arch-King.

The Three Parties are...
The Tabby Party (Right)
The Cymric Party (Center)
The Mau Party (Left)
All citizens (registered house-cats) must choose a party according to their political beliefs. The parties will elect their representative for the Council of Sub-Kings by simple majority. If there is a tie, then the candidate with the least votes is removed from the ballot.

The Corkan Plan

I have decided that we're going to operate authority within the region by the model of a Parliamentary Democracy. I, the founder, will act like a Prime Minister; I have executive power and will deal with the day to day running of the region. The WA delegate will act like a President; despite having no executive power, still will be the region's official ruler; the delegate's primary role will be to represent us on an interregional scale, and of course naturally to represent us in the approval process of international laws, a privilege which only delegates are granted.
Like a president of a Parliamentary Democracy, I will also grant the delegate the authority to enable emergency powers when I am unavailable for a long period of time, in the interests of security; these powers will be the right to suppress offensive RMB posts and in extreme cases the right to eject & ban disruptive or threatening nations. Futhermore similar to a President, I will also expect the delegate to play a large role in regional defence, being it the case that it's the delegate's position that is targetted and most vulnerable in a raid scenario, although because the region has an active founder, we are mostly immune from this type of offensive.

The Infuriated Cat Plan
If we're really cat-like, we have to admit that cats are not social creatures. The clowders cats form are loose organizations, often comprised along a matriarchy, with any hierarchy being temporal and determined by challenge and submission. Cats come and go.

With such a small group, I think we can be pretty informal. Consider it more like pirates electing the captain of the ship. If a pirate captain annoys the crew, he'll be replaced, unlike the rigid discipline of a naval vessel. We're a small crew -- I think we can all get along without all the rules and regulations.

On a more practical matter, the 'market niche' of being cat-themed limits growth opportunities. There is nothing inherently wrong with that, and I think this region could be the best cat region in existence. But it does mean that the Feline Confederation is unlikely going to be massive enough to require a formal government structure. Perhaps efforts would be better spent on making this the place to be for cat-oriented nation states.

For instance, I saw that someone has a storefront on the NS forums for CuppaCoffee. How boring. Anyone who's seen a Bristol stool chart at the veterinarian's office knows that Type 7 Café is a much cooler concept. That is the sort of thing others ought to see on NS and get them thinking, "Those are some cooool cats at the Feline Confederation."

OK, let's throw some ideas out there. I'm thinking:

  • Democratically Elected Chancellor (Ruler of the Region)

So, let's evaluate the situation.

We currently have two ideas that support parties, one that supports a parliamentary democracy, one that supports a basic 'elect a leader' government, and one that supports the most natural form of government.
Once Corkan gets on, I'm going to ask him if he can send a regional telegram, and people will send their votes back.

OK, we need to select one of these ideas and refine it. I'm obviously supporting my own, because:

  • It's proven to work. This is the same model of Government used by The North Pacific (Yes, that North Pacific).
  • It's simple. We've still got a lot of room to manoeuvre and readjust, and we're not mandating political parties, which is something I'm 110% against.
  • It deals with the problems of Forum Administration, something none of the other models address.

I support mine because

-It has a simple party system
-It provides the Arch-King with a strong government to back him/her up

(Although I like the idea of incorporating the forum into the government).
