COEXISTENCE CONFERENCE Cross Straits Treaty Organization and the League of Allied Republics I hereby open the golden doors the Coexistence Conference for the reconciliation for the war between the Cross Straits Treaty Organization and the League of Republics. This conference was designed for the congregation and possible resolving for the anticipated conflict that has the Independent Order in fear. Hosted by Speaker Simon Valuchek, a trusted assistant for the Doyen, will be hosting the conference, allowing nations to converse, demonstrate, and hopefully resolve their issues. ![]() I welcome all nations to the conference, and each may bring delegates. Together, we will once again accomplish peace and total harmony within the Order. Bannor's arm was in a sling, as it had been fractured during the pellmell following the bombing of Regicide Day Parade two days ago. However, she'd insisted on accompanying the LP to this important conference. He walked over to the KaiserAdolfian delegates. Beatrice noted those who had already arrived when she entered the room, making her way towards the Lord Protector. "A pleasure to see you again, Lord Protector. I must say it has a better ring than President," she said with a smile. She turned to Erfano Zukarnain and the KaiserAdolfian delegation, "I don't believe we've met before. Beatrice Anselmo, Empress of Rokkenjima." She then nudged Edward's arm before whispering into his ear, "I've sent a copy of all the materials Rokkenjima received, the documents, photos and videos to all CSTO members so we can remain on the same page. If you need to discuss anything privately don't hesitate to text me." Meanwhile Katherine Albright, Imperial Councilor for Foreign Affairs and Charles, Lord High Steward, made their way for the table of refreshments which was provided. "I do hope they have popcorn, I'd hate to be without it when President Cervantes arrives," Charles said chuckling. "I don't see anything happening, you know how the Empress detests diplomatic tom-foolery and she's above such petty mudslinging," Katherine replied. "Ah, but it's not the Empress I'm banking on, it's the President." Katherine sighed, "You of all people should be acting a bit more mature given the time and setting!" "Given the things I've been through at diplomatic functions, what with Stalin's men brandishing guns and vials of disease, I've earned the right to joke with a friend haven't I?" Katherine still gave him a disapproving look, "As long as your jokes remain between us." |

A tall man in black entered the room. Ducking to avoid hitting his head on the top of the doorway, he pulled his hat away from his face to reveal a pale yet youthful face. Behind him followed two much shorter diplomats, similarly bedecked in black with white braid. Usko adjusted the strap on his scabbard, then adjusted his hair, which was in a ponytail extending from the top of his head to halfway down his back. Having done so, he walked over to where Beatrice Anselmo was standing with Truden and Zukarnain. "Good morning, Lady Anselmo, Mr Truden, Mr Zukarnain," resounded Usko's baritone voice. "I am Usko Kolchak, Prince of Chernobereg. My father could not attend, so I have arrived in his stead." Turning to the rest of the delegation, he whispered "Shishkov, Khabarov, go make some friends. Hayha, stay with me." He turned back to Beatrice and the other foreign delegates. (If it helps, then think of Usko as being like Stannis from ASOIAF.) |

Simon Valuchek straightened his papers that contained the speeches he was to say, points he was to make, and other miscellaneous files. He assumed everyone was present, and began to speak. "Leaders of the Independent Order, it is my most sincere honor to host this conference. I hope your travels here were safe and secure, and I am glad you have decided to lean toward peace than violence. May this conference be meaningful and establish our coexistence." "The conference will end in 7-days. If a time extension is needed, it will be an additional 48 hours. If it is still not completed, it will resume another time." "I have been ordered by Themata to present these 6 members of Liberty. These men were found on a raft in the Sea of Kyne heading toward Covenant Island. Here they are." He gestured the Executive Security members to open the door. Inside were the 6 men, and they were dressed in decent clothing. They walked toward their seating. "Now, I'm sure you all are eager to start the conference, that being said I'll make the first point." "Bournetsfi held a vote on if the LOAR and CSTO should peacefully negotiate their differences, and the 9 people voted Yes, while 2 voted No. If willing, would the 2 Leaders who chose No present themselves and possibly explain their choice?" |

