After reviewing the content on the letter, Minister of Foreign Affairs Igor Rubica invited the Dijeli ambassador to discuss the topic of political and economic friendship at the Department of The State building. As the Foreign Minister waits for the arrival of the Dijeli ambassador, he had ordered his intern to get a pot of Verovian Coffee along with cream and sugar prepared for the talks.

The Dijeli ambassidor, Vert Andersson, arrives at the Department of the State Building with a small entourage including his deputy and a pair of aides, ready for the discussions with the Verovian minister. "Good afternoon, you must be Mr Rubica" Said the ambassidor, shaking the minister's hand as he was ushered into the conference chamber "How very nice to make your acquaintance. I see you've recived our letter" |

"Indeed, and I hope that this conference will be the beginning of a long term friendship between our two nations. Where would you like to begin" Rubica asked. "Shall we start with economic or political agreements?"

"Economic, if it please you, we believe that a simple free-trade agreement would form a solid basis for our alliance"

" I to believe that a free trade agreement between our two countries would be very beneficial, I would also like to propose no Tariffs on goods Imported to Verover from Dijel in order to increase trade between our two nations. We would also like to propose no land taxes towards Dijeli land owners in our empire during the first 5 years of ownership with the condition that construction contracts of manufacturing and production in these properties be granted to Verovian corporations and vice versa. Furthermore, we propose visa exemptions for both nations."

"I belive that we can subscribe to those economic points, although perhapse we should look into standardising external tariffs before dropping those between our two nations, otherwise we would be opening up a potential tax loophole. On the idea of visa exemptions... perhapse we could expand on that; freedom of movement would be benefited by cooperation between our police forces, which would allow free movement for buisness or leisure, but prevent criminals using the opened boarders to escape justice"

"I agree with your statements", said Rubica. "I will send a proposal to your monarch and my Emperor if these are the terms your country would accept."

"Very good, I shall relay our agreement to the office of our Prime Minister; for the record, these must first pass parliment, but I have no doubt they will seem more than acceptable, so that process is in many ways a formality. Is there anything else you wish to add? If not, perhapse we could move on to other matters?"

"Let's move on to defense, what do you have in mind?"

"A mutual defence pact would be ideal; it would increace both of our abilities' to deter foreign aggression, while making no comitment to wars of conquest. Failing that, we would settle for a non-agression pact"

"We would like to accept your terms of a non-agression pact and is interested in offering a defense-pact, if you are interested of course.'

"A mutual defence pact would be our preferred outcome, so of course we would be interested in this. On a related note, what is your stance on joint operations exercises? If you are willing, we would be interested in conducting small-scale joint exercizes, to better prepare our troops should they be called upon to fight side-by-side" Just then, one of the Dijeli ambassadorial aides craned over Andersson's shoulder to whisper in his ear. After a brief hushed exchange, the ambassador turned back to the conversation. "My friend here informs me that we have just recived a message at the embassy, from Dijelibeybi" Andersson explained "The honorable Prime Minister has recived word that there may be other nations in a similar... predicament to our own. He wishes to know what your opinion would be on, perhaps, introducing them to our talks?" |

"I am very interested in the identity of these nations and would like to introduce them to our discussion. Also, my nation would like to participate in joint exercises, once every two months if that is ok."

"I will forward your agreement on joint military exercizes to our Defence Ministry, hopefully they shall be in contact with your military people to finalise the details. On the idea of new nations, however, I am afraid I must dissapoint you; it was merely a proposition. My people were lucky to find such strong allies in yours, my friend, and this has helped us greatly, for together we are stronger. Others do not have this, so it was our thinking that they would be interested in becoming involved, should we be contacting likely nations"

"No, we are quite satisfied with what has been achived at our conferance, and look forward to working with you as allies. As we mentioned, we have made overtures to Queen Kangela of Ndambia and Kajikya, whom we hope may see the benefits of joining our alliance"

"Yes indeed." Rubica was then approached by an messenger. "I have received a request from my Emperor that he would like to create a name for our alliance. He has requested the CIS, or Confederation of Independent States. Since the Kingdom of Ndambia and the Kingdom of Kajikya have interest in joining our alliance, we can make them observer states. Is the following terms acceptable?"

|
"While I have no issues with the naming" Andersson replied "There is one point I would change; if Ndambia (which is one nation) will agree to join us, I propose that they be given equal status, as they would be signed to the same principals of mutual defence and free trade as us"

"After speaking with my Emperor, we agree to allow Ndambia into the Confederation of Independent States, but there is one exception. They must not join the Covenant of Nations, as well as you. We propose this because our nation wants to make sure that all members of the CIS are loyal to one another. If you don't think our proposal is good, you can tell me and this idea will go off the table."

"I can see the logic in that, although imposing such conditions so bluntly may be folly while negotiations are ongoing. It is true that the Dijel has no part in the Covenant of Nations at present, although that does not mean we will not explore such routes in the future. Perhapse it would be wiser to broach the subject again later, when we are all assembled. If we all speak together at the international table, we may achive more than if we shun them altogether"

"Quite so. I belive we have achived great things at this meeting, and I hope we have laid the foundations for a lasting alliance" Andersson rose to shake the hand of the Verovian Minister, before he and his staff took their leave. He left with a parting remark for Rubica: "We shall return to our embassy, should you ever have need of us. 'Till then, my friend" |
