The Wajinese Syndic of Foreign Affairs Hisana Aoi and the Syndic of Commerce and Industry Gendo Sakai were waiting for their guests, a welcoming party was sent to Edo International Airport for pick up and directed to the Edo World Trade Centre. ![]() Which came with a view of Ashino Bay on the west coast of Edo City. ![]() After they were directed inside they were greeted by both Syndics. Both politely bowed their heads and shook hands with Ministers Tobias Bohenov and Kristian Lehmann. Hisana started the dialogue. “It is nice to meet you two. I hope your journey was a pleasant one. You must be tired.” |

"Your hospitality thus far has been gracious and we are glad to finally meet you" Bahenov said, bowing his head slightly as his office had informed him was customary. after bowing Minister Lehmann spoke "Our journey was indeed pleasant, but we Kazarovians do not tire easily so if every one is ready we should begin." Lehmann Paused "Actually a glass of water wouldn't go astray I feel like there could be a lot of talking to come" |

Syndic Hisana Aoi Started. ” Excellent I’m glad we can talk like this. Now I am sure you are aware of the reason why you were invited here? Kazarovia has at least 4 rimes the people we do, and the market is mostly centrally planned as of my understanding as well as being reliant on minerals?” We would like to figure out how to get access to those resources in exchange for whatever you need from us. An FTA if you will.” (OOC: THe economics sectin of your factbook looks kind of vague, but I am guessing your nation is like Russia today?) Edited by Baal, 28th January 2014 - 10:49 PM.

"Indeed our Industry has been heavily reliant on our Minerals and Ship Building/Naval Arms Manufacturing sector, but due to the lack of outside investment our hi-tech and automotive industries have fallen behind. Our most pressing issue is Modernizing our Telecommunications/Information Tech industry. We feel your nations strength in the area will reinforce our drive for modernization, as a part of this we are willing to open government contract tenders in the hi-tech and automotive industries to Wajin based companies. We are also proposing to remove tariffs and import taxes on all Wajin manufactured vehicles and IT related Products and services." |

Trade and Industry Syndic Gendo Sakai replied. "Seems reasonable anough. I'm sure that many of our tech companies would be happy to a few offices here and there, however a large portion of our economy is driven by exports and the demand for Wajinese products oversees. So I have to ask what the FDI laws are concerning labour market employment by foreign companies, also we see that your minieral reserves are larger and more numerous than ours, many of those minerals would be used in making the hi tech components we export to oversees markets, soon to b included would be your country, we also need to negotiate trade terms for those as well." He replied politely with a faint smile. |

"Our Labor Laws have previously tended toward protectionism, but as we attempt to become a more international nation it is natural that we open our labour markets for foreign workers. In the immediate future we we would allow University or equivalent degree holders and trade certified skilled labour from Wajin to be employed freely within Kazarovia and expect the same in return. While on the topic of people we ask for reciprocal visa exemption for tourist and business visas. As for foreign direct investment we are looking at a national industrial investment target of 50% Kazarovian owned private enterprise, 20% Foreign owned or partnered private enterprise with the remaining 30% to remain Government controlled. The Government controlled enterprises will be mainly concerned with defensive contracts, energy and mining. Wajin and Wajinese owned public or private entities will be the first and for a period of 5 years (OOC: Game Time), the only, entities allowed to Invest directly in Kazarovia for the purposes of their own infrastructure and profitable enterprise. Although we will maintain a majority of control over the mining industry we do offer an allowance for Wajinese Entities to invest in the mining and refining of minerals that have direct implication of their ability to supply Kazarovian consumers within the Automotive, IT and Pharmaceutical industries. Minerals that falloutside of that, our Uranium for power production for example, will be supplied at 20% below current market or Cost plus 10%, whichever is higher, through Jaruxu Resources, Our state owned mining company" |

Syndic of Foreign Affairs Hisana Aoi replied "Those terms are reasonable, after all we don't expect modernisation to happen over night, we will of course comply within labour market regulations, and will grant visa exemptions for your nations citizens in our nation as long as you give us same treatment as well. What about MFN status in terms of lowering tarrifs on our goods exported to your country? Our hi-tech export manufacturers also need some factories in order to keep up with demand of our goods abroad, particularly our telecommunications sector, would your nation be open to that?" She asked. |

"Kazarovia is proposing nil Tariffs on goods Imported to Kazarovia that are manufactured either wholly or substantially in Wajin. We are also glad to confirm infrastructure projects in Ebus that would create areas for industrial growth, Several large scale industrial parks with access to road, rail and air transport via new transport hubs will be zoned to allow foreign ownership, No land taxes will be charged to Wajinese Owners during the first 5 years of occupation with the condition that construction contracts of manufacturing, production or warehouse facilities in these parks and hubs be granted to Kazarovian owned companies. And of course, all visa exemptions are reciprocal for both nations." |