Two Thematan councilmen entered the room, one of them was the lead counciler Jon Limon, the other was Hessian Noval. Behind them followed General Limon and four men in black suits. They didn't greet anyone, they headed straigjt towards their seats. Limon observed everyone then handed Hessian a note. "These are orders, make sure you follow them or your sacked." General Limon(brother of jon) signaled the men in black to wait outside, he then found a seat. He kept a close eye on the two councilmen. Jon had a disgusted look upon his face as he observed the other delegates of TIO. "Hm, this is all, this is it. These delegates look weak, they are too emotional, no physical physique whats so ever, ha look at that tall one." Jon said in a disgusted tone "Typical of the rest of the world to meddle in our buisness, look at them." Hessian replied vaguely "Yes indeed, looks like a speech?" Two men strode towards the double doors that led into the conference hall. King George I and Luke Foreman both had stern looks on their faces, knowing full well the potential consequences if the event went wrong. Luke scanned the room and nudged the King. "I'll take the refreshments, you go and speak with Beatrice et al." George nodded and made his way to the other head of state. "Your Imperial Majesty, Your Highness, Mr President," he greeted Beatrice, Truman and Usko respectively. "I do hope I'm not too late for a quick mingle, I have been rather busy lately." He smiled politely and looked at Beatrice, "I do hope Alex hasn't been too much of a bother. He hasn't been the same since that Sherlock episode. How are you–ugh," he turned his head when Valuchek began talking. "Just my luck, eh?" Luke Foreman, the Secretary of State for Foreign and Independent Order Affairs, made his way to the negotiation table. |

The delegation from Albanor was next to arrive. It consisted of President Antonio Cervantes, Vice President Joseph Moore, and Secretary General of Defense Jon Allen. While some of his advisors suggested that he remain in Albanor in case the peace talks were unsuccessful, he thought it important to appear in person. He was also glad to see that they were not the first LOAR delegation to arrive. The President walked toward the Thematan representatives, reached out for a handshake and said, "It's a pleasure to finally meet you gentlemen, might I ask how was your trip?" "Thank you." said Yvette warmly, "That's very kind of you." Meanwhile the Lord Protector was speaking with Empress Beatrice. "A pleasure to see you again as well your majesty, and to see you're well. I'll admit it is a step up, I just hope I can get away with 'excellency' instead of 'highness'." He gave Charles a cool look as he passed by. When the Empress finished whispering to him he said, "Yes, thank you. I've been fully briefed." Truden excused himself from the conversation to use his phone, sending a text to the Empress.
He finished just as the Chernoberegian Prince spoke, he responded with a polite hello. Kind of an odd looking fellow he thought. However, he was followed quickly by the Dartfordians. Truden grimaced a little at the use of 'highness'. "Hello your majesty. We're certainly glad you could arrive. I don't think we're quite ready to begin." |

Jon saw the Albanor delegates walking over, je stood up followed by Hessian who looked nervous. They shook their hands and introduced themselves. "Hello Mr.President, my name in Jon Limon Cheif and Lead of the Thematan Council, this man is councilman Hessian." "Hello gentlemen." Hessian said. "Our flight here was quite pleasing, so was the view of the skyline. Well, until we got here. I can feel the hate in this room, blah." Said vaguely by Jon."I think the conferance is beginning know, we've saved some seats for you." They took their seats and planned a strategy, "Mr.Limon, may we speak first." "Yes." Jon Limon stood up, he stood up straight with his chin high with a posh look on his face. "Hello delegates of The Independent Order, I am Jon Limon, Cheif councilman of Themata. I would like to get off to buisness, although Themata did not vote in the poll, at the time it was taken Themata would have said no. At this point in time now we have mixed feelings, esspecially the way Rokkenjima reacted after the assassination. We beleive it was unnessessary to go the defensive and start making accusations that the Thematan governement did it. In our eyes Rokkenjima started the conflict by simply overeacting to what is still not proven to be the Thematan governments fault. If the issue was dealt without mass mobilization of military forces then we wouldn't be on the edge of declaring war." |

