Senate Expansion Act (2014)

The following bill, proposed by myself and Senator CGJ, shall be up for debate at least until 4/21/14.

Senate Expansion Act (2014)

An Act to outline expanding the size of the Senate and amend the Senate Size Act (2014).

Short Title

(1) This act may be referred to as the Senate Expansion Act (2014).

Provisions

(2) This Act authorizes the Grand Chancellor to immediately expand the size of the Senate to nine (9) members.

(3) When expanding the Senate, the Grand Chancellor shall appoint the next highest ranked candidates from the most recent Senate Election.

(4) This can be determined by selecting the highest scoring candidates from the final calculated round of votes.

Amendments

(5) The following amendments shall be made to The Senate Size Act (2014)

(6) Section (2) shall be amended thusly:

“(2) The number of seats in the Senate shall be nine (9)”

(7) Section (3) shall be amended thusly:

“(3) If there are fewer than nine (9) nominees for the Senate, the size of the Senate shall be reduced to seven (7).”

(8) The following section shall be added after Section (3):

“(4) If there are fewer than seven (7) nominees for the Senate, the size of the Senate shall be further reduced to five (5).”

(9) Section (4) shall be amended thusly:

“(5) If there are fewer than seven (5) nominees for the Senate, the Grand Chancellor may appoint members to fill the empty seats.”

(10) The following section shall be added after Section (5):

“(6) If there are more than eighteen (18) nominees for the Senate, the size of the Senate shall be increased to eleven (11).”

Perhaps we could/should consider a change to the rules for standing for Senate or Premier while considering changing the size. As elections were announced quiet a few people came in and nominated themselves despite not having had any involvement at all with the region. Perhaps like for the map we should have a number of posts qualification, nothing to high to put of new members standing but something so they at least say hi before nominating themselves.

I'd support changing the Senate to nine members too.

I've noticed that Section (8) is unnecessary because, aside from the automatic section number increase, we are not making any amendments.

Just so everyone knows, the people appointed to the Senate will be Ravenwood (was eliminated in the last round vs Tristantania) and Arpeggi (eliminated in the round before). Thus I propose amending Sections (3) and (4) to:

DaveIronside: I agree, however that would require a Constitutional Amendment – which I support. This may be done slightly later, as the Premier should be consulted as well.

I agree with CGJ that the senators added should be those that narrowly missed out, seems by far the fairest way. I have no problems with us looking at some kind of qualification for nominating yourself later.

I'd support changing the Senate to nine members too.
Users are required to have half a dozen RP posts before they are added to the map, although they may lodge their claim before they have that if they wish.

I would support the act too, with DaveIronside's reccomendation for candidates to have certain requirements, although increacing the senate size to 11 seems a little excessive to me, unless the size of tje region increaces dramatically.

I support this Act, and will be sharing proposals concerning electoral reform in the coming days. An idea I've shared with Storm (and other Senators) as we discussed the term limits he brought up was further requirements for Premier candidates, and a measure to protect the integrity of our electoral system. I've submitted my proposal here and will be writing up an Electoral Integrity Act upon the completion of this post.

If ther were seven nomenees, then wouldn't all of them be elected regardless? I can only see a need for appointments if it were at 5 or below, so a significant number of seats were unfilled.

We need to move this along if we want the new Senators to be able to participate as much as possible. For reference here's the Senate Size Act with the latest proposed amendments.

I don't really like the idea of (6), automatic increase to 11 for 18 nominations.

Just having a lot of nominees doesn't necessarily mean there needs to be a lot of Senators. The decision to increase the size of the Senate ought to made after consideration by the Senate of an increased number of active and engaged members in the region.
The new Constitutional Amendment requires candidates to be active members of the forum, so one would assume that if there are 18 active members wanting to join the Senate, nine places simply wouldn't be enough.

I don't think six forum posts exactly qualifies one as active. This is why I think the Senate should have to make all enlargements on a case by case basis, you simply can't quantify or legislate "active."

I think six is fine for their first election, but if they still have six by the second time they stand then I wouldn't call them active, perhaps an alternative might be their average posts per day stat.

Who's to say that number (6) can't be increased?
Really the post count is not so much to ensure activity, in my opinion, it was to make sure people don't join the day of the nominations and run for Senator. That being said, we really ought to make it a time requirement.


I'd like to motion that the following version of the bill, excluding (6) be moved to vote.
