Garuda is the monster over powered thing in the whole game (so far).

Garuda / Super Mechagodzilla, bar none. Had Battra's glitch not been fixed, would've put him at the top. :P

And weakest is probably Zilla. He was patched semi-recently so that his energy attacks consume less, but he's still super-weak.
Not that I'm really complaining.

As broken as Garuda is, he's not the most broken in the game.

That honor goes to Mothra (2003). Easily.
For all of Garuda's strengths he can't actually stun lock anybody. Mothra's punch is easily the most busted attack in the game, matched only by King Ghidorah's flying punch (and possibly Destroyah's, need to test that more), but surpassing both by ease of accessability and in having an instant approach attack in her flaming charge.

Outside of that her Kick is autowin vs anything that requires even mid range attacks or any kind of charging time by just holding the button down. It's insane.

King Ghidorah would probably win the honor of best if not for his glitchy hit box and low height limit when flying (for some reason he can't go as high as the others), and slow land speed; both him and Destoroyah (who also has a glitchy hitbox on ground) are capable of cornering flyers and are more than capable on ground both ranged and melee, and their switch from ground to flight animations allows them to escape cornering, but Ghidorah wins as far as fast damage immediately.

Alot of Garuda's bustedness also comes from the bug that allows super attacks that don't land immediately to be interrupted by attacks that don't even connect, making it nearly impossible for characters without specials as fast as King Ghidorah to actually hit Garuda outside of melee, which is hard as it is.

Zilla isn't really helped by said bug; he needs to be able to close in quick, retreat and breath unharassed, but both of his specials can be interrupted. His speed is also not much of an asset, as players can't move past each other, and he just gets shoved in the corner. It's the fault of the mechanics really, which is a shame. If he could just jump over the opponent, things would be alot different, but he can't, so he sucks.

Alot of monsters would be rendered completely pointless in PvP due to melee spam, at which Werewolf is obviously best (against ground enemies, you can literally just hold down the punch button and win. No need to walk forward, the attack string does that on it's own. Try it. It works.). Ironically one of the only monsters with a useful tool for fixing this game wise, Gorosaurus, is a melee only monster, which is somewhat frustrating. Some form of knockback is needed to balance this game out. Maybe something to do with tails or power attacks or something. Either that or the ability to jump over the opponent and switch sides; preferably both.

Are you people fucking serious? I wrote 14 lines explaining who I thought the best character is and why in the post DIRECTLY ABOVE YOURS. Do I need to write a fucking article breaking down each monster in the game and a comprehensive tier list while I'm at it? If anything, YOU'RE the one who isn't explaining shit and acting in a manner worthy of derision.

GMK is not the strongest character in the game. That's completely ridiculous, and anybody who has played this game should be able to figure that out. Since I apparently need to explain that, here I go.

A) He's ground based. That puts him at an automatic disadvantage against flyers. Flyers not only are harder to hit and in general have greater melee range and movement speed, but they can also ignore the pause in melee created by knockback by just moving forward or backward while attacking. It's practically a prerequisite given the game mechanics for the best monster to be at least capable of flight, and preferably have a small vertical hitbox as to avoid getting completely wrecked by Garuda or Super Mechagodzilla, as that's the only way to actually dodge their attacks and the insane damage they deal.
GMK Godzilla's only real means of hitting flyers is aiming his beam directionally, but he doesn't have a prayer of actually getting it off for reasons described below.

B) His melee is subpar. His punches do average damage on an overall average, it doesn't compare to monsters like Destoroyah or Wolfman, or even Godzilla '62 who has significant knockback to actually make usage of his fast beam. It also goes without saying that its range is nothing special, and that it's not fast enough to stun lock the opponent, which some characters can do, and pretty much automatically win just for touching you; Like Mothra 2003.

C) While his beams do a good amount of damage, they are NOT even CLOSE to the highest damage dealing beams in the game. King Ghidorah is capable of putting out TWICE as much damage for LESS ENERGY. Super Mechagodzilla does a little bit more, but can continue using attacks with less energy to deal more damage with one attack. In fact, if you test it out, you'll find that GMK Godzilla doesn't even really do more damage for the same amout of energy as the other Godzilla's except Heisei, who balances himself out on that end with his Hyper Mode. He also doesn't have any neat tricks with his special like '62 G headbutting then immediately breathing, or Burning Godzilla's Nuclear Pulse->Roar->Spiral Ray 'combo'. That isn't the only problem with his beams though.
They're slow.
Really slow.
They're the slowest attacks in the game.
This is a major issue for 2 reasons.

1) Any time he starts charging, any other monster with a beam, or a charge and close enough range can simply interrupt him with their own special, and there's nothing GMK can do about it except get pummeled until the opposing monster runs out of energy for their special, or it enters melee. Against monsters like Mothra 2003 or Mechagodzilla 1993, his beam is pure liability, as they'll simply counter for damage, and he'll be completely out of energy after one shot. At least Godzilla 62 and Heisei are fast enough to potentially catch them off guard.

2, and this is the really big reason) the melee glitch.
I've already referred to this glitch several times on this forum, including once on this thread, and it's a huge factor hanging over GMK's head; any special that does not land hitbox immediately is prone to being interrupted from melee attacks that don't even connect. If somebody sees GMK Godzilla charging the slowest attack in the game and they can't preempt it through other means, all they have to do is just hold down the punch button and a solid majority of the time, it'll just cancel out causing GMK to take chip damage and lose a bit of energy.

What this means is that GMK Godzilla is effectively a glorified melee-only fighter without a special attack, as his beams are only ever useful in beating on the AI that walks back and forth on the other side of the screen without doing anything. But even without the glitch, that's still true, as anybody with a better melee game can just get in his face and wail on him that would be that anyway.

On top of all this, his roar, while a bit above average, is still not the best. Considering he needs almost a full bar to use one breath, I would be tempted to call this a weakness, but since he can't really use said breath more than once a match at best, it's sort of irrelevant anyway.

So to recap:

Average hitbox
No flying
Average melee
No useful Special

Overall: incredibly mediocre monster.
If you need to see what I mean, go select P1 vs COM, chose GMK Godzilla and fight against Garuda with the transformations turned off (so the com doesn't switch to Mechagodzilla), and then keep in mind that the AI sucks and that most of the fight it was probably just hovering on the top of the screen outside of GMK's ability to hit it or its ability to hit you.