"Your Royal Highness, good morning," Beatrice replied, "I'm pleased to meet you. Do send my regards to your father upon your return home." Beatrice smiled, "Your Royal Highness," she said while hugging King George, "Not a bother at all, I was still a bit aloof from the medications when I last saw him." She laughed lightly once Valuchek began speaking, "I do believe that's our cue. I do hope you've turned your phone off," she joked. She returned her attention to Truden, "As you wish, your Excellency, thank you. The ideas I stand for are bullet proof, and as long as my adversaries have only bullets they'll find failure at every step of the way. I'll take this opportunity to congratulate you on your new position and know that you'll serve your people well." Upon noticing the message from Truden she replied to his text as discreetly as possilbe.
Beatrice awaited her opportunity to speak, taking a seat next to King George. She caught a glimpse of President Cervantes in the corner of her eye, "Disappointing times we live in, are they not, where disrespect is accepted as decorum upon the world stage? Though he was correct about one thing, Rokkenjima is a world power, she's no longer relegated to a status of being a puppet for foreigners to toy with. It's time I represented the Rokkenjima of the present and laid the past to rest." As Limon spoke she turned to the King again, "This matter is no longer about me, quite frankly I forgive the attempt against my life and wear it as a badge of honour; it means I'm doing something right for the world. No, this is about freeing a people from the worst atrocities we've seen since the persecution of the Followers of Earagon." |

Jon took a second to shuffle through papers of notes he had taken over the course of his council term. He then continued his speech, "Yes, while we are a corporate state these corporations have little to do with actions taken by the Thematan government, the same goes for the corporations, the governemnt had nothing to do with corporate agenda's. In this case Themata has nothing to do with the current coup in Tytor, nor do we have any connection to the coporation. The fact that this may be blamed on us because of our corporate status is absurd. The only reason nations of the world speculate Themata is because of Rokkenjima, the CSTO has followed Rokkenjima withoit question because of their current 'world power' status. If I can recall from reports Rokkenjima took nonactions against USR when they took similar actions to what Themata is taking today. If Rokkenjima is out to save the entire world from tyranny they should start in the right place, not Themata. To me it seems as if Rokkenjima is targeting Themata to make up for actions not against USR, it also seems to me and the council that Rokkenjima can easily pick out Themata because of our weaker prestige and younger age than the rest of the TIO. " Limon steped down from the stage and went back to his seat, he waited for the next person to speak. |

Shishkov and Khabarov, for lack of anything else to do, followed him over, then stood around awkwardly with Hayha as there were no spare seats. Limon finished his speech. As Limon walked down the stairs, Usko briefly considered replying. It is not worth my time. Let someone else go first. |

