As part of my plan for region transformation I propose this new constitution. Should it receive no response by Saturday (4th October) then it shall take effect the following Sunday. The Constitution of The United Republic of Nations Preamble We the peoples of the United Republic of Nations, in order to form a more prosperous region, and to establish a sound foundation with justice, liberty, freedoms, rights, tranquility, and law along with democracy, do hereby establish this Constitution of The United Republic of Nations. Chapter 1: Bill of Rights and Citizenship Article 1. To obtain membership in United Republic of Nations, a nation must be located in the region. The nation may only have one account on the forum. Article 2. All nations with membership in the United Republic of Nations, and the citizens thereof, shall have the following rights: a. The right to freedom of speech and of expression; b. The right to organize and to petition the government for a redress of grievances; c. The right to a fair, speedy, and public trial before the Court in all cases; d. The right to legal counsel in all criminal proceedings; e. The right to vote; f. The right to be secure in their privacy against search and seizure, except when such search or seizure is authorized by a valid judicial warrant and based on probable cause; g. The right to practice the religion and political ideology of their choice; h. The right not to be treated or punished in a cruel, inhuman or degrading way. Article 3. All citizens are subject to the laws and constitution of the United Republic of Nations and shall be innocent until proven guilty. Article 4. No citizen shall be deprived of life, liberty, or property without the due process of law, and no citizen shall be denied the equal protection of the law. Article 5. The rights of the citizens of the United Republic of Nations herein enumerated shall not preclude the existence of other rights not specified. Chapter 2: The Executive Council Article 6. United Republic of Nations shall be governed by an Executive Council , consisting of the President, the Vice-President, Interior Minister, WA Delegate, Treasurer, Defense Minister and Attorney General . The Region shall also be governed by a Senate existing of 3 Senators and a House of Representatives comprising of all legal member nations. Article 7. The members of the Executive Council are to be elected once every 3 months. Article 8. The Executive Council will have the power to impeach its member for treason, corruption or failure to uphold the constitution, inactivity or any other reason they see fit by a majority vote. The Executive Council shall have the right to suspend the membership of a Council member for a maximum of 7 days and challenge their Council Membership in the Supreme Court. Article 9. Legislative power shall be vested in the member states of the United Republic of Nations through the House of Representatives, however the President or Senate with a majority vote can veto a bill. Article 10. The member states shall not pass bills of attainder, ex post facto legislation, or bills granting titles of nobility. Article 10.2. The Senate shall be the upper house of the legislature with the House of Representatives being the lower house. Article 10.3. Members of the Executive Council have the right to vote as members of the House of Representatives. Members of the Executive Council may not sit in the Senate. Chapter 3: The President and Ministers Article 11. The President must be a citizen of the United Republic of Nations and must not have committed a crime 31 Days prior to taking office and announcing candidacy. Article 12. Should the President resign, become inactive for more than 7 days without notice or 14 days with notice, or be impeached successfully the Vice President will assume the office of President Executive Council, through emergency vote, shall appoint a substitute by a majority vote to fill the Presidency for the remainder of their term. Article 13. The President will be the Head of Government of the United Republic of Nations. Article 14. The President will have the following powers: a. The power to declare a state of emergency b. The power to sign treaties with other regions c. The power to grant the honorary status and ceremonial status of “Exalted Citizen” (EC) for great and noble services to the Federation. d. And any other powers stated in law. Article 15. Ministers must be Citizens of the United Republic of Nations and not have committed a crime 15 days prior to announcing candidacy and taking office. Article 16. No Minister has the right to declare war against another member nation or a foreign nation. Chapter 4: The Judiciary Article 17. All judicial power shall be vested in The Supreme Court of the United Republic of Nations. Article 18. The Supreme Court shall consist of one Chief Justice and two Associate Justices. Article 19. The qualifications for serving in the Supreme Court, as well as the process of nominating the judges, shall be regulated by a separate law. Article 20. The Supreme Court shall have authority over all cases arising under this Constitution, the laws of the region, and inter-regional treaties to which the United Republic of Nations is a party. Article 21. Treason shall be defined as an act against the region's existence, constitution, courts, region's democratic rule, and integrity, be it incitement of Treason or another such action. Such as but not limited to giving aid or comfort to the region's enemies or participating in war against the region. Article 22. Justices will be appointed by the Executive Council and approved by the House of Representatives. Chapter 5: Amendments, Supremacy, and Ratification Article 23. Amendments to the Constitution must be passed by a 2/3 majority of the voting member nations in a 7-day-long vote.Amendments to the Constitution must be passed by a 2/3 majority of the Senate and then must be approved by a majority vote in the House of Representatives in a 7-day-long vote. Article 24. Other laws shall be passed by a simple majority in a 7-day-long vote in both the Senate and House of Representatives. Article 25. A referendum may be called if at least five citizens including one Minister or Judge sign a petition for it, a referendum is the highest level of consent. Article 26. The Constitution of the United Republic of Nations shall be the supreme law of the land. Chapter 6: The Senate Article 28. A Senate of three members shall be established for the sole purpose of voting on Legislation that does not deal directly with the Rights of the Members. Article 29. The Senate shall be the Upper house in the Government, with the House of Representatives being the Lower House. Article 30. The Senate shall be elected every 3 months for a General Election and every 1.5 months for a Mid-term election. Article 31. The Senate shall not have access to the Secret Chambers. Article 32. In order to become a Senator, one must announce their candidacy one week before elections start and must have not committed a crime within the previous 30 days before announcing candidacy. A very nice constitution. I'd still change it to shrink the government, because kickstarting the region with so many open positions would prove challenging. At least I'd forget about the senate for the time being. The system for nominating the council could be more flexible, allowing by-elections to fill open positions. |

Well the constitution there could be implemented but rather than changing the constitution we could just state that the Senate will not be taking effect for the time being. |
