This is a revised version of the law TrookII drafted earlier. I've made it simpler. Please comment. Elections Act Section 1 - Preamble 1. To clarify who is to conduct elections and how elections should be conducted, we hereby accept the following: Section 2 - Candidacy 1. To be candidate in an election, a member nation must have registered. 2. The registration process must be transparent and fair. 3. A member nation may only run for as many offices in one election as they can be nominated to. Section 3 - Election management 1. Minister of Justice shall be responsible for i) Publishing the election timeline and announcing registration for candidacies before the election starts ii) Publishing the candidates and setting up polls upon the beginning of the election iii) Answering any questions about the elections iv) Encouraging citizens to vote v) Publishing the results and turnout numbers, and closing the polls. 2. If the Minister of Justice is unavailable to manage the election, the Federal Council shall appoint one of its members to oversee these tasks. 3. The President of URoN oversees that the responsible Minister works in accordance with the law. Section 4 - Complaints 1. In the event elections are not conducted as stated in this law, then the supreme court can declare the results null and void and order a re-election. 2. Trying to manipulate the result constitutes the crime of electoral fraud, which shall be punished. 3. Biased management of elections by the responsible official is a crime which shall be punished. Section 5 - Runoff election 1. Where the winner of an election cannot be determined based on the election result, a runoff election shall be held immediately. 2. If the votes for a position or office constitute a tie, the nations with the most votes shall compete against each other in a runoff election. 3. A runoff election shall be as long as the original election, or 7 days long at highest. 4. If there was no candidate for a position or the candidates withdrew, the Federal Council decides whether a runoff election is held. Section 6 - By-election 1. If a position or office is left empty, the Federal Council can order a by-election be held to fill the position. 2. A by-election shall be as long as a normal election for that position would be, or 7 days long at highest. Section 7 - General Election 1. In an election of the Federal Council and the President, i.e. General Election, the polls shall be open for 7 days. 2. Every member state shall have one vote in the General Election. In practice, registration process = the member nation announces its candidacy in a thread that the MoJ has started for this purpose. |