Beatrice, after hurried whispers with Charles and Katherine, took to the stage. Charles stood to her right while Katherine stood to her left. Charles removed a laptop from its carrying case and placed it on the podium and hooking it into a projection system. Once he was finished the Empress took to the poidum. "Honoured leaders and respected diplomats, it feels like it was yesterday when we last faced the threat of an all-encompassing war when the Warsaw Alliance weaponized the G-R3 virus and literally held the world ransom at the Ecclesiarreich Peace Conference, amongst other diplomatic misconduct. While I am disappointed that Chairman Stalin has seen fit to escalate a crisis which was on its way to resolution I am not equally surprised. Many will remember that, unlike Mr. Limon's account, Rokkenjima did in fact move for action against the Warsaw Alliance for abuses against the Followers of Earagon and the G-R3 weapons program; our world stood on the brink of an exchange of weapons of mass destruction which would have left our world unrecognizable. I spoke concerning the issues facing us then, calling for reason and peace to win the day while throwing the full weight of Rokkenjima behind the Covenant, global disarmament of WMDs, a new spirit of international diplomacy and cooperation, while also putting forth measures to address USR abuses against its own people. "In what started as an act of aggression committed against Rokkenjima I have learned that I am not the true victim, nor is Rokkenjima; it is the people of Themata who live their daily lives under threat of being shipped off to a concentration camp, where their resting place will be a mass grave. You'll notice four of my Diplomatic Staff handing you folders, in which are verified documents and photographs from the Thematan regime which show the true depravity they've attempted to hide from the world; I warn you the pictures are graphic, saddening and disturbing. These have been verified as authentic and document Thematan activities in the former Vicarian Empire but, more importantly, executive orders from the Council ordering supporters of Liberty to be sent to concentration camps which means, if Mr. Limon is willing to stand behind his 'taking similar actions' affirmation, several people not even involved with Liberty are likely to be sent to them as well. "The photographs before you, and the video I'm about to play, have been verified authentic via their meta data and digital signatures as analyzed by Rokkenjiman authorities as well as five independent companies. You can see countless men, women and what appears to be youths barely in their teens amongst those buried...excuse me," Beatrice choked with emotion, wiping her eyes with a tissue. "As I was saying, youth are among the dead, and I fear that things are only set to get worse. This video shows us the price hundreds of protesters paid." The lights dimmed slightly as the video began to play, showing hundreds of protesters being shot at point blank range. The video goes on for several minutes before Beatrice speaks again, "And this video documents the war in Freedoms Progress Mountains, showing us a massacre of several innocent men, women and children." Beatrice turns her back to the delegations to watch with them as the cruel brutality and barbarity play on the screen. The sound of gunshots echoing and frightened yelling and screaming are the only sounds audible. When the lights returned to their previous brightness Beatrice looked to President Cervantes, "This is what you've thrown your support behind, these are the criminals you are willing to send your young men and women to die for? I believe you once said you would 'not be lectured on human rights by the leader of a regime that associates itself with terrorists,'. After what you've seen which of us is associating with terrorists because, Mr. President, if what we just witnessed isn't considered terrorism then please tell me what is." She then turned and looked to Mr. Limon. "Mr. Limon, it is not the state of Thematan prestige, nor its age, which are the reasons we find ourselves at odds, and as far as I'm concerned the attempt against my life is forgiven. The actions of you and the employers you represent in an efficient campaign of slaughter and massacre have a much greater bearing on the situation. Once you take a life I'm certain the next becomes easier to take as with each life taken you kill off yet more of your humanity. Shame on you." Beatrice then returned her attention to the assembled delegations as a whole, "Rokkenjima desires a peaceful resolution to the crisis at hand, however, we cannot accept a peace which has its foundation built upon the blood of the innocent Thematan people. At the same time I recognize that military action is not the answer to everything, and that Rokkenjima is a signatory to the Covenant of Nations and has obligations under the Cross-Straits Treaty. We will explore all options with our allies and adversaries, but a line must be drawn somewhere. Themata and Rokkenjima can only co-exist peacefully when her people are free, thus I call upon world leaders to support the indigenous efforts of the Thematan people for their freedom; the Liberal Communist Party and Liberty. Upon my return to Rokkenjima we shall explore revoking our recognition of the Thematan Council as the legitimate government of Themata, transferring such recognition to a LCP-Liberty coalition. "I encourage my colleagues to do the same, and even those who've started their relationship with Rokkenjima on the wrong foot. Despite our differences," she again looked to Cervantes, "I doubt you're a willing accomplice to the travesties taking place in Themata. People rarely act for evil intent and wish to do what is good and right, and my faith in the international community remains so long as I hold that belief. Thank you." Beatrice came down from the podium. Should I go? Usko thought. There's nothing I can say that will make me look independent. Actually, she missed some important points. Usko stood up and walked up to the podium. The microphone was a little low for his liking, but he wouldn't be needing it. "To all of you seated and stood here today," Usko began, his voice booming