![]() Imperial Decree Rokkenjiman Foreign Aid Funding In recognition of Rokkenjiman appropriation of funds for economic and military assistance I am hereby opening the lines of communication to determine the distribution of said aid. Rokkenjima first recognizes her friends and allies who she wishes to offer her assistance to, with the remaining amount of funding being distributed at my personal discretion. The First Empire asks nothing in return from those who accept or request her aid other than their friendship, the appropriate use of these funds, and a respect for international laws and norms as well as human rights. The following allies and friends of Rokkenjima shall enjoy priority in the distribution of aid: Dartfordia Elpidia Kazarovia Narrahivoo Novincia I invite the leaders of these nations to contact me at their earliest convenience detailing any assistance needed, and we shall make further arrangements from there. Furthermore, I reserve the right to reject any claims for assistance should I feel there is a risk that the funds would ultimately be misused. I am confident in the friends and allies of Rokkenjima, thus this warning does not apply to you. In the spirit of generosity and good-will I await your replies! Private telegram from the King Your Imperial Majesty, May I firstly wish you the humblest and most sincere congratulations on your recent engagement with my son, it is an honour to welcome you into our family, and in turn see my son welcomed into yours. It is of my understanding that the biggest problem facing the Dartfordian economy today is debt. After the dissolution of the Democratic Republic of Littlebrook, the Kingdom of Dartfordia inherited debt equivalent to 90% of our total GDP. While in a vibrant and free market this would be manageable, a stagnation in the whole economy and the slow process or privatisation within Littlebrook and Stone has led to private debt to rise beyond sustainable levels. The most affected areas of the economy are related to consumer goods, most notably manufacturing, construction and the rollout of fibre optic broadband. While these may, to some, seem unimportant, they have led to an unemployment rate of 15% with over .5% of our entire population being made homeless, and has forced 20% of our population to remain on dial-up. Within Littlebrook and Stone, outdated agricultural policies have resulted in minimal agricultural production, which can only be rectified with significant investment. It has been made explicitly clear by my government that Dartfordia does not want to receive assistance in the form of simple cash payments. I ask that, as the holder of over half of Dartfordia's debt bonds, the First Empire of Rokkenjima reduces the interest payments to a level that will allow for sustainable growth within my Kingdom. My government is also willing to extend a free trade agreement to allow Rokkejiman companies, both private and state-owned, to invest in our economy. We expect to see nearly a third of our private sector declare bankruptcy or go into liquidation over the next four years, which will provide a unique opportunity for foreign investors to capitalise in a rejuvenated marketplace. Fortunately, the majority of private debt is held by private investors outside the region, who have indicated a lack of interest in our country. ![]() Imperial Decree Rokkenjiman Forgiveness of Dartfordian Debt The First Empire hereby relieves Dartfordia fully of her debt to Rokkenjima. As the holder of over half of Dartfordia's debt bonds I declare such bonds paid in full to the Rokkenjiman Treasury, and will pay such debts from my own personal funds. The people of Dartfordia deserve this relief and, as it costs nothing to the people of Rokkenjima, I hope they share my beliefs. My personal funds will be spent to elevate Dartfordian debt to Rokkenjima. I, for one, view that as a success. Further trade agreements with Dartfordia will be worked out as time progresses, however, their debt to Rokkenjima is paid in full. A successful Dartfordian economy is essential to the CSTO as a whole, and I will not hamper their progress. Further Rokkenjiman aid to the Dartfordian economy will be considered. That is all.
