The following bill shall be up for debate at least until 5/2/14.

Imperial Administration Act (2014)

An act to provide for the creation, maintenance, and administration of the dependencies of the Independent Order.

Short Title

(1) This act may be referred to as the Imperial Administration Act (2014).

Definitions
(2) For the purposes of this act the following terms are defined as such:
Imperial Government: The government of the Independent Order
Dependency: Any region under the protection of the Independent Order
TIO: The Independent Order

Levels of Dependencies

(3) Dependencies shall be organized into three levels of sovereignty, as follows: Dominion, Colony, Territory.
(4) The status of a dependency shall be determined by the Senate. The status of a Dominion, however, may not be changed without a plebiscite of the members thereof.

Dominions

(5) A dependency classified as a Dominion shall be entitled to a responsible, representative government.
(6) Upon the creation of a Dominion a constitutional convention shall be organized by the Imperial Government from the members of the Dominion.
(7) The powers not delegated to the Imperial Government by this act, nor prohibited by it to the same, are reserved to the government of a Dominion.
(8) The Imperial Government shall be responsible for the foreign relations and defense of Dominions.
(9) Changes to the constitution of a Dominion may be vetoed by the Senate.
(10) The High Court of the Independent Order shall be the court of last appeal for Dominions.
(11) The Imperial Government shall be represented in a Dominion by a Governor-General, who shall be appointed by the Grand Chancellor with the consent of the Senate.
(12) The Governor-General of a Dominion shall act as the head of state of the Dominion, but shall not exercise a role in the internal politics or administration thereof.

Colonies

(13) A dependency classified as a Colony shall be governed by a Council, elected by the members of the region.
(14) The powers not delegated to Colonies by this act are reserved to the Imperial Government.
(15) The Colonial government shall be responsible for the internal administration of the region.
(16) The Senate may make laws governing a Colony or Colonies, any such laws shall be supreme to Colonial laws.
(17) The High Court of the Independent Order shall be the court of last appeal for Colonies.
(18) The Imperial Government shall be represented in a Colony by a Governor, who shall be appointed by the Premier with the consent of the Senate.
(19) The Governor of a Colony shall act as the head of state and government of the Dominion. He or she shall chair the Colony’s Council, and shall be a voting member thereof.

Territories

(20) A dependency classified as a Territory shall be directly governed by the Imperial Government through an appointed Commissioner.
(21) The Commissioner of a Territory shall be appointed by the Premier. He or she shall act as the administrator of the Territory, under the control of the Imperial Government.
(22) The Senate may make laws governing a Territory or Territories.
(23) All cases arising from a Territory shall be handled by the judicial system of the Independent Order.

Governors-General, Governors, and Commissioners

(24) Governors-General shall serve at the pleasure of the Grand Chancellor.
(25) Governors and Commissioners shall serve at the pleasure of the Premier.
(26) If the government of a Dominion is not satisfied with its Governor-General the government of a Dominion may return him/her through a vote of no confidence thirty (30) days after he/she shall have been appointed.
(27) Governors-General, Governors, and Commissioners shall be appointed from among the members of the Independent Order.
(28) A Governor-General, Governor, or Commissioner shall, upon appointment, create a nation to place in the dependency to which they have been appointed. This nation shall be used to act within the dependency, and shall be named as such: "The [pretitle] of [Governor-General, Governor, Commissioner] [Name Used in TIO Forum]"

Thanks for the typos and structural fixes.

As far as your second point goes, I disagree. I think Dominions, being mostly self-governing and therefore the most important, should have their Governors-General appointed by the Grand Chancellor. However, I believe the Premier should be in control of the other two, less delicate, appointments.

The Grand Chancellor ought to be, and probably wants to be, given the least amount of power affordable.

The Premier would be in control of the other two appointments, he/she would just have to instruct 'advise' the Grand Chancellor as to who he should appoint.

It's the generic system used, at least in the UK. E.g. the British Foreign Secretary 'advises' the Queen as to whom shall be appointed as Governor of the Falkland Islands.