out across the hall, "a few words must be said by myself. To Messrs Limon and Cervantes, many more words must be said. "It is not asked by myself for the Thematan government to stand down. It is my desire, however, that they answer my questions. Mr Limon, it has been noted that you denied any links to the coup in Tytor. Why, then, do you not condemn it? Any self-respecting government would denounce a coup. Why have you not condemned it? Is it because your nation is supporting the coup? It is known by myself that Mr Davis has been receiving funds from within Themata. Do you seriously have no knowledge of these transactions? I can see only two options. Either your government is incompetent, which is doubted by myself, or it is malevolently intentioned. "Why do I doubt your incompetence Mr Limon? I doubt it because your government has so far successfully conspired to stay in power. Judging by the size of the protests in your country, your government has not stayed in power through democratic or even popular means. The photos, films, and recordings that have been given you are proof enough that it is only through exterminatory means that your government has stayed in power. That, and by conniving with big business. "It may have reached your ears, Mr Limon, of the scandal in my country regarding corruption organised by the Makarov Company. Why do I tell you this? Because the funds to finance such infiltration came from Themata, in particular the Lazarus organisation. Why do I mention this? Because it indicates just how much power corporations hold in your country. When one leading company is able to organise a coup, and another is able to prepare one, it indicates nothing less than gross negligence on the part of the government. "It is not my opinion, however, that it is negligence alone which allowed these companies to undertake such acts. The fact that your government has failed to offer any clarification of your position until thirty minutes ago underlines that fact that your government is either monumentally incompentent - since they did not attempt to explain either situation -, which I doubt, or it is conspiring with these companies to undermine genuinely popular government and replace it with stage-managed shams. President Cervantes opened the folder and his mind began to race. "Are these real?" "Could I have been deceived?" "Could these be a Rokkenjiman ploy?" "Yes these must be real. Must they?" "How could they do this?" "Why would they do this?" He maintained a straight face, but on the inside he was crushed, horrified, and angry. He was so lost in thought he didn't even realize Usko was speaking until he stepped down from the podium. He wanted to say something, but he couldn't. He wanted the Thematans to answer the questions that had been asked. He disliked the fact that he had been made to look like a fool on the world stage and he disliked that he had been so blind to the truth. "The Empress was right" he thought to himself "As much as I hate to admit it the Empress was right, at least about the genocide in Themata" He wanted to scream, he wanted to leave, but he didn't, he stayed put and he stayed quiet. He kept his eyes on the photos, he knew that if he looked up even with his straight face the other delegates would be able to read his thoughts like an open book. The delegates from the Federation of Blue Shadow were sat on the edge of the auditorium, somewhat aside from the other delegates. They spoke in hushed whispers as the film of the atrocities being perpetrated in Themata were shown. Nudging one another, they commented on the sad state of affairs in Themata. They couldn't believe that such events could continue unabated for so long without the international community finding out. They were glad that they had sided as they had done with Rokkenjima. Lozano nodded in acknowledgement of Beatrice as she stepped down from the stage. They continued to listen as next, Usko of Chernobereg stepped forward, and bombarded the Thematan delegates with questions. Lozano thought antagonising them may not be the best way to go, but then again, if it leads them to implicate themselves further then it could work in their favour. Limon's hands started to shake as he looked through the folder, sweat poured down his face, he looked around paranoid. He started to become nausus as if the world was spinning. He felt like he could hardly stay in his seat as the world around him rocked back and forth. Each of Beatrice's words struck like bullets ripping through his chest. His face red, a headache ripped down the middle of his head down his spine, he wanted to scream in helplessness amd rage. He wanted to shoot everyone in the room, he thought round after round, they will know the regime then!. He then leaned over to Hessian. "It is time for those orders, stand ground we are going to war." He said with a stutterong voice Limon's thoughts ran through his head constantly, they will kill me if I don't declare war here and now, Oh no, fuck fuck fuck. Once the stage was clear, General Limon seemed to be shuffling through papers calmly, he took deep breaths. He walk up to the stage appearing from the back of the room. "Um, fellow nations, I am General Limon. Brother of Mr.Jon Limon and the most prestigous General in Themata. My troops have also been killing, innocent protestors. I gave the orders myself under the misconception that these 'rebels have been commiting genocides themselves. I was not informed however of the camps, nor was I aware we were about to goto war. I was completely misguided, today I strongly beleive that we live in an age of guided missles, but we have misguided men. I took an oath, to lay down my life for my people, and I am doing just that. I will join Rokkenjima and not recognize the current government of Themata legitimite." The general then looked at his brother. "My men only follow these orders because they love me, they trust me, they trust my words. And I think you me know that you don't want to piss a Thematan off." He looks out to the crowd. "As of now my forces no longer belong to the council." He steps off the stage and takes a free seat up front. Hessian walks out in anger and Jon Limon sits as of he is shell shocked. |

