Request: Make legislation more accessible; Legislation needs to be laid out a bit better with order of seniority.

Speaker of the Senate,


I have absolutely no idea whather I'm in the right place, but I would like to draw your attention to the Criminal Code (2013)

Firstly I would like to ask why the ammended criminal code is below the original criminal code and not in fact above. Provided that the ammended criminal code is in fact enacted, should it not be at the top of the page for easy access? In theory I should not need to read the original, only the up to date criminal code.

I would also like to ask for a table of contents. The reason for this is legislation, particularly in this case is lengthy and split down into multiple headers. I think that it would be ideal to have a table of contents to quickly access each one. I would also like to suggest at the end of each section that a ''back to top'' link be provided as a short cut to getting back to the contents (which may not in fact always be at the top of each page).

Furthermore I would like to request that definitions are linked to directly as footnotes eg note[1] which would link to...

1. Note - Meaning an extract of text that is of some importance.

For example.

In the interests of clarification, I would like to ask how the clauses, sections...or paragraphs are referred to. Is an act an article? Or is an article the 1st level header? Are 1st Level headers sections or paragraphs? The reason I ask is that I would like to be consistent in how I refer to legislation.

In the interests of accessibility I would like to ask that 1st level headers are given an increased size and that the text inside is indented so that we can clearly see where the breaks are between articles/sections in the text.

I would like to point out that the heading above (15) is not in bold and from the look of the text should be.

Could I also ask for an explanation of why the headers have not been numbered and instead each clause has been numbered? Typically in criminal codes that are divided into different sections the numbering is restarted again to reflect the clause that the article is referring to rather than the entire page on the whole.

I appreciate your taking the time to read through my requests for changes and information.

I would agree with this statement. I will discuss it with Elpidia when he returns. However, for now I have swapped the two of them around so that the amended text is first.

This would require a significant amount of BBCode work, make amendments difficult to manage and generally just make things difficult. Publishing it in PDF format, however, may be easier and more effective. Again, I will consult Elpidia.

As for everything else, I believe we will require a public consultation regarding how laws are structured. Any changes to this Act, however, would have to come in the form of an amendment.

I'm not sure if people will have enough time to write nightly updates, but I'm sure publishing each Act in PDF format would be easily achievable. I'll write up a motion tomorrow or Friday to trial it with the new (and generally shorter) legislation.
