![]() From the Desk of the Secretary-General A Call to the Nations of the World Good evening, As war rages across our world and the Covenant focuses its efforts on restoring peace and order I would like to implore the leaders of the world to direct their energies towards the concerns of human rights, prisoner's rights, and towards efforts to reduce hunger and poverty through means which are already at their disposal. I implore the Council to come together to produce a 'Universal Declaration of Rights' which would be accorded to citizens across the world. This Declaration would enshrine our common beliefs that all people, regardless of location, are entitled to a set of irrevocable rights including freedom of religion, freedom of movement, freedom of information, freedom from fear, as well as establishing as a right a fair and adequate standard of living. If the peoples of the world are free then yet another friction will be removed from the equation of violence and strife, lifting peoples around the world into a new and better standard of living. Tranquility between our peoples is an essential component towards tranquility between the nations and must be pursued fully. Recognizing that war has broken out across several theatres questions regarding the treatment of prisoners of war will be brought into question. To these ends I propose the establishment of laws concerning the conduct of war, and the conduct shown towards prisoners of war. The rights of the many can only be ensured by the rights we accord to those with the most to lose; those accused of crimes whether they be committed during the conduct of war or on the streets of our cities. Without rights in place to determine their treatment any woman or man could simply be accused of a crime, or be labeled an enemy combatant, to strip them of their rights which is a situation I feel none of us wish to see develop. I also call upon world leaders to pursue debt relief to the indebted nations of the world as this debt only sows the seeds for future discontent and limits the ability of the indebted to meet the needs of their people. This, coupled with a global initiative to lift individuals from poverty and hunger, will see these plagues of human origin wiped from the face of our world. There is much more to gain in working together than holding onto the greed of money! Let us work together towards a better world for ourselves and future generations. ![]() Imperial Decree Rokkenjiman Support for the Initiatives of the Secretary-General The First Empire of Rokkenjima supports the initiatives put forth by the Secretary-General and seconds her call to the world. While we are limited in addressing the natural tragedies of the world we are more than capable of curing those created by man and must do all that is within our power to see such stains on the fabric of history cleansed. We must ensure that a common set of rights exists for all peoples, including prisoners and those accused of crime, are in place to act as a further safety net, lest the falsely accused suffer the consequences. Simply because one is a prisoner need not mean they need to be disregarded as being less human, no, we must not lower ourselves to treating them with barbarity. In support of the Secretary-General's initiatives Rokkenjima announces her interest in clearing any debts held by nations with the First Empire. As a majority of these debts would have been acquired under the Federal Republic I can hardly count them as valid as it is. I also suggest a further effort, the establishment of a Global Monetary Commission, to ease situations of extreme debt and to act as a stabilizing force for the global economy. We must also establish a commonly trusted organization to rate sovereign debt risks as a further measure for stability. In short, Rokkenjima dedicates itself to the path set forth by the Secretary-General, and hopes that we will be joined by our neighbours near and far in creating a more fair and equal world.