Simon stared at Mr. Limon, knowingly he would be shocked by the photos. A bitter silence grew along with some whispers. Simon cleared his throat and gestured one of the observers to come over to him. He said to the observer, "Take a picture of this, this is history." The observer rushed back to her seat and pulled out her camera. She snapped a shot of Mr. Limon viewing the pictures along with Empress Beatrice. As she put her camera back he nodded. Simon felt sympathy for Mr. Limon. He knew he had been caught. He also feared for Mr. Limon; a court case could be filed and he would most likely be killed. He felt something anticipating, something that seemed small, but had the potential for a breakthrough. He swallowed and said, "Leaders, if you will excuse me for a couple minutes." He rushed out of the conference and shared the news with many of the wandering officials. |

It is clear now what has happened, The Thematan Council has deceived Albanoran and Thematan alike and has committed horrible atrocities that cannot be allowed to continue. It is also clear what we must do, we must aid the Thematan people in breaking the chains of oppression. I would like to assure the world that this is not the end of the LOAR, it is only just the beginning. Beatrice sat, almost shocked after the continuous shock and condemnations as well as the defection of General Limon. She looked to George with a look of confused approval. "It seems there's more goodness in the world than I've given it credit for. All that I've worked for since taking the Throne hasn't been a waste of time," she finished with a smile. Beatrice returned to the podium, "General Limon, if there's anything that I and Rokkenjima may do to assist your efforts you need only ask. Rokkenjima is not an enemy to Themata or her people, nor is she an enemy to the League of Allied Republics. Although our initial reaction was perhaps rash I believe our interests in a free and prosperous Themata are shared, and feel we should all work together towards those ends." Beatrice paused, "I also applaud President Cervantes and affirm my belief that he was ignorant of the ongoing events in Themata when he declared his allegiance to Themata; no one may implicate him or question his motives as he's proven my initial suspicions of his character right. While we've had our differences I can hold little against him and hope that we can come to a new understanding with each other, and our nations, in the future. Until formal moves are made towards such ends Rokkenjima shall not view Albanor as an adversary, but as a potential partner for many underlying common ideals, though our approaches towards these ideals are different. I do hope the President shares my sentiments. "I wished, and still wish, for Rokkenjima and Themata to share close bonds given our close proximity to each other; never did I wish for our nations to be enemies. We, together, must support the Liberal Communist Party and Liberty with all resources and materials necessary, and we must ensure that those who support the former regime, namely the Warsaw Alliance, do not stand in the way of a liberated Themata. He listened to speech after speech condemning the Themata government. But the General. That surprised him. He never thought someone so weak could become a general and have power. How easily these people accept the defection of General Limon thought Latimer, the minister of defence for Blue Shadow. How easily they forgive his mistakes with a simple apology. He knew what they were doing all along. He must have... After a whispered conversation with Lozano, Latimer stood and spoke from his seat, for his booming voice needed no podium to help it spread around the room. "Excuse me for the interruption, but we are not so welcoming of the defection of this General Limon. How can you simply accept an apology for the atrocities he ordered to happen? History has condemned those that carry out heinous acts, regardless whether they thought they were doing the right thing, or simply had no idea the extent their orders went to." He spoke with a little derision in his voice. "Even if his men were willing to follow his lead, do we know how long it will last? How can we be sure the liberty of the Thematan people will be assured with a military used to slaughtering them without a second force? I'm truly sorry for General Limon's misguided actions, for surely he has been poisoned by his brother. But we cannot trust anything that we are told by the Thematans today. "If the outcome of these talks are as we hope, then I suggest that we, the allies of Liberty and Freedom, each contribute some of our military to keep the peace in Themata, to allow for a peaceful transition, while a new government is appointed by the people, and while those responsible for the atrocities are brought to justice." With that he sat down, pleased with his oration. Lozano even seemed to look at him in a new way, this career soldier turned politician could really speak when he put his mind to it, he thought. |

Once Latimer had finished speaking Beatrice stood in reply. "Latimer has raised some crucial points which I feel must be addressed as we move forward. While General Limon will have to address these questions it falls upon the forces aligned with the people of Themata to ensure an environment which is able to foster their liberty is allowed to develop. "I second the suggestion proposed by Latimer, and propose that a Joint Peacekeeping Force to be established. This JPF will allow for the peaceful transition and provide the new government an assurance of security and stability as they take the reigns of power from their oppressors. Rokkenjima shall be producing a list of corporate and political leaders which are implicit in the crimes of the regime, and from there we may assist the Thematan people in bringing them to justice. Rokkenjima hereby pledges a force from the Imperial Army of 20,000 women and men, a detachment of RK-80s as well as our naval forces in the region to the JPF, if approved by the assembled nations." She sat with lifted spirits, knowing that the work she and other leaders had accomplished would see a free Themata finally rise. |