First off, really good job. I was hard pressed to find anything, and missed both of my quibbles on the first read-through. Additionally (and no, this is not a problem):

A governor-genera/governor/commissioner represents the Head of State, in this case the GC. This is consistent from Aruba to the Cook Islands, it is always the case that the HoS should formally appoint his/her own representative. Whether or not the actual decision is made by the Grand Chancellor is irrelevant.

I recommend the following:

Forgive my ignorance but this seems to be about the whole "Raiding / Invading/ Defensive" issue. As a newcomer to all that I'd like to clear a few things up before I'd cast my vote. Hope no-one minds explaining this to me.

As I understand it we would under the Premiers Enlightened Imperialism identify a Region which would be at risk of an invasion. For sake of my rambling I'll call it Region X. So we all pile into Region X under the guidance of our chain of command. We endorse one person so they become WA delegate. We would then control their region on NS, thus saving a small region from being destroyed by people like the Black Riders. We then make them one of the various status laid out by this Act. The aim being they can then either remain a small close knit Region without fear of invasion as we protect them, or we help establish them as a fully functioning Region in their own right. We would however not have any impact on their version of zetaboards.

Now thats my understanding of how this works. As I say I'm new to the concept of the NS raiding stuff. So could someone point out where I've got this wrong if I have. Thanks

I suppose that's alright then.

However, I have reservations about allowing the head of government of a dominion to advise the GC on who to appoint. Firstly, we should be appointing our own representatives. Secondly, the GG has to come from TIO, how would the Dominion know about any of us?

I suppose that's alright then.

(17) The High Court of the Independent Order shall be the court of last appeal for Colonies.
(18) The Imperial Government shall be represented in a Colony by a Governor.
(19) The Governor of a Colony shall act as the head of state and government of the Dominion. He or she shall chair the Colony’s Council, and shall be a voting member thereof.

Territories

(20) A dependency classified as a Territory shall be directly governed by the Imperial Government through an appointed Commissioner.
(21) The Commissioner of a Territory shall act as the administrator of the Territory, under the control of the Imperial Government.
(22) The Senate may make laws governing a Territory or Territories.
(23) All cases arising from a Territory shall be handled by the judicial system of the Independent Order.

Governors-General, Governors, and Commissioners

(24) Governors-General, Governors, and Commissioners shall be appointed by the Grand Chancellor, on the advice of the Premier, and serve at the pleasure of the Grand Chancellor.
(25) If the government of a Dominion is not satisfied with its Governor-General the government of a Dominion may return him/her through a vote of no confidence thirty (30) days after he/she shall have been appointed.
(26) Governors-General, Governors, and Commissioners shall be appointed from among the members of the Independent Order.
(27) A Governor-General, Governor, or Commissioner shall, upon appointment, create a nation to place in the dependency to which they have been appointed. This nation shall be used to act within the dependency, and shall be named as such: "The [pretitle] of [Governor-General, Governor, Commissioner] [Name Used in TIO Forum]"

Forgive my ignorance but this seems to be about the whole "Raiding / Invading/ Defensive" issue. As a newcomer to all that I'd like to clear a few things up before I'd cast my vote. Hope no-one minds explaining this to me.

As I understand it we would under the Premiers Enlightened Imperialism identify a Region which would be at risk of an invasion. For sake of my rambling I'll call it Region X. So we all pile into Region X under the guidance of our chain of command. We endorse one person so they become WA delegate. We would then control their region on NS, thus saving a small region from being destroyed by people like the Black Riders. We then make them one of the various status laid out by this Act. The aim being they can then either remain a small close knit Region without fear of invasion as we protect them, or we help establish them as a fully functioning Region in their own right. We would however not have any impact on their version of zetaboards.

Now thats my understanding of how this works. As I say I'm new to the concept of the NS raiding stuff. So could someone point out where I've got this wrong if I have. Thanks
I think we'd then be taking control of their government to a greater/lesser extent, with a reprisentivive from TIO left to serve as governor, alongside a local ledgislative.

Also, maybe 'Levels of Dependencies' could be changed to 'Catagories of Dependency'? Just a preferance thing, really.
