The following bill shall be up for debate at least until 5/9/14.

Imperial Requisition Procedures Act (2014)

An act to establish The Infinite Alliance as a Dominion of The Independent Order, pursuant to the Imperial Administration Act (2014), and to formalise the procedure of acquiring Dependencies.

Short Title

(1) This act may be referred to as the Imperial Requisition Procedures Act (2014).

The Infinite Alliance

(2) The region known as ‘The Infinite Alliance’ is hereby made a Dominion of The Independent Order, pursuant to the Imperial Administration Act (2014).

Requisition Procedures

(3) The establishment of a Dominion of The Independent Order shall be the exclusive responsibility of the Senate, requiring an Act of the Senate.

(4) A Colony of The Independent Order may be established by either an Act of the Senate, or through a motion introduced to the Senate by the Premier and seconded by a majority of the Senate.

(5) The Senate hereby delegates the authority of establishing Territories, pursuant to Article 21 of the Constitution, to the Premier of The Independent Order.



For reference Senators, this is The Infinite Alliance. The Grand Chancellor has been in negotiations with them for some time. They have accepted the terms of dominion status, and are prepared to enter under our protection.

Very well written, guys. My only two quibbles:

First, (in my opinion) either both highlighted points should be pluralized or neither should:

Second, this probably needs some clarification. I would clarify it myself, but I don't quite know what it's supposed to mean:

This provision of the act unnerves me somewhat, it says that an Act of the Senate can establish a colony. That's fine but for the Premier to do the exact same thing, he/she just has to call a motion to do so. This appears to set double standards for the Premier, I suggest that we strike out the words after the comma. So it would pretty much look like this, what do the other members think?

I think this process was already established in a previous bill, but the Premier's motion does require the backing of the majority of senete members to pass, which would also be required for a senator's proposal, so I cannot personally see a flaw with that section, although I do wonder why we would want to do this.

The process of establishing a dominion was not clearly stated in the Imperial Administration Act with regards to Dominions. It only states the procedures and rules which would govern the dominion, none related to its creation from my knowledge.

Both require a majority of the Senate to support it, it's just that motions (as presented by the executive) may pass quicker.

But following Avakael's insistence, I beg to move that this Bill (following my small amendment) is taken to a vote.