Themata has a military tradition called Eptisi, Eptisi is Thematan for Loyalty, Courage, Sacrifice and honor for our people. It means a soldier can disobey political and Generals orders. This concept is followed so dear to the soldiers heart that t it can also used to easily deceive and manipulate. That was the vary reason a soldier was willing to follow the orders passed down from me. I didn't follow Eptisi, even if I knew deep inside that I was doing wrong. Our troops train for a year and a half getting this concept drilled into their head. But it doesn't mean that they won't trust my orders, I have fought personally with my men on the battlefield, I have seen the true Thematan In their eyes, I can see that they are also not sure of their orders. That is how I can assure you my troops will follow my orders, they know that I am ashamed, and so are they. To answer-" The Generals beeper goes off loudly halting him from talking, he tries to turn it off but it sounds louder. "I am truly sorry, a moment please." He answers his phone and walks outside. A few minutes later he walks in, "My troops are being pushed out of Themata as of right now, 2,543 caualties have been recorded and counting, I am asking. For help as of now, if we lose our positions Themata is lost and you'll have to fight the majority of the Thematan Military to 'Liberate' my people. My men only have several hours before they completly route from Themata, I am asking for immedite action to be taken. No word from the communists rebels within the country yet, I fear for them." |

Lozano looked around the room. Then he glared at Latimer. Look what you've done, you bloody fool! he thought. Things had quickly gotten out of hand, and a decision had to be taken immediately. How could they be sure it was not all an elaborate plot to coax the allies into stepping foot into Themata, only for General Limon and his men to return to their original posts, and for the Warsaw Pact to then step in and cause a real ruckus... "This is all happening too quickly. We cannot make a decision without the full backing of the Elective Council" he said to Latimer. "They approved the use of our military to resolve this conflict already, I don't see why you want to talk about it again" responded Latimer. "Because we agreed to provide peace-keeping forces if agreed to by the Thematans attending this conference! Not to go in their all guns blazing while they try to use military force to retain their hold over their country. And it is their country, Latimer. We should never have gotten involved." "What's done is done." Latimer mused. "I'll make a call. I think we have to follow this through..." Latimer exited the room. |

News of these events could inspire similar movements within the USR, and the same weight behind the movement to free Themata could easily turn against the USR as well if it's shown that similar atrocities are still taking place within your borders; support for the Thematan regime would only increase the risks against your government. The international community could very likely aid such movements in the USR, although I believe we can both agree that a war between our powers isn't in our mutual best interests. "Rokkenjima has made strides in reducing the amount of oil it needs to about 35% of our daily energy needs. I would be willing to sell our excess oil to the USR at a reduced rate, as well as an increase to humanitarian aid should you pledge your non-involvement in the Thematan Revolution. We no longer live in a world where the press of a button can cause mass damage and casualties to our adversaries, (OOC: ban on WMDs) and while I've disagreed with your policies I've never believed you to be a foolish man. Let us come to an agreement, and uphold the peace between our nations which was so hardly fought for." The Empress waited to hear Stalin's reply. During her last encounter with the Chairman she learned that simple diplomacy wasn't enough to move him, action and force seemed to be his currency of choice. She now saw greater value in her decision to deploy Regina to join Task Force Kraken in the Sea of Kyne, as it provided a credible missile capability within range of the USR. Her hopes were on Stalin seeking to preserve his best interests over those of the regime in Themata. |

We will deploy submarines right on your doorstep to say hello to any of your Merchants or warships that might pass by. I will also tell my troops to prepare for a vacation down south. Beatrice shook her head, "So you've chosen to threaten instead of engage in a diplomatic resolution, ignoring your obligations under the Covenant of Nations, of which you are treaty bound to uphold. By taking this course of action you would be committing an act of war against the entirety of the Covenant as well as the CSTO. I would urge you to reconsider one more time, as the credibility of your government, perhaps even its survival, may be in jeapordy should you insist upon declaring war upon the Covenant. "This is not a threat, but a mere summarization of the realities of the situation. The Rokkenjiman and Quinntopian navies alone provide a capable force against your navy. Any moves against Chernobereg would force the CSTO to act in their defense, and while I could elaborate I believe Usko has summarized the realities better than I could have at the moment. I recognize that you have wished to strike at the CSTO for some time now, however, I would advise against over confidence in any ability to cripple the CSTO." Beatrice turned to Usko, "You've addressed the situation well, better than I could at the moment, and you know that the CSTO stands behind Chernobereg should fire be exchanged. If Stalin proves that his word is meaningless in his obligations to the Covenant they, too, shall stand alongside us. Latimer returned to the room amid the commotion. He spoke briefly with Lozano. "We have a green light" said Latimer, raising his eyebrows excitedly. "Fine, Latimer, that's fine. But let's play it slowly now. No need to go in all guns blazing, is there?" "That's a shame, but as you wish Charlie boy." Lozano approached the hubbub, having heard most of the conversation. He exchanged quick greetings with Beatrice and Usko, before turning to Stalin. "Chairman Stalin, you may remember me from the Covenant of Nations signing ceremony. It is nice to see you again, albeit under such circumstances. Far be it for me to lecture you about the decisions you make and the alliances you wish to form, but it seems strange to me that you should be supporting Themata in the face of so much opposition. Lest you forget, you too signed the Covenant of Nations charter. All of us present are here because we wished for a peaceful resolution to this conflict; it appears that, aside from the bloodthirsty corporations trying to hold on to what they've got in Themata, you are the only other obstacle to avoiding a full blown conflict. "I can see why you'd take a stand as you have, but we're not asking you to back down on your principles. Simply withdraw your backing from a Themata that, one way or another, will have its liberty and no longer wish to be a member of your Warsaw Pact, and allow the previous status quo to reassert itself. "You are your own man, and I respect that. But you have a decision to make now, and a foolish decision will not benefit your own interests." |

"Are you quite sure that I am the aggressor? It is you who is attacking Themata, a WARSAW member. We are simply aiding our ally against the CSTO. You are the ones who started this. Attacking the government of Themata and assisting in the revolution of a ally of the USR, forcing us to go to war. You are the ones disturbing the peace. Deploying soldiers in their soil instantly caused all of WARSAW to go to war with you, so you are breaking the Covenant of Nation's Charter. Halt the deployment of soldiers to Themata and we will stop Waring with you. Planes can fly over mountains Usko. If 10 die to kill 11 then that would be a victory. I do not overestimate WARSAW military. I know that most of my men will die. But so would most of yours. Also, when was Themata asked to join the Covenant? I doubt they know it even exists. Under Article 15 they must be invited to join the covenant and its obligations for the purpose of the disputes. As Eva is the Secretary General, I would have thought it was her job to ensure world peace, especialy considering that her own country is involved in the conflict. I ask you to reassess the situation. Halt the deployment of soldiers to Themata, a WARSAW member, and we will be at peace again and this can stop. Perhaps if we used the covenant to prevent war we could get somewhere without killing each other." |

We offered a force for peacekeeping purposes; the Covenant supports defensive military action. I am more than prepared to retract that offer, if that is what is preventing you from fulfilling your obligation to the covenant, rather than protecting a regime that has lost its credibility. You see, Mr Stalin, it is you that needs to reassess the situation. "I do not personally trust this Stalin man, I don't trust the election either if USR is hosting it. If their government is responsible for similar actions Themata has taken then I refuse to let them influence our nation. Please, I am asking you, support the war effort, don't settle these terms. Even if the people do elect new officials the corporations are still based in Themata and they are nearly impossible to move because of their foothold there. Our votes have never counted, what makes you think they will in the hands of the USR?" General Limon then left the hallway and went back in the conference room. |

Beatrice smiled before replying to Stalin's proposal, "I am pleased that the Chairman is interested in a peaceful resolution, however, I must note my concerns with his proposal. As the Secretary-General of the Covenant stated the plan as proposed by the Chairman should be the basis of an internationally approved, multilateral effort. Given the controversey surrounding the USR's treatment of their own citizens and the potential suppression of democracy it would be irresponsible to hand Stalin the keys to another nation without checks and balances. I propose a multilateral team to monitor the transition to a government chosen by the people through a free, open and democratic process verifiable by all nations." "The situation in Themata is of grave concern to all nations. We've seen a coup in Tytor in addition to the revelations saw at this Conference, thus an international answer is the only way forward.
